A ministry official said Minister Wang Mei-hua spoke to senior company executives on Sunday about the issue. TSMC had told the ministry it will “optimise” the production process of chips to make it more efficient and prioritise auto chip production if it is able to further increase capacity, the ministry said. TSMC, the world’s largest contract chipmaker, stated that current production capacity is full, but had assured the ministry that “if production can be increased by optimising production capacity, it will cooperate with the government to regard automotive chips as a primary application”. TSMC, in a statement to Reuters, referred to comments from its Chief Executive Officer C.C. Wei on an earnings call this month. “Other than continuously maximising utilisation of our existing capacity, Dr. Wei also confirmed in our investors’ conference that we are working with customers closely and moving some of their mature nodes to more advanced nodes, where we have better capacity to support them,” the company said. Germany has asked Taiwan to persuade Taiwanese manufacturers to help ease a shortage of semiconductor chips in the auto sector which is hampering its fledgling economic recovery from the COVID-19 pandemic. The request was made in a letter from German Economy Minister Peter Altmaier to Wang. The ministry said it would wait until it had received the letter before deciding on whether to contact TSMC again. Automakers around the world are shutting assembly lines due to problems in the delivery of semiconductors, which in some cases have been exacerbated by the former Trump administration’s actions against key Chinese chip factories. MANY CARMAKERS AFFECTED The shortage has affected Volkswagen, Ford Motor Co, Subaru Corp, Toyota Motor Corp, Nissan Motor Co Ltd, Fiat Chrysler Automobiles and other car makers. The ministry told Reuters that it had received requests from both the United States and the European Union through “diplomatic channels” late last year, as well as from Germany and Japan this year. It said that in the second quarter of last year auto companies cut orders to TSMC, which in turn shifted capacity to other clients, but in the second half of the year demand for auto chips returned. “The Americans did express the expectation late last year,” the ministry said. “At the moment everyone is talking to each other through diplomatic channels, including TSMC. Everyone’s hands are tied with orders, but from the government’s perspective we will try to help as much as we can for our important allies.” A European Commission spokesman said there had been “no specific discussions” with Taiwan but that they were monitoring the auto chip shortage situation closely. A senior official at Japan’s Ministry of Economy, Trade and Industry told Reuters Japan’s auto manufacturers’ association and TSMC were already in touch, and the ministry has also reached out to Japan’s de facto embassy in Taipei to ask for their support in those talks. The official added that it is mainly a private-sector exchange so the government is limited in what it can do. In 2020, auto chips accounted only for 3% of TSMC’s sales, lagging smartphones’ 48% and 33% for high performance chips. In the fourth quarter, sales for TSMC’s auto chips jumped 27% from the previous quarter, but still only accounted for 3% of overall sales in the quarter. A senior Taiwan government official familiar with the issue told Reuters there was not much they could do. “They dropped their orders due to various reasons when demand was low amid the pandemic. The arrival of Facebook News comes after the news tab feature was rolled out in the United States in late 2019 and is part of plans to extend it worldwide. Facebook will pay publishers for their content, and the service will include input from Channel 4 News, Daily Mail Group, DC Thomson, Financial Times, Sky News and Telegraph Media Group, among others. The tech giant had already agreed deals with The Economist, The Guardian, The Independent and the Mirror. Media companies have struggled with dwindling advertising revenue and print sales as content has moved online and become available for free, forcing a host of titles to close. "Our aim is to build on our efforts to sustain great national and local journalism and create more value for publishers," Jesper Doub, director of news partnerships in Europe for Facebook, wrote in a blog. "The product is a multi-year investment that puts original journalism in front of new audiences as well as providing publishers with more advertising and subscription opportunities," he added. Digital Secretary Oliver Dowden welcomed the move, calling "authoritative journalism... a cornerstone of democracy and the antidote to dangerous misinformation". "UK publishers are seeking a fair business relationship with online platforms so it’s good to see Facebook working to promote their output," he added. In April last year, the National Union of Journalists (NUJ) said the coronavirus pandemic has made the situation facing newspapers worse. Apple said in an email that it had never done anything to intentionally shorten the life of any Apple product, or degrade the user experience to drive customer upgrades. Two similar lawsuits against Apple have been filed in Belgium and Spain for the planned obsolescence of iPhones. European consumer association Euroconsumers, which is coordinating the three lawsuits, said it was also planning to launch a class action in Portugal in the coming weeks. |

CoinShares, the second largest crypto fund, managed assets of $2.9 billion in the latest week, also down from $3.4 billion on Jan. 8. “We believe investors have been very price conscious this year due to the speed at which prices in bitcoin achieved new highs,” said James Butterfill, investment strategist, at CoinShares. “The recent price weakness, prompted by recent comments from Secretary of the U.S. Treasury Janet Yellen and the unfounded concerns of a double spend, now look to have been a buying opportunity with inflows breaking all-time weekly inflows,” he added. Bitcoin dropped to a low of $28,800 on Friday, after scaling an all-time peak of $42,000 on Jan.8. It was last down 0.5% at $32,124. About 97% of inflows went to bitcoin, the data showed, with Ethereum, the second largest cryptocurrency, posting inflows of $34 million last week. | body |  Whenever she passes by a school on any Lahore street, it reminds Khanza Gul of her childhood best friends, friend-cum-teacher Afshan Yousafzai, books, stories, and last but not the least bombs, guns, and explosions. The 20-year-old garment factory employee of Lahore’s northern part has never forgotten her village which was on the foothill of scenic Swat valley headquarters Mingora. She went there in 2018 on a single day trip to see her house where she was born to a local orchard owner’s family and where she spent her life’s first 10 years with her brother and parents. She remembers April 2009 when the weather was full of spring bloom, but tourists had not started trickling in there. Khanza Gul was introduced to this scribe through a mutual friend for she wanted some professional help to introduce her Swat crafts online. “It is my idea of being connected with Swat, my homeland, which I see most of the time in my dreams,” she sighs. What brought her to Lahore and why does she miss Swat so much? “It’s a long story. It is about conflicts. It is about displacement, which is the collateral damage in any war,” Khanza choked tears back. “I was class five student at the primary school of the village. I had so many friends whose names I never forgot. I had amazing teachers, who made our school like a second home to us to so extent that we really hated days off and long winter vacations. | body |  Pakistan is a developing country and faces many challenges such as historic rivalry with India, large IMF, World Bank, Asian Development Bank debt, and many others. Not to forget political instability, unemployment, illiteracy, lack of technical training. According to the digital evolution index 2017, Pakistan is a watch-out state which means a state who faces severe challenges in digitalization. In 2019 Prime Minister Imran khan developed a framework of digital Pakistan to transform the country into a digital state. The purpose of digitalization is to avoid corruption, to ensure the accountability process, to increase sustainability and growth in trade. It also helps in creating an attractive environment for diaspora and international companies. This will enhance sectoral partnerships of government and private sector. Although all political parties make policies practical manifestation is not done in a true spirit. Despite all these problems, Pakistan strives to develop and flourish in the technological sector. Prime Minister Imran Khan on December 5, 2019, launched the Digital Pakistan Vision, a comprehensive plan which will not only help the country in competing in the digital market globally but also create jobs and ease for the people of Pakistan. The Digital Pakistan program operates directly under the Prime Minister Office. The major pillars of Digital Pakistan are: (1) Connectivity and availability of the internet to the people of Pakistan that is the fundamental right of people. (2) Promote the use of technology in education, health, agriculture, and other key socio-economic sectors. (3) Ensuring women and girls have equal access to ICTs will help reduce inequalities and support gender equality and providing training to all segments of society. (4) Make Pakistan an attractive destination for investment as well as creating jobs for the people of Pakistan especially youth. (5) E-governance that digitizes intra-government operations and processes towards a paperless environment and developing a digital infrastructure along with proper usage of digital technology. The wind of change has begun in Pakistan. Change is the only constant. To overcome barriers, the states adopt digitalization to pursue their social, economic, strategic, political, foreign objectives. Along with superpowers the developing countries are also trying to adopt digitalization to achieve and strengthen their socio-economic fabric. So, Pakistan is right on track and moving towards digitalization. Speaking of Punjab, the largest province of Pakistan in terms of population is contributing to the national economy with more than $173 Billion (GDP, 2017). In this regard, dynamic steps have been taken under the leadership of CM Usman Buzdar, for the digitalization of Punjab. Punjab Information technology board (PITB) with the assistance of the Ministry of information and telecommunication launched different programs. PITB, School Education Dept. & PMIU collaborated for a dynamic online education program for school children during the lockdown in 2020 known as “Taleem Ghar.” It is providing course lectures on science and mathematics from grades 1-10. Moreover, the e-Transfer app launched for facilitating around 375,000 teachers in 50,000 public schools and transferring of 45,000 teachers across Punjab. Digitization of transfer procedure allows teachers to apply for transfer from one school to another via mobile phone and track their application. 15 different taxes/levies in 6 departments have been digitized allowing citizens to pay these taxes from their smartphones and Rs. 4.75 billion in revenue collected. Mobile Video Conferencing Solution for Punjab Govt is launched for business continuity in the wake of the Covid-19 outbreak. A centralized Human Resource Management System (HRMS) launched for all departments in Punjab to maintain accurate, digitized profiles, skillset, postings, and performance records of its employees. E-Filing & Office Automation System (e-FOAS) is established for transparency and a paperless environment. CM Punjab also launched an e-Challan Payment System for online payment of fines for traffic violations. Pakistan is the second youngest in the South Asian region after Afghanistan and the total population of 68 percent are below the age of 30, 32 percent are between the ages of 15-29 years. Imran khan’s government supports youth empowerment programs. In this regard, Usman Dar as Special Assistant to the Prime Minister on Youth Affairs created the National Youth Development Framework (NYDF). For empowering the youth of Punjab, Chief Minister Punjab’s e-Rozgaar Training Program is launched in collaboration with Youth Affairs, Sports, Archaeology and Tourism (YASAT) Department. It aims to train unemployed youth in digital freelancing and soft skills to enable them to earn a sustainable monthly income. Five centers are dedicated to females only including Lahore College for Women University and overall engagement of women has increased by 54%. Hotels and salons that pay their taxes through debit cards and credit cards will be given tax relief of 11% (5% instead of 16%). For economic activities and digitalization, more than 75 new branches of Punjab Banks are functional and generate a profit of $14.0 Billion. More than 28 commercial banks have been given access to land records digitally. The Pakistan Citizen Portal was established in the direction of PM Imran Khan to create a robust link between the government and the people of Pakistan. The portal had enabled the citizens to highlight their issues and seek intervention at the highest level for their resolution. More than 34,584 complaints have been registered on the portal for Punjab from which 31,231 have been sent to the relevant departments of Punjab. To Deal with the health sector during the covid-19 situation, the digitalization process became faster and the National Security Council (NSC) established the National Command Authority (NCA). They used the Test, Trace, and Quarantine (TTQ) strategies to restrain the vicious spread of Covid-19. TTQ is aimed at identifying disease spread, focused clusters/hotspots to enable targeted lockdowns, and need-driven resource optimization at all levels. So through TTQ strategy Pakistan successfully traces hotspots and under section 144(6) of the Code of Criminal Procedure, 1898, which grants the provincial government the authority to issue orders in the public interest to impose a ban on certain activities to prevent “danger to human life, health or safety” applied smart lockdown. So, the federal government strategy is fully implemented by the Punjab government but there is a loophole. Policies, applications, forums were established but a lack of IT knowledge still exists in masses. The only thing that is going to fast track our progress towards said goals is providing enough training to the people of Pakistan. Without practical training, all these plans will remain just the plans. Since technology is nothing without the knowledge of how to use it, Pakistan is on the right track and what we need is proper implementation as well as constant attention by the Government of Pakistan. |

| body |  In contemporary years, rape has been seen to be one of the greatest perils against women, children, and transgenders in Pakistan. The pertinent definition of rape is an unlawful sexual activity carried out without the consent of the other person. The term rape is also used interchangeably with sexual assault. Rape culture has been there in different societies for a very long time, but in recent years, it is aggravating at a rapid rate and now it is thought that being a member of a vulnerable social group in Pakistan, means not being safe. There are different theories and perspectives that focus on the causes of rape culture. The first step to dismantling rape culture is gender inequality. Teaching children right from their childhood that “boys will be boys”, means they have the liberty to do anything. Another common stereotype is that even a woman’s “no” means “yes”; negating the concept of her consent. These biases that are not taken seriously during the early years of one’s life, permit rape culture to continue. Another factor that plays a major role in promoting rape culture, is pornographic content, where women are objectified and sexualized and men are depicted to be dominant. Some theorists argue that it is through sexual objectification that women become identified as the appropriate victims of sexual violence. Socialization of individuals through family, schooling, peer group, and media, also makes a lot of difference. Unfortunately, our media industry is playing its role in promoting rape culture by objectifying women and on-airing dramas that are culturally and socially obscene and indecent. Proper legislation and implementation of the law against rapists can serve to alleviate rape incidents. In Pakistan, almost 2846 cases of sexual abuse were reported in 2019, according to the Sahil organization. This number includes only those cases that were reported, the cases that went unreported are another enigma. The reason behind unreported cases is that victim fears vengeance, hostility, victim-blaming, and ignominy in society. The main obstacle in reporting such cases is the poor police and judicial system. Rape incidents, leave with themselves, the imprints of psychological, emotional, and physical ruination, on the victim. One of the most common reactions is severe depression. Survivors of rape may often have anxiety and self-blaming thoughts. Victims use self-blame as an avoidance-based coping mechanism, which makes them suffer even more. The victim also feels threatened and fears a number of things. All the impacts may be short-term or long-term, depending upon the victim’s coping tools. Speaking out against the root causes of rape is the first step to stand against rape culture. The attitude of victim-blaming, that holds the victim responsible for the assault, needs to be discouraged. The notions of toxic and fragile masculinity should be changed and the center of the focus should be that irrespective of gender, we are all humans and have feelings and emotions. Another important step is to end perpetrators’ impunity and hold them accountable in the court of law. We need to talk against the dehumanization attitude adopted by media and criticize them. Also, there is a dire need to educate children about all this and inculcate in their minds, the values of respecting everyone. Step by step and with full and honest dedication, can this peril of rape be minimized. |

| body |  The type of content produced by the Pakistani media industry always revolves around typical cliché; saas-bahu tussle, two women fighting over same man, a woman doing household chores, and lamenting over her fate. “Churails” (witches), a web series created by Asim Abbasi, has been seen deconstructing the old, ludicrous narratives and paradigms set by our media industry. The series revolves around the major problems faced by marginalized groups including women and transgenders, and the way a group of women along with three men, tackle the issues caused by patriarchy. “Churails” is a ten-episode Pakistani series, streamed on Indian web series ZEE5, casting four leading women characters; a lawyer, a wedding planner, an ex-convict, and a boxer, who have a back story to tell and start a secret detective agency Churails to help the jilted housewives. They become vigilantes and undertake the narrative of mard ko dard hoga to punish the abusive men and cheating husbands. The term churails depicts the male-connotation of the word, who see transgressive women as witches whose task is to destroy the male hegemony. The show beautifully presents ‘feminism’ in the true sense of the word. It is not about female dominance but about believing in the equality of all genders across the board. Abbasi shows that there are also some gentlemen who support and backup women in their fight against transgressors. The ten-episode series covers all the social ills faced by vulnerable groups in our society, including misogyny, toxic masculinity, skin color complex, forced marriages, and transphobia. The genre of female vigilantism is used as a cape to depict the insidious impact of patriarchy that leaves no one untouched. The issue of having fair skin color has also been highlighted that how being fair is another connotation for being beautiful, which leads to calamitous repercussions. The show serves as a mirror to reflect the harsh and bitter realities of our society. The direction, the production, the storyline, everything about the series is full of awe and reverence. It will surely cast a spell on its viewers and leave them flabbergasted as to how perfectly it has been created. The women do not become churails by choice, but the prevailing scenario makes them do so. Let’s look forward to a digital revolution. |

| body |  I grew up watching the comedy series of Mr. Bean. I used to be too much engrossed in watching, that I forgot since what time had I been watching. The character of Mr. Bean was well-played by the actor. I and all those watching it obviously enjoyed the funny acts of Mr. Bean. But there was something else that appealed me. I could not recognize it in my childhood. But now, whenever I think about it, I can better understand my feelings. The thing that appealed to me was the delights of living in the first world. Well-dressed people walking in exhibitions, clean and airy roads, little amenities of life that everyone could enjoy, tasty pastries that Bean could buy from a road-side hawker (at least here in the third world we call him by this name) just by paying some coins. There was an idea of comfort that I enjoyed watching. The comfort arising from consumerism. The kind of comfort that I couldn’t find in a third world country. Soon there came a time when I watched Mr. Bean not as a comedy serial but as a travelogue series that let me see a first world country. Which country, I did not know and did not even care to know. I just fulfilled my aesthetic appeals by watching it. Now when I have grown up enough to identify the differences between a developed and under-developed country, I realize that I was appealed towards the consumerism of the first world. The idea of lavishness. I could identify the differences that exist between countries. This never let me enjoy the series to the full. I used to see people laughing out loud on comedy acts of Mr. Bean but I could never enjoy the series in that way. There was a sore in my heart that had developed due to friction of these differences. This sore still resides there and now yearns for more soreness rather than cure. The inequality that exists in the world has been there since always and will be there forever. The minor differences that used to exist in economies are now extending and increasing, creating gaps that will take forever to fill up. The soreness, the friction that is there makes me question the realities. It keeps me alive and shows me the mirror. It helps me to perceive reality. And most of all, it never lets me satisfied. After all, how can a sane mind be satisfied in such a set of circumstances? But one thing will remain the same forever, one side of the world will remain the show-stopper forever and one side will always be the audience. Now I think of Mr. Bean as a metaphor for the superpowers who make the world laugh through their amusing acts. But such acts often turn out to be disadvantageous for themselves instead of anyone else. |

Ahsan Raza, a journalist, and researcher as well as media teacher, said this in an interview with this scribe on Thursday. “An editorial presents a newspaper’s opinion to put up their official policy on the most pressing issue of the day and considering their importance, editorials being powerful tools have the power to shape general public and official policymakers’ opinion; editorials’ role as agenda-setter is a very well established all over the world,” reads the abstract of Mr Raza’s research thesis titled ‘Media conflict resolution: the framing of the editorials of Pakistani English and Urdu newspaper on government-Tehreek-i-Taliban Pakistan dialogue from January 2014 to July 2014’. While doing the research, Mr Raza says, he carefully analyzed more than 1,000 editorials and bulk of related studies on peace journalism, conflict resolution, and media policies. “The one thing I noticed in editorials of Dawn, The Nation, The News, Daily Times, and Express Tribune – and Urdu newspapers – Jang and Nawa-i-Waqt- on the peace talks between the Pakistan government and the Tehreek-i-Taliban Pakistan from January 2014 to July 2014 is often editorials are repetitive of contents and present no solution,” says the journalist-researcher. He wrote his MPhil thesis on the dialogues initiated on the recommendations of an All Parties Conference, convened by the then government of the Pakistan Muslim League-N in Islamabad in September 2014 which mandated the government to hold dialogues with the militants’ umbrella organization, the TTP. Using agenda-setting and framing approaches, this study found to what extent these newspapers covered the topic and what were their slants. “Overall, English and Urdu dailies’ editorials showed that several topics came under the editorials’ orbit whenever the issue was discussed which included stakeholders’ stance on the dialogue, bodies engaged in the dialogue from both sides, factors like terrorism and terms and conditions of dialogue impacting the dialogue process and military operation during the dialogue process and so on. “The talks were the talk of the town, so newspapers had to give it space. But how these talks were being editorialized is a matter of concern. Look, all English newspapers rejected the idea of dialogues from day one. Amazingly, right-wing Nawa-i-Waqt also stood by English newspapers’ editorial policies whereas Daily Jang went for the government policy,” said Mr Raza, who is now analyzing the recent talks between the government and Khadim Rizvi-led Tehreek-e-Labaik Pakistan. “The elements of peace journalism were missing from the content of editorials. One would easily infer after reading of these editorials that the writers did not want the armed conflict to be managed through talks or some other non-violent means.” He emphasized the need for community and stakeholders’ engagement in the editorial content creation process.
