| body | The internationally chemical weapons watchdog has amended a claim made by its director general that on the former Russian double agent Sergei Skripal in Salisbury. On Thursday the head of the Organisation for the Prohibition of Chemical Weapons, Ahmet Üzümcü, said the amount of novichok – a developed by the Soviet Union – used in the attack on 4 March was significantly more than needed for research purposes and indicated it was likely to have been created for use as a weapon. He told the New York Times: “That quantity – a range from slightly less than a quarter-cup to a half-cup of liquid – is significantly larger than the amount that would be created in a laboratory for research purposes, meaning that it was almost certainly created for use as a weapon.” Within hours of the report, however, startled chemical weapons experts were challenging the figure, insisting a miscommunication had occurred. on Friday said the organisation “would not be able to estimate or determine the amount of the nerve agent that was used”. It added: “The quantity should nonetheless probably be characterised in milligrams.” It is not clear how Üzümcü made his error. Maria Zakharova, the Russian foreign ministry spokeswoman, had reacted with incredulity to the the initial OPCW claim, saying: “Üzümcü has made a sensational statement that 50-100g of some substance was allegedly used to poison the Skripals. “According to expert estimations, 50-100g of a toxic agent such as the one Great Britain has been referring to would be enough to poison not just two people but everyone in the surrounding neighbourhood. However, the two people in question managed to survive and recover, the British authorities say.” In the interview Üzümcü also described new measures to monitor production of the nerve agent. He said countries that are signatories to the chemical weapons convention, such as Russia, the US and the UK, would be required to declare production or stockpiling of the agent. However, he said countries producing the chemical for research purposes would produce about a tenth the amount used in the attack. |

| body | China has for the first time landed bombers on disputed territory in the South China Sea, its air force said, prompting fresh US warnings that it is destabilising the region. The long-range H-6K bomber was among those which took part in drills on islands and reefs to improve China's ability to "reach all territory". The sea, a key trade route, is subject to overlapping claims by six countries. China has been accused of militarising the sea to support its vast claims. The latest move could provoke new tension in the region. Beijing's defence ministry did not specify where the bombers landed but said the training involved simulated strikes against sea targets. An H-6K pilot, Ge Daqing, was quoted in a statement as saying that the training "sharpens our courage and enhances our capabilities in a real war". Why is the South China Sea contentious? China's 'globalised' military power China's Xi inspects massive naval display Experts from the Asia Maritime Transparency Initiative (AMTI) said a video from the Chinese Communist Party's People's Daily newspaper showed an H-6K landing and taking off from a base on Woody Island, the largest of the Paracel Islands. Skip Twitter post by @PDChina People's Daily,China ✔ @PDChina Chinese bombers including the H-6K conduct takeoff and landing training on an island reef at a southern sea area Woody Island, which China calls Yongxing, is also claimed by Vietnam and Taiwan. Although China has deployed fighter jets to Woody Island in the past, this is the first time bombers have landed on a South China Sea island, the AMTI said. It added that an H-6K could reach all of South East Asia from the island. Analysts say bombers will likely soon land in the Spratly Islands further south, where runways and hangars have been built on reefs. From there H-6Ks could reach northern Australia or US bases on Guam, says the AMTI. The US has sailed warships close to artificial islands built by Beijing in the South China Sea to challenge what it sees as Chinese efforts to restrict freedom of navigation in a strategically important area. Vietnam 'scraps new offshore oil project' A Pentagon spokesman told Reuters news agency that the US "remains committed to a free and open Indo-Pacific". "We have seen these same reports and China's continued militarisation of disputed features in the South China Sea only serves to raise tensions and destabilise the region," Lt Col Christopher Logan said. Next Article: What the GDPR means for Facebook, the EU and you EXPLAINER SECURITY Leer en español What the GDPR means for Facebook, the EU and you Everything you need to know about the European Union's new data privacy law, regardless of where you live. NurPhoto The European Union has a new law on the books for protecting data privacy. It's the General Data Protection Regulation, more commonly called the GDPR. This Friday, it goes into effect in the EU's 28 member states. The law changes the rules for companies that collect, store or process large amounts of information on residents of the EU, requiring more openness about what data they have and who they share it with. That means you, Facebook. It also means any company with a digital presence in the EU (which for the time being still includes the UK) will have to comply with the law or face steep penalties. The deadline to comply with the law has been looming for two years, ever since the European Parliament adopted it in April 2016. When the Cambridge Analytica scandal at Facebook emerged in March, privacy advocates found an eye-catching example of why internet users might want more control over who can access their data. I think the GDPR in general is going to be a very positive step for the internet. Facebook CEO Mark Zuckerberg The GDPR came up several times during Facebook CEO Mark Zuckerberg's testimony before the US Congress in April, and it was a major focus Tuesday when members of the European Parliament questioned Zuckerberg in Brussels. EU officials said they weren't satisfied with the Facebook CEO's answers to questions about the GDPR, and he promised to follow up with answers in writing. "I think the GDPR in general is going to be a very positive step for the internet," Zuckerberg told US lawmakers, going on to discuss Facebook's plans to tighten data policies, protect users from further leaks and become more transparent about who's advertising on the site. It's not just the household names of the internet like Facebook that will have to comply. Health care providers, insurers, banks and any other company dealing in sensitive personal data will also be on the hook. The GDPR will have a significant impact on our online footprints and how the apps and services we use protect or exploit them. Here's what you need to know. Read: EU to investigate Facebook and Cambridge Analytica data misuse What is the GDPR? The General Data Protection Regulation is a sweeping law that gives residents of the European Union more control over their personal data and seeks to clarify rules and responsibilities for online services with European users. It replaces the EU's previous law governing data protection, passed in 1995, and makes some dramatic changes to existing conventions. The regulation expands the scope of what companies must consider personal data, and it requires them to closely track the data they've stored on EU residents. If someone in the EU wants a company to delete his or her data, send copies of the data, or correct an error in the data, companies have to comply. Watch this: GDPR: Here's what you need to know 1:30 The law goes even further than that. EU residents can now object to specific ways companies are using their data, saying that they don't mind if a company keeps the data as long as it stops using the info for a particular purpose. What's more, the law requires companies to notify users within 72 hours of a data breach -- something very few companies currently do. For example, during the Equifax breach that exposed the personal information of millions of people in the US and beyond, the company spent weeks stopping the attack and then planning how to deal with the damage before informing the public. How will the EU enforce the GDPR? Each member state of the EU will have its own enforcement mechanism, with one GDPR supervisor per country. Residents can make complaints to the governing body in their respective country. Companies found in violation of the law will face fines that could be very steep. The maximum fine for a GDPR violation is 20 million euros or 4 percent of a company's annual global revenue from the year before, whichever is higher. When does the GDPR take effect? Friday. The regulation was ratified in 2016 and organizations were given a two-year "implementation period" to prepare. This grace period ends on May 25, 2018, when enforcement begins in earnest. Does this law apply only to companies based in the European Union? gettyimages-645750099.jpg Christian Ohde/Getty Images No -- and this is why it's major international news. The GDPR applies to any organization that collects, processes, manages or stores the data of European citizens. This includes most major online services and businesses that collect, process, manage or store data. Because of this, the GDPR essentially sets a new global standard for data protection. What kind of data does the GDPR protect? The regulation applies to a broad array of personal data, including a person's name and government ID numbers. It also protects information that can show a person's activity both online and in the real world. That includes location information, as well as IP addresses, cookies and other data that lets companies track users as they browse the internet. How will this affect Facebook and other social-media companies? Many large online services and social-media companies are updating their privacy policies and terms of service to prepare for the new legislation. Facebook's response is sure to be closely scrutinized by European regulators, given the Cambridge Analytica scandal as well as past concerns about the company's data collection. These include the kerfuffle in 2007 over the company's controversial Beacon advertising program that broadcast user activity on partner sites. And don't forget user uproar when Facebook and its subsidiary Instagram claimed to own user profile data and photos. The GDPR makes it much clearer that these kinds of activities aren't OK. Watch this: Seven of our favorite moments from Zuck's congressional... 2:42 In his testimony during a joint hearing of the Senate's Judiciary and Commerce Committees on April 10, Zuckerberg stated his support "in principle" for a GDPR-like opt-in standard for users before they give up their data -- but he didn't commit, adding "details matter." (Zuckerberg's notes, which he left open during a short break, included a warning: "Don't say we already do what GDPR requires.") Read: Zuck to Congress: I welcome regulation -- if it's the right regulation How will this affect me, a non-EU resident? Facebook, Microsoft, Twitter, Apple and others have all offered users beyond the European Union some additional rights over their data. But those rights don't have the force of law behind them, which means you can't file a complaint against Microsoft for violating the GDPR if you aren't an EU resident. While you enjoy these rights only as long as a company says you do, it does show that the European regulations are reshaping the way major companies approach user data. The other way this affects you is with the barrage of privacy policy updates you've likely received over the past few months. Many companies crafted new privacy policies in advance of the GDPR going into effect, and then they told you about it all at the same time. Read: How to delete your Facebook account Could the EU fine Facebook for sketchy things it did in the past? Seems not. In an interview with Bloomberg, EU Justice Commissioner Vera Jourova said the new GDPR rules "cannot be applied in this [Cambridge Analytica scandal], because there's no retroactivity possible." A key balances on a circuit board. James Martin/CNET How does the regulation affect hacks and breaches? The GDPR requires companies that have lost control over customer data, or that've been hacked, to notify users within 72 hours. That's one of the rules that carries the maximum penalty. For instance, if Facebook was found to have failed to comply, it could be liable for a $1.6 billion penalty (based on its 2016 annual revenue of $40 billion). Are there special protections for minors? The GDPR requires businesses and organizations to obtain parental consent to process the personal data of children under the age of 16. CNET DAILY NEWS Get today's top news and reviews collected for you. Add your email I have read and agree to the CBS Interactive Terms of Use and Privacy Policy. I understand I will receive the CNET newsletter(s) I'm signing up for. I can opt out at any time. SIGN UP Does the US have any legal equivalent to the GDPR? No. Most states have their own laws governing data breaches and notification requirements, and most apply to only a limited type of data: Social Security numbers and health or financial information. The SEC recently issued guidance on how public companies should disclose breaches and risks. Californians could be voting on a data privacy law this year, the California Consumer Personal Information Disclosure and Sale Initiative. That would let residents request copies of their data from companies, find out which third parties companies have sold their data to, and ask companies not to sell or share their personal data. |

| body | I am constantly running into techies and entrepreneurs who have made a ton of money by investing in cryptocurrencies. I don’t usually get into something unless I’ve educated myself on it and feel very comfortable with the industry, but to be honest, I haven’t experienced this much FOMO (fear of missing out) in a while. Cryptocurrency just wasn’t an area I jumped into early on because I had such a lack of knowledge about it. However, as an entrepreneur, it’s really important to make an effort to learn more so you don’t miss out on a new opportunity. Recently, I’ve made it a point to find out as much as possible about cryptocurrency so I can make more informed investments in the future. Now that I’m caught up and feel more comfortable, I want to pay it forward and help other entrepreneurs and potential investors who might also be hesitant to dive into the world of digital currency. Here are some ways to prepare before jumping at the next ICO: 1. Stay Updated On Timely News It’s taken me some time to get caught up on crypto news because it’s always changing. It seems as if there’s a new form of digital currency almost every day, from bitcoin to Ethereum, Dogecoin to Garlicoin, it’s tough to keep up. With crytocurrency being such a new industry, any change in the crypto world could skyrocket the value of your investment or send it into a tailspin. That’s why I’ve spent the last few months building up my resources for staying informed. Here are a few of my favorites: Coinzy: Coinzy is a daily newsletter of top-curated articles related to the bitcoin and crypto world. Trust me, it’s worth a sign-up because everybody and their grandma is covering the space in some way. I spend the advertised eight minutes a day reading the newsletter, and I love it. It’s a great way to consistently get the education you need so you aren’t just going off of what the hip tech guy told you at the last conference. The Bad Crypto Podcast: I know these two wild and crazy guys personally, so I’m probably biased, but Joel Comm and Travis Wright have the energy and personality it takes to make an entertaining podcast. The Bad Crypto Podcast is a newer podcast, but it already has more than 4 million downloads and is growing fast. I’ve learned a decent amount from listening to them, so it’s a good resource and a fun listen. Tech events: Cryptocurrency-focused events may not be the best use of your time; they’re typically populated by hardcore blockchain enthusiasts and might be too advanced for those just looking for a good investment opportunity. Instead, I recommend going to tech and leadership conferences like Collision or Web Summit. These events are great for talking to other entrepreneurs and leaders who have a similar interest in the crypto world — and many who have already been successful investing in it. 2. Take Baby Steps Tim Draper is one of the more knowledgeable people in the cryptocurrency space and has made some big calls that have turned out to be right. He offers some great advice that I’d like to pass on to you. He says: “The way I look at getting started with cryptocurrency is to get involved a little at a time. I’d suggest purchasing a small amount of cryptocurrency on Coinbase or to put some crypto on a ledger. A ledger is a hardware wallet, so if you are worried about someone taking your cryptocurrency you can put it there.” It’s impossible to understand cryptocurrencies entirely right off the bat. I can’t tell you how many stories I’ve heard of people losing money because they misplaced or locked themselves out of their own digital wallets. It’s best to educate yourself little by little. Start by learning about ledgers, wallets, exchanges, and how to buy and sell. Invest a little money to help yourself understand how each of them works and how they interact with each other. When you feel comfortable with the structure of cryptocurrency investment, invest more. 3. Talk With Someone You Trust Try to have as many conversations as you can with people you trust about what you should do. Cryptocurrency is all the rage, so it’s not hard to find people talking about it. In my experience, though, I’ve found that many who talk a big game are fluffing their successes a bit. That’s why it’s so important to seek advice from people you know who know their stuff. Reach out to friends, family members, co-workers, or financial advisors who have experience in cryptocurrency and crypto investments. Find out what worked, what didn’t, and what guidance they can offer. They may not know everything there is to know, but you can trust they’ll share honest, genuine advice with you, and that’s a place to start. Though cryptocurrency is daunting, it’s an exciting and potentially world-changing technology. I was extremely scared when I started investing in it, but as with most things, the more you educate yourself with good sources, the more comfortable you’ll feel. Utilizing these tips and resources to get on board the cryptocurrency train now may not only be a smart investment, but could also prepare you for a future where these currencies are more widely accepted and used. "body": "\nI am constantly running into techies and entrepreneurs who have made a ton of money by investing in cryptocurrencies. I don’t usually get into something unless I’ve educated myself on it and feel very comfortable with the industry, but to be honest, I haven’t experienced this much FOMO (fear of missing out) in a while.\n\nCryptocurrency just wasn’t an area I jumped into early on because I had such a lack of knowledge about it. However, as an entrepreneur, it’s really important to make an effort to learn more so you don’t miss out on a new opportunity. Recently, I’ve made it a point to find out as much as possible about cryptocurrency so I can make more informed investments in the future.\n\nNow that I’m caught up and feel more comfortable, I want to pay it forward and help other entrepreneurs and potential investors who might also be hesitant to dive into the world of digital currency. Here are some ways to prepare before jumping at the next ICO:\n\n\n1. Stay Updated On Timely News\n\nIt’s taken me some time to get caught up on crypto news because it’s always changing. Here are a few of my favorites:\n\nCoinzy: Coinzy is a daily newsletter of top-curated articles related to the bitcoin and crypto world. Trust me, it’s worth a sign-up because everybody and their grandma is covering the space in some way. I spend the advertised eight minutes a day reading the newsletter, and I love it. It’s a great way to consistently get the education you need so you aren’t just going off of what the hip tech guy told you at the last conference.\n\nThe Bad Crypto Podcast: I know these two wild and crazy guys personally, so I’m probably biased, but Joel Comm and Travis Wright have the energy and personality it takes to make an entertaining podcast. The Bad Crypto Podcast is a newer podcast, but it already has more than 4 million downloads and is growing fast. I’ve learned a decent amount from listening to them, so it’s a good resource and a fun listen.\n\nTech events: Cryptocurrency-focused events may not be the best use of your time; they’re typically populated by hardcore blockchain enthusiasts and might be too advanced for those just looking for a good investment opportunity. Instead, I recommend going to tech and leadership conferences like Collision or Web Summit. These events are great for talking to other entrepreneurs and leaders who have a similar interest in the crypto world — and many who have already been successful investing in it.\n\n2. Take Baby Steps\n\nTim Draper is one of the more knowledgeable people in the cryptocurrency space and has made some big calls that have turned out to be right. He offers some great advice that I’d like to pass on to you. He says:\n\n“The way I look at getting started with cryptocurrency is to get involved a little at a time. I’d suggest purchasing a small amount of cryptocurrency on Coinbase or to put some crypto on a ledger. A ledger is a hardware wallet, so if you are worried about someone taking your cryptocurrency you can put it there.”\n\nIt’s impossible to understand cryptocurrencies entirely right off the bat. I can’t tell you how many stories I’ve heard of people losing money because they misplaced or locked themselves out of their own digital wallets. It’s best to educate yourself little by little.\n\nStart by learning about ledgers, wallets, exchanges, and how to buy and sell. Invest a little money to help yourself understand how each of them works and how they interact with each other. When you feel comfortable with the structure of cryptocurrency investment, invest more.\n\n3. Talk With Someone You Trust\n\nTry to have as many conversations as you can with people you trust about what you should do. Cryptocurrency is all the rage, so it’s not hard to find people talking about it. In my experience, though, I’ve found that many who talk a big game are fluffing their successes a bit.\n\nThat’s why it’s so important to seek advice from people you know who know their stuff. Reach out to friends, family members, co-workers, or financial advisors who have experience in cryptocurrency and crypto investments. Find out what worked, what didn’t, and what guidance they can offer. They may not know everything there is to know, but you can trust they’ll share honest, genuine advice with you, and that’s a place to start.\n\nThough cryptocurrency is daunting, it’s an exciting and potentially world-changing technology. | body | A Japanese rail company has apologised after a train left a station 25 seconds early, the second such case in months. The operator said the "great inconvenience we placed upon our customers was truly inexcusable". If the details are anything to go by, customers are faced with slipping standards: a train last November left 20 seconds early while this time it was a full 25 seconds premature. As was to be expected, social media has been making the most of the story. Reality Check: When is a train on time? According to Japan Today, the train conductor thought his train was scheduled to leave Notogawa Station at 07:11 instead of the actual scheduled time of 07:12 on Friday. After closing the doors to the commuter train one minute early he realised his mistake and still could have averted the looming embarrassment. But as he couldn't spot any waiting passengers on the platform, he decided to go head and leave early - rolling out of the station 25 seconds ahead of time. Japanese trains have a reputation for extreme punctuality, and it turned out that there were indeed still people hoping to get onboard. Left on the platform, they complained to the rail operator and an official apology was issued shortly afterwards. Image copyright AFP Japanese train Image caption Japanese trains have the reputation of being extremely punctual In the case last November, management on the Tsukuba Express line between Tokyo and the city of Tsukuba said they "sincerely apologise for the inconvenience" caused. Back then the mishap was also caused by the conductor mixing up departure times - though no passenger was left behind. |

| body | Ulog 001. #ublog I got really inspired to write this post about entrepeneur, and all thanks goes to @surpassinggoogle who's using this platform to help his fellow steemians. I'm writing this post because i also want to be an entrepeneur, so by God's grace after my next cashout, i"ll open my establishment which will like be a disry cattle farm. Entrepreneurship is the process of designing, launching and running a new business, which is often initially a small business. The people who create these businesses are called entrepreneurs. Entrepreneurship may operate within an entrepreneurship ecosystem which often includes: Government programs and services that promote entrepreneurship and support entrepreneurs and start-ups Non-governmental organizations such as small-business associations and organizations that offer advice and mentoring to entrepreneurs (e.g. through entrepreneurship centers or websites) Small-business advocacy organizations that lobby governments for increased support for entrepreneurship programs and more small business-friendly laws and regulations Entrepreneurship resources and facilities (e.g. business incubators and seed accelerators) Entrepreneurship education and training programs offered by schools, colleges and universities Behaviour of an entrepeneur Good sense of communication Ability to take risks Ability to trust others Resourceful ness Good strategies Before an entrepenuer could emerge, there must be the emergence of a business opportunity The emergence of the business Entrepreneurship is the persistent progression towards an innovative solution to a key problem. It's the constant hunger for making things better and the idea that you are never satisfied with how things are.. I believe everyone here on the steemit platform including @surpassinggoogle are goods entrepreneurs, because we strive hard for the best and we do work hard, and most of us here has invested in the steem platform. This is my first time of using #ublog which was created by the ever-conscious @surpassinggoogle.. My main purpose of writing this article it so make sure my fellow steemians knows about entreprenuership and spending prudently. @surpassinggoogle has my 500% support in this platform and i wish i have his support too. it is very important to appreciate his great intellectual capacity to which I hope be a benefactor someday, God bless #ubloggers ,God bless @surpassinggoogle, for this great initiative. #ulog #ublogs #ulog s#ubloggers. |
