      "body": "Serendipity, the word that describes the faculty of making fortunate and unexpected discoveries by accident was first used by Walpole. The English language dictionary defines it as an aptitude for making desirable discoveries by accident. The word today is seen as playing a pivotal role in sparking innovation; some evolving think tank methods give it credence(José Campos, 2002). In originating the word, Cannon writes quoting Walpole as follows:\n\"In 1751 Horace Walpole, the English statesman and diplomatist wrote a letter to his friend, Horace Mann, in which he proposed adding a new word to our vocabulary, \"serendipity.\" The word has not has extensive usage. It is not commonly found in dictionaries of the English language. When I mentioned “serendipity” to one of my acquaintances and asked him if he knew the meaning, he suggested that it probably designated a mental state combining serenity and stupidity. He was mistaken. Walpole’s proposal was based upon his reading of a fairy tale, entitled “The Three Princess of Serendip.” Serendip, I may interject was an ancient name of Ceylon. As their highnesses traveled, so Walpole wrote, “they were always making discoveries, by accident or sagacity of things they were not in quest of.” When the world is mentioned in dictionaries, therefore, it is said to designate the happy faculty, or luck, of finding unforeseen evidence of one’s ideas, or with surprise coming upon new objects or relations, which were not being sought. In the progress of man’s adjustment to the world in which he lives there have been many instances of serendipity(Cannon, 1940, pp204).”\nProbably the most notable instance of an accidental discovery in history was the discovery of penicillin by the Scottish Biologist Alexander Fleming in 1928 that changed modern medicine and continues to save countless lives today. His failure to properly clean and disinfect his laboratory of bacteria before heading for vacation was the sagacity. Only to return and found his culture contaminated with penicillin molds, which had killed the expected bacteria growth(Paul André, 2009). His otherwise understanding of the situation and correctly guessing the mold had antibacterial properties and his ability to work in identifying and extracting it revolutionize today’s world of antibiotics. Apart from his domain knowledge in biology, Sir Fleming's commitment to further investigate the sudden observation and adequately document the situation led him ultimately to be able to identify the mold as penicillin notatum including its ability to kill other bacteria(José Campos, 2002).\nAnother unusual instance of serendipity was the accidental discovery made in 1895 by German physicist Wilhelm Conrad Roentgen. While working with a closed cathode ray tube, he observed a nearly fluorescent screen would glow on turning the container in a dark room. After many attempts to block the unknown rays and later realizing the photographic of the rays which he had earlier named X-radiation; a named signifying the anonymous nature of the discovered rays. Although, his incomplete knowledge of electromagnetic radiation could have stopped him from further investigations, but Roentgen experienced the weak light shining in the middle of the room went forward to have developed our understanding through more research on the subject(José Campos, 2002).\nThe above examples help shows the forces at work in serendipitous discoveries where many of the participants did only remained committed but acted in a way to further deepen their chance discoveries irrespective of their existing domain knowledge. Hence, Cunha concludes \"serendipitous discoveries may be accidental, but they are not fortuitous. They involve a deliberate process of the search for a solution to Problem A\"(CUNHA, 2005).       "body": "Research as defined by federal regulations as “a systematic investigation, including research development, testing, and evaluation, designed to develop or contribute to generalizable knowledge\" is an interesting physical exercise in knowledge which I personally believe must be thought and deepen from a young age. It’s significant to both individual and communal development cannot be overemphasized, hence the present direct relationship between national development and poverty in climes of little or no known research contributions.\n\nThe importance of research is a no-brainer, doing research work is not just an imperative but a need for the continued survival of the human race in general. Where it not for research the beautiful things of life that we currently from medicine to technology to development will not have been possible. The requirement for research should in my view cut across the entire spectra of society not just for students but everybody, so that collectively we shall continue to expand the realm of knowledge and development through research.\n\n Only last year, I was able to publish a collection of my research works in a book titled “Digital Transformation – Evolving a digitally enabled Nigeria Public Service” whose abstract I post below. The motivation for the research work was the on-going paradox of development and ending extreme poverty in developing countries using Nigeria as a case study and the need for digitalisation.\n\nBook’s Motivation\n\nIsn’t this a paradox? Throughout the developing world, governments and institutions have been trying to eliminate global poverty to no avail, yet the world of economic growth and technological innovation are moving faster than ever. Ending poverty is a complex challenge. It has many causes, and there is certainly no silver bullet but this complexity is solvable. There are a huge number of talented people in developing world, doing amazing work in business, technology and entrepreneurship. There is need to further leverage their skills and collective numbers for increased impact and visibility – hence the paper’s urgent call for public service digitalization throughout Nigeria’s states.\n\nBook’s Abstract\n\nThe need for quality public services delivered faster, more integrated and more ecologically friendly cannot be over-emphasized in today’s Africa. This is attributable to many challenges, constraints and failed socio-political promises especially in Nigeria. Therefore the desire for change is apparent which means the drive for greater efficiency must be relentless. Public sector productivity has often been relatively stagnating when compared to the private sector in most Nigerian states. The need for economic sustainability implies that public works must become digitally enabled and transformed. Digitalization is placing unprecedented pressure on organisations and government institutions. That means managing our collective transition to a digitally-driven business model is crucial to Nigeria’s quest for sustainability in the 21st century. And since digital touches so many parts of our society and development, the need for change is more urgent than ever. The process of digital transformation encompasses two concepts: Digitalization and Transformation. While digitalisation is about making Information and Communication Technologies (ICT) integral to the government’s function; business process transformation applies to addressing the weaknesses that continually challenge public sector operations. A digital transformation of the Nigerian public service would enable it to embrace the much-needed change; including digital technologies and other innovative approaches to improve service delivery and redefine the value systems in the public service for a rewarding outcome. For Nigeria to embrace the UN Sustainable Development Goals, its Vision 2030, the aspirations of its young population and public servants, the governments of Nigeria states will need to embark on a general public sector digital transformation programme on a scale unprecedented on the continent. According to the Greeks, “A society grows great when old men plant trees whose shade they know they shall never sit in.” Nigerian leaders are therefore invited to consider digitizing their public services as detailed in this book. Digitalization has come to stay.",
