Dan masih banyak regulasi-regulasi lain yang harus siapkan oleh Pemerintah Daerah untuk kemandirian desa. Sebelum UU Desa keluar tahun 2014, Pemerintah juga mengeluarkan Program-Program Pemberdayaan kepada masyarakat yang didanai oleh pihak World Bank. Dimana program tersebut di kelola sendiri oleh desa dan di fasilitasi oleh para fasilitator yang handal. Desa diajarkan cara pengelolaan Pembangunan Desa untuk meningkatkan SDM masyarakat dalam pembukuan keuangan dan mengambil keputusan yang berbihak terhadap rumah tangga miskin. Awal tahun 2014 Pemerintah memberikan kebebasan terhadap desa dalam hal mengelola keuangan sendiri dengan dana yang bersumber dari APBN, APBD Provinsi dan APBD Kabupaten sesuai dengan amanah Undang-Undang Desa Nomor 6 Tahun 2014. Jauh sekali perbedaannya dalam hal pengelolaan dengan tahun-tahun sebelum UU desa tersebut turun. Dulu desa menerima dana bersih untuk melakukan sebuah pembangunan, tanpa diberatkan karena dibantu oleh para fasilitator. Sesudah ada UU desa, Pemerintah memberi ruang untuk desa membangun dan membangun desa. Proses pembangunannya dari bawah keatas, bukan dari atas ke bawah seperti tahun-tahun sebelum keluar UU desa. Tiap tahun mulai dari tahun 2014 sampai sekarang, desa mengwajibkan membuat Anggaran Pendapatan Belanja Desa (APBD), Dokumen Rencana Pembangunan Jangka Menengah Desa (RPJMD) dan Dokumen Rencana Pembangunan Desa (RKPD). Dimana yang menjadi pemegang kekuasaan anggaran Kepala Desa itu sendiri. Kepala Desa tiap tahun melakukan pembahasan tentang pembangunan desa, baik berupa pemberdayaan, pembangunan fisik maupun non fisik untuk mendongkrak perekonomian masyarakat itu sendiri. Yang paling penting adalah meningkatkan SDM masyatakat didesa itu sendiri. Anggaran yang disiapkan oleh Pemerintah Pusat tiap tahun bertambah sampai melebihi 1 Milyar Rupiah ditiap-tiap desa. Salah menggunakan dana tersebut maka kepala desa wajib mempertanggungjawabkan perbuatannya didepan hukum. Satu segi desa rumit bagi kepala desa, segi yang lain desa mendapatkan mamfaat yang cukup besar terhadap kehidupan masyarakat. Dan masih banyak regulasi-regulasi lain yang harus siapkan oleh Pemerintah Daerah untuk kemandirian desa.\n\nSebelum UU Desa keluar tahun 2014, Pemerintah juga mengeluarkan Program-Program Pemberdayaan kepada masyarakat yang didanai oleh pihak World Bank. Dimana program tersebut di kelola sendiri oleh desa dan di fasilitasi oleh para fasilitator yang handal. Desa diajarkan cara pengelolaan Pembangunan Desa untuk meningkatkan SDM masyarakat dalam pembukuan keuangan dan mengambil keputusan yang berbihak terhadap rumah tangga miskin.\n\nAwal tahun 2014 Pemerintah memberikan kebebasan terhadap desa dalam hal mengelola keuangan sendiri dengan dana yang bersumber dari APBN, APBD Provinsi dan APBD Kabupaten sesuai dengan amanah Undang-Undang Desa Nomor 6 Tahun 2014. Jauh sekali perbedaannya dalam hal pengelolaan dengan tahun-tahun sebelum UU desa tersebut turun.\n\nDulu desa menerima dana bersih untuk melakukan sebuah pembangunan, tanpa diberatkan karena dibantu oleh para fasilitator. Sesudah ada UU desa, Pemerintah memberi ruang untuk desa membangun dan membangun desa. Proses pembangunannya dari bawah keatas, bukan dari atas ke bawah seperti tahun-tahun sebelum keluar UU desa.\n\nTiap tahun mulai dari tahun 2014 sampai sekarang, desa mengwajibkan membuat Anggaran Pendapatan Belanja Desa (APBD), Dokumen Rencana Pembangunan Jangka Menengah Desa (RPJMD) dan Dokumen Rencana Pembangunan Desa (RKPD). Dimana yang menjadi pemegang kekuasaan anggaran Kepala Desa itu sendiri. Kepala Desa tiap tahun melakukan pembahasan tentang pembangunan desa, baik berupa pemberdayaan, pembangunan fisik maupun non fisik untuk mendongkrak perekonomian masyarakat itu sendiri. Yang paling penting adalah meningkatkan SDM masyatakat didesa itu sendiri.\n\nAnggaran yang disiapkan oleh Pemerintah Pusat tiap tahun bertambah sampai melebihi 1 Milyar Rupiah ditiap-tiap desa. Salah menggunakan dana tersebut maka kepala desa wajib mempertanggungjawabkan perbuatannya didepan hukum.
