Keynes)도 같은 입장이라 할 수 있다. \n\n오스트리아 경제학자 슘페터에 의하면 변동하는 주가를 이용해 이익을 얻으려는 의도가 있으면 투기이고 없으면 투자로 본다.  \n\n미국의 프레드 슈드(Fred Schwed)는 투기는 본질적으로 자신의 부를 터무니 없이 부풀리려는 것이고, 투자는 원본을 보존하면서 수익을 올리려는 행위이다. 즉 투기는 실패로 끝나지만 적은 돈으로 큰 돈을 벌려는 행위이고, 투자는 많은 돈을 투자해 적은 돈을 벌려는 행동이라며 투자는 반드시 성공해야 하는 것이라고 했다. 그에 따르면 투기는 실패한 투자를 의미하고 투자는 성공한 투기라고도 할 수 있다. \n\n투자는 예측할 수 없는 상황에서도 원본을 지켜낼 수 있는 최소한의 안전을 필요로 한다고 본 투자분석가 벤저민 그레이엄(Benjamin Graham)도 같은 류라 할 수 있다. \n\n최근 김상조 공정거래위원장은 한 언론과의 인터뷰에서 '경제학자 입장에서 투자와 투기는 거의 구분하지 못하며 내로남불 정도의 차이'라고 말한 바 있다. 맞는 말이다.  결국, 투기와 투자의 유의미한 차이는 없다고 할 수 있다. 고로, 나는 투자를 하고 있는 것이다. 다만, 정부의 입장에서 보면 (나의 행위는) 규제대상이 되면 투기이고 아니면 투자라고도 할 수 있겠다.  \n\n2.  투기의 역사 \n\n인생은 투기이고, 투기는 인간과 함께 탄생했다\n- 케네(금융투기의 역사에서)\n\n투기는 인간의 본능이다. 같은 노력으로 보다 많은 이득을 보려는 것은 사람이라면 당연한 것이다.\n\n인류 역사상 최초의 투기는 기원전 2세기 로마시대까지 거슬러 올라간다. 로마법이 자유로운 자산이전을 보장하고 잇었기 때문에 시장은 번성하였고, 돈은 이자를 받고 자유롭게 대출되고 있었다. 거의 모든 로마인들이 이윤추구에 혈안이 되어 있었는데, 페트로니우스 아르비터의 로마 공화정 최후를 묘사한 기록에는 투기의 부작용이 생생하게 그려져 있다. \n\n그는 \"강퍅한 고리대금업과 돈놀이는 일반대중들을 두 가지 소용돌이에 휘말리게 해 그들의 영혼을 파괴했다. 광기는 그들의 가랑이 사이를 통해 전국으로 퍼져나갔고, 빈털터리가 되었을 때 느끼는 고통은 몸뚱이를 갉아먹는 전염병처럼 그들을 비참하게 만들었다'고 기록하고 있다. \n\n비교적 많이 알려진 투기 사례는 17세기 네덜란드의 튤립투기다. 당시 네덜란드인드은 꽃의 색깔에 따라 튤립을 다양하게 분류하였는데 서열에 따라 군계급과 같은 이름을 붙였다. 최상급 꽃은 잎에 황실을 상징하는 붉은 줄무뉘가 있어 황제라고 불렸고, 이어 총독, 제독, 장군 등의 순으로 이름이 붙여졌다. 1624년 황제튤립은 당시 암스텔담 시내의 집 한 채 값이었다고 한다.\n\n당시 고가였던 동인도회사의 주식에 투자할 돈이 없었던 가난한 서민들은 주식 대신 튤립에 모든 것을 걸었다. 1636년 겨울에는 땅 속에 있어 뿌리를 인도할 수없게 되자 선물거래가 나타났다. 파는 사람은 미래의 일정시점에 정해진 종류의 튤립뿌리를 전달하기로 약속하고 사는 사람은 받을 권리를 갖으며, 결제시점이 되면 시가와 거래가 차이를 현금으로 결제하는 것이었다. 마침내 1637년 2월 3일 튤립시장이 붕괴됐다. 더 이상 살 사람이 없다는 소문이 나돌았고 실제로 다음날 저가에 내놓은 튤립조차 전혀 팔리지 않는 상황이 벌어졌다. \n\n튤립시장의 불안은 1년 뒤인 1638년 5월가지 지속되었다. 당시 네덜란드 정부는 매매가격의 3.5%만을 지급하는 것으로 모든 채권채무를 정리하도록 명령하는 극단적인 조치를 취했다. 정부의 조치가 취해지자 튤립뿌리 수집가들이 다시 시장으로 모여들기 시작했고, 아주 헐값에 튤립뿌리를 사들였다. 그리고 2~3년이 지나자 황제튤립의 값은 투기발생 이전 수준을 회복했다. 하지만 가난한 서민들이 한몫보기 위해 투기를 벌였던 낮은 등급 튤립값은 이후에도 회복되지 않았다.\n\n3. 투기와 혁신\n\n투기가 항상 나쁜 것만은 아니다. 투기는 때대로 긍정적인 역할을 한다. 가령 수확량이 평상시의 소비량에 미치지 못하는 경우 투기자는 식량을 사들여 이익을 보려고 할 것이고, 그들의 시장참여는 가격을 상승시킨다. 높은 가격에 의해 고무된 생산자들은 수입을 하거나 생산량을 늘려 생산을 많이 하려고 할 것이다. 반면 가격이 너무 높게 형성되는 경우에는 투기자들은 식량을 팔것이고, 가격은 내려가고 남은 식량은 수출을 함으로써 공급과잉을 해소한다. \n\n이사벨라 여왕이  잘 알지도 못하는 외국인에게 자기 자신의 왕관 보석을 담보로 돈을 빌려 콜롬부스를 지원하지 않았더라면 미국 대륙은 발견되지 않았을지도 모른다.  \n\n역사적으로 주요 기술적 혁신이 있는 경우에는  신기술과 희소성에 투자자들이 신기술에 과잉 반응하면서 투기적 현상이 발생하였다. \n\n1820년대 증기기관차의 출현은 그야말로 놀라움 그 자체였다. 운송수단이 말(horse)이었던 시대에 '시속 25킬로미터의 빛과 같은 속도'로 말보다 빨리 달리고 대량 수송이 가능한 철도에 대해 사람들은 열광하지 않을 수 없었다. \n\n많은 사람들이 생업을 포기하고 철도 투기에 달려들어다.  당시  <글로브>지는 \"영국 안에 있는 모든 유동자본을 한데 모아 철도건설에 쏟아붓는 것과 같다\"고 우려를 표명할 정도였다. \n\n철도 건설이 본격화되자 철도회사들은 납입되지 않은 주식대금을 청구하기 시작하고 주식대금납입을 위해 보유주식을 내다팔기 시작하자 주가는 폭락하기 시작하였다.  1850년 1월 철도회사 주가는 1845년 최고가를 기준으로 85% 이상 하락했다. \n\n1990년대 인터넷의 등장은 1840년대의 철도의 등장과 아주 유사하다.  만년 적자를 기록하던 TV제조업체인 제니스가 1995년 인터넷과 연결할 수있는 TV를 생산할 것이라고 발표하는 것만으로 주가가 3배나 오르기도 했다. 1998년 인터넷 서비스업체인 AOL의 시가총액은 디즈니사를 앞섰고, 야후의 시가총액은 연수익의 800배에 달했다. 아마존닷컴의 주가는 1998년 한해동안 18배가 뛰었다.\n\n거품이 꺼지면서 대부분의 기업들은 사라졌지만, 아마존이나 구글 같은 기업은 살아남았다. 닷컴에 대한 투기는 risk가 큰 벤쳐에 투자를 증가시켜 저투자의 문제를 해결하는 역할을 하였다.   \n\n4. 실전 문제\n\n다음 문제를 풀어보자 '2004년 외시 언어논리' 실제 기출문제이다.\n\n<문제>: 다음 글의 주제로 가장 적절한 것은?\n\n서양 역사에서 기근이 들면 콩이나 밀과 같은 식품 투기가 크게 일어났습니다. 이러한 투기로 식품의 공급이 크게 늘어났고 식품 가격이 빠르게 안정되는 현상을 관찰할 수 있었습니다. 그런데 왕이나 제후가 대중의 잘못된 요구를 수용하여 투기자를 색출하여 처형하는 경우도 있었습니다. 그 결과 투기자에 의한 식품의 공급은 줄어들고 가격은 투기가 없을 때보다도 더 상승하게 되었습니다. 기근에 의한 식품 공급의 부족으로 당초 예상하던 것보다 가격이 더 상승한 것은 투기 때문이 아니라 오히려 정부가 투기를 통제하거나 억제했기 때문입니다. 종종 투기자가 가격 상승을 초래했다는 비난은 투기를 이해하지 못한 결과로 나온 것입니다.  \n\n  사회 내에서 투기의 긍정적인 역할과 기능은 투기자가 자신의 이익을 추구하는 과정에서 나온 것이지 타인의 이익을 위해 행동한 결과로 나온 것은 아닙니다. 즉 투기자가 가격의 안정이라는 ‘공동의 선’을 의도적으로 추구한 것은 아니라는 말입니다. 경제학의 비조로 알려진 아담 스미스가 ‘보이지 않는 손’이라고 했을 때 그가 말하고자 했던 것은 이기적 행위의 바로 이런 점입니다. 다시 말하면, 경제 행위에서 인간은 자신의 이익만을 위해 노력하지만 그러한 행위가 결국 타인의 이익을 돌보게 된다는 것입니다.\n\n① 투기의 경제적 기능을 균형 있게 이해해야 한다. \n② 정부의 투기자에 대한 색출 명령은 올바른 투기 억제 정책이 아니다.\n③ 어떤 상품에 대해 투기가 발생했을 때 이를 억제하면 그 상품의 공급이 감소한다.\n④ 투기의 긍정적인 기능만을 강조하는 것은 투기를 조장하는 결과를 낳게 된다.\n⑤ 우리는 공동의 선보다는 자신의 이익을 추구하여야 공동의 선을 행할 수 있다.\n\n\n\n주) 투기의 의미와 역사부분은 많은 부분 '금융투기의 역사(에드워드 챈슬러 지음, 강남규 옮김)'를 참조하였다.",
