The first training course targets on Korean communities while also open for participants from global communities. It will be held at 3:00pm Korea time (2:00pm Beijing time) on September 8th, 2018. In the training session: - Damian Byeon from ACROEOS will introduce the EOS consensus mechanism. - Michael Yeung from EOS Pacific will introduce EOS Arbitration and EMAC. In mid June of 2018, following EOS Pacific’s organization and preparation, EMAC was officially established as the EOS Mandarin Arbitration Community. - After more than two months since its establishment, EMAC has held a total of 66 video conferences and attracted every node of the Mandarin community, people interested in EOS arbitration, and international community and node members to participate. - Till now, EMAC has provided two Mandarin arbitrators for ECAF. Both arbitrators have issued their first arbitration order. EMAC has helped users in Mandarin community that lost their coins successfully apply for protection and retrieve a total of more than 160 thousand units of EOS. EMAC has held more than 16 education courses on EOS through video conferences. Thanks to the donation from EMAC arbitrator candidate Zhen Zhang and volunteer Jiajie Ying (who lost more than 70 thousand units of EOS), EMAC main website, built by EOS Pacific, went live. Almost three months have past since the EOS main website went live on June 2nd. Arbitration has always caught major attention of the community. EOS is still at its burgeoning stage, and would need a solid ground and continuous growth to become full-blown. A favorable arbitration environment is indispensable for the growth of EOS. Currently, among all public chains around the globe, EOS is the best in terms of community activeness, trading volume and growth potential. Since the foundation of EOS Mandarin Arbitration Community, it has been helping the development of EOS ecosystem. During the course of EMAC’s development, we realized that there is still a long way to go in terms of EOS arbitration education and training - community users are still not sufficiently familiar with EOS and lack in-depth understanding of concepts of arbitration. These factors, among other things, contributed to low voting rate in EOS. As a result, the growth environment for EOS is still not ideal. The collaboration between EOS Pacific and ACROEOS aims to promote EOS Korean community development, promote EOS arbitration education and help with EOS arbitration in Asia at large. The following two topics were discussed in the meeting: introduction of the newly joined volunteers, progress made following the fifth proposal of EMAC (registration and operations of EMAC accounts). ## Two Newly Joined Volunteers To facilitate volunteering service of EMAC, EMAC remains active in recruiting volunteers for the EOS Mandarin Arbitration Community. The video conference included a brief communication for all the volunteers: including self-introduction, time commitment to volunteering work and their understanding of EOS and EOS Arbitration. **Volunteer: XiaoBai** Holder of EOS, currently an international student in New York with a major in computer science, joined after receiving WeChat recruiting information, can volunteer to work five to seven days a week with about one hour per day. **Volunteer: Mr. Huang** Currently working at an internet company in Beijing, good at operation and process management, has known about block chain for a year, has been involved in cryptocurrencies for eight months. Based on his background, Mr. Huang was considered suitable for assisting the work at EMAC Secretariat where he can use his strength in process management. Up till July 21st, EMAC has recruited a total of six volunteers. ## About the Constitutional Definition of EOS Arbitration After two days of self-introduction of volunteers in the video conference, we noticed that even for holders of EOS, there were still large discrepancies in the understanding of EOS arbitration. In the conference, candidate Siqi Yao provided a brief introduction on EOS arbitration. According to the current constitutional definition of EOS arbitration, arbitration will come into play only when code is invalid. Currently, the EMAC911 team’s task appears more like mediation. Current constitutional definition of EOS arbitration: arbitration will be accepted only when contract execution results are in contradiction to contractual intent and that both sides of the contract file for arbitration. Arbitration results will be delivered to both sides of the dispute only as “opinion”. ECAF does not have material enforcement power. ## EMAC Media Plan Although EMAC has been growing fast, according to sources from international community, the global community still do not have a comprehensive understanding of EMAC. In order to expand the influence of EMAC and better serve more users in the community, EMAC recently passed a proposal to establish a single EMAC media account. As a next step, EMAC Secretariat will make further progress on the proposal. Connie from the Secretariat will apply for domestic media: WeChat public account, Weibo, Bihu, Jianshu. Many users claimed that when using third-party tools the public and private keys are overlapped due to formatting problems, resulting in theft of assets. ## The case On the afternoon of July 4, 2018, Beijing time, an EOS investor with a WeChat name called “Red Dust” turned to EMAC (EOS Mandarin Arbitration Community) and claimed that 14869 EOS in his/her account were lost. The victim generated a public-private key pair through https://eostea.github.io/eos-generate-key, and then entrusted a agent with WeChat name “null” to make the registration. After successful registration, through the chain data analysis, it was found that the active permission and owner permission used different public keys. The active public key is provided by the victim “null”, however the public key of the owner permission is not provided by the victim. The rights of the wallet were modified in the afternoon of 2018/7/4. The funds of this account have not been transferred yet, and the arbitration has been applied for freezing. After intense discussion in the community, the EMAC 911 team had a general understanding of the incident, so the 911 team began to send a commissioner to contact the victim to collect information and evidence. After the 911 team collated and translated the materials, the case was formally submitted to ECAF, which is the third case submitted from the Mandarin community. At the same time, the victims themselves also contacted some media through the power of the community. They also constantly pressured the suspects who may exist in the WeChat group. Through the unremitting efforts of many parties, the rights of the wallet of the victim were modified back in the evening. The 14869 EOS was successfully retrieved. They are two different concepts. Before the code becomes open source, the code should be fully reviewed. At the meeting, people discussed the issue of EOS voting. Mr. Gong from FOS.TOP raised the following questions: The current threshold of BP is low, the BP level is uneven. In view of the current mandarin governance community, there are senior candidates who have been in contact with EOS for many years, and there are also novice candidates who come because of their dreams. An important role of the community — an communication platform — becomes a logical form of cooperation. The mandarin speaking EOS interim arbitrator candidate training plan mainly includes the following five areas: * Basic knowledge and development history of Blockchain. * EOS basic knowledge and development history. * EOS advanced technical knowledge, such as the details of the main network launch, EOS smart contract, security issues, GB and BIOS programs, source code and more. * The composition of EOS global community, the introduction of main BP profiles and key personals. * Detailed Explanation of EOS Convention. EOS Pacific will help to organize the training. Next, experts from the mandarin speaking community will claim their expertise and start the training in order to provide all candidates with the most effective environment for communication and learning. The training plans will be further finalized at the next (June 22) meeting. In addition, Jason Wang of EOS Pacific specifically recommended that all arbitrator candidates join the telegram group [EOSIO Gov](https://t.me/EOSGov) to understand, learn and comment on the hot topics. # Arbitrator candidates profiles 01- Macau University of Science and Technology — Dr. **Lawrence Liu**  Bachelor of China University of Geosciences, MBA of University of Macau, Doctor of Business Administration of Macau University of Science and Technology. He currently serves as the product manager of internet finance departments in one of the four major state-owned banks (6 years), and has 1 year experience in software development for mobile device companies. He is engaged deeply in blockchain, and fluent in English. Lawrence builds the “WuDao” blockchain community and acts as the administrator. He has also performed various researches on EOS, DPos mechanism and encryption economics. He started exposure to the encryption network since 2013, as an early researcher of the blockchain project. In the second half of 2017, he joined the “Silicon Valley blockchain research community” as early core member. He is also the co-founder of the U Community. 02- Legal elite — **Du Bolun** 7 years of legal education and 2 years of legal work experience in Internet company. Bolun is not a full-time lawyer which meets ECAF’s requirements for arbitrators. 03- Yantai University student — **Victor** Victor wants to be an arbitrator candidates entirely due to the love of blockchain technology. At present, he is a student of International Trade University and has strong learning ability. # ECAF administrator Moti participates in the meeting The highlight of this meeting will inevitably be the participation of ECAF administrator Moti.  EOS Pacific has been in close contact with Moti. The voices of the mandarin speaking community has been widely broadcasted in overseas communities. ECAF administrator Moti strongly agrees with the efforts of the mandarin community on the diversity of members of the ECAF arbitrators. During this meeting he talked in-depth with all the candidates of mandarin speaking communities. First, Moti expressed his support and recognition for the mandarin speaking community’s efforts in EOS arbitration. Then the arbitrator candidates of Mandarin communities asked Moti questions. The topics and contents involved are relatively wide. Due to the limited length of this article, the content is simply organized as follows: Q: What is the current progress of the work of the Interim arbitration committee? A: The current arbitration committee is temporary and the committee members are all studying. At present, a large number of cases prepared by the ECAF serve as training materials for the arbitrators, and they have established corresponding training channels and are open to the community. I hope everyone can enter the community as soon as possible for training. At present, we are also working hard to learn. We hope that our good work performance can be recognized by everyone and become formal arbitrators. Q: The work of the arbitrators of the ECAF is currently free of charge, but the professionalism and complexity of the arbitration work cannot be performed by ordinary personnel and requires deep knowledge to be competent. Arbitration usually takes up a lot energy and time. In the short term, they can provide services without compensation, but if it is long-term unpaid, it may not be reasonable. | body | At 20:00 to 21:00 pm of Beijing time on June 19th, EOS Pacific invited BPs from various Chinese communities to discuss the possible nomination of ECAF interim arbitrators. At this point, there is no Chinese speaking candidate elected as the interim arbitrators of the EOS community. This is not in conformity with the principle of diversity, nor is it in line with the status of the current Chinese BP in the EOS ecosystem. The EOS Mandarin community has sent a wide range of EOS enthusiasts the opportunity to openly invite suitable temporary arbitrators. The criteria for candidate of arbitrator are: (1) Education: The level of a 4-year university equivalent education is appropriate; (2) Language: Chinese as native language and Fluent in English; (3) Understand block chain and EOS technology, understand the EOS main net governance structure; (4) Not actively participates in the operation of any Block Producer; (5) Not owns more than 5% passive stake in any Block Producer or DApp; (6) Not owns or controls more than 0.1% of total EOS token supply; (7) Not a lawyer who has an active license to practice law in any jurisdiction within 1 year; (8) Not affiliated with or employed by EOSIO software development companies and EOSIO-related journalistic entities or subsidiaries thereof; (9) 5–10 hours weekly commitment; (10) Willing to serve without compensation for at least 1 year; (11) No age or sex requirement. Compensation: There are no compensation for now, however, you can get the love and respect of the EOS community and include yourself in the history of EOS. At this point, there is no Chinese speaking candidate elected as the interim arbitrators of the EOS community.
