बात में संदेह है कि किसी भी चीज में सब कुछ जायज कैसे हो सकता है? जब प्रत्येक व्यक्ति के विचार एक ही विषय को लेकर भिन्न-भिन्न हो सकते हैं तो उस विषय को पूर्णतः जायज या पूर्णतः नाजायज कैसे ठहराया जा सकता है? इतना ही नहीं सच तो यह है कि कोई भी व्यक्ति अपने आप में पूर्ण नहीं होता। यदि उसके अंदर गुण है तो कोई न कोई अवगुण भी जरूर होता है और यदि अवगुण है तो उसके द्वारा किये हुए किसी भी कार्य को हम पूर्णतः जायज कैसे ठहरा सकते हैं? हो सकता है कि किसी व्यक्ति विशेष द्वारा किसी कार्य को सही करने का प्रयास किया गया हो, वह किसी कार्य को जायज या नैतिक रूप से सही करने हेतु बचनबद्ध भी हो और कर भी रहा हो, लेकिन प्रत्येक व्यक्ति से ऐसी अपेक्षा करना खासकर प्रेम या युद्ध के विषय में तो न्यायसंगत नहीं लगती।\n\nयदि देखा जाए तो ‘प्रेम और युद्ध’ दोनों ही शब्द एक ही सिक्के के दो पहलू लगते हैं, क्योंकि प्रेम और युद्ध दोनों की पृष्ठभूमि क्रमशः भावनाओं के परस्पर मेल या भावनाओं को लगी चोट या ठेस के कारण ही तैयार होती है। चूँकि भावनाऐं समुद्र के जल के समान होती है, कभी अपने लहरों से पूरे उफान पर होती है तो कभी बड़ी ही धीर, गंभीर और शांत। प्रेम अंतकरण से उपजी भावनाओं का समुच्च है जो मनुष्य को मनुष्य होने का एहसास कराती है। प्रेम के अपने कुछ मूल्य और निहितार्थ होते हैं, प्रेम की एक कसौटी होती है और इन्हीं प्रेमपरक मूल्यों, निहितार्थों एवं कसौटीयों को जो भी प्रेमी अपने मस्तिष्क एवं हृदय में धारण करता है, वहीं प्रेम इतिहास के पन्नों में दर्ज होता है। \n![download संदेहास्पद होती है। इतना ही नहीं मर्यादा, त्याग और संबंधों की सीमा को नजरंदाज करना किसी भी चीज को अस्वीकृत और अल्पकालीन बना देती है और ठीक यही बात प्रेम और युद्ध के संदर्भ में भी समझी जा सकती है।\n\nमानव मस्तिष्क का यह स्वभाव होता है कि वह किसी वस्तु, व्यक्ति या स्थान के पूर्ण ज्ञान के बिना भी यदि उसे सही समझता है तो उसके पक्ष या विपक्ष में तर्क गढ़ लेता है और कभी-कभी वह तर्क नितांत ही आतर्किक और मनगढ़ंत साबित होता है। कहना गलत नहीं होगा कि प्रेम और युद्ध के संदर्भ में ‘प्रेम और युद्ध में सब कुछ जायज है’ कहावत निश्चित ही अतार्किक और मनगढ़ंत बात लगती है। अतार्किक और मनगढ़ंत इस लिहाज से है कि यदि प्रेम और युद्ध में सब कुछ जायज मान लिया जाय तो यह भी मानना पड़ेगा कि अब तक जितने भी मानव विध्वंसकारी युद्ध हुए या छल-कपट, प्रपंच परिपूर्ण लड़ाईयाँ लड़ी गई, मानवता का गला घोंटा गया, प्रेम के नाम पर जिस तरह से अमानुषिक कृत्य हो रहे हैं, ये सब सही है। जिस प्रकार रिश्तों की अहमियत भुलाई जा रही है, संबंधों की सीमा तोड़ी जा रही है, प्रेम एकतरफा होकर जिस तरह विकृत रूप ले रहा है, आये दिन प्रेम के नाम पर युवक युवतियों में जिस तरह आत्महत्या की प्रवत्ति बढ़ रही है, महिलआों के साथ प्रेम के नाम पर छल किया जा रहा है, आत्मिक प्रेम दैहिक शोषण में बदल रहा है, त्याग की भावना विलुप्त हो रही है, स्त्री प्रेम के नाम पर उपभोग की वस्तु समझी जा रही है, युद्ध में येन केन प्रकारेण जीत हासिल करने का अहं भाव हो तो क्या ऐसे में हमें प्रेम और युद्ध दोनों में सब कुछ जायज मान लेना चाहिये?\n\nयहाँ यह ध्यान देने योग्य है कि किसी भी कीमत पर सब कुछ पा लेने की लालसा एवं तृष्णा प्रेमी और योद्धा दोनों को स्वेच्छाचारी बना देती है। जब यह कहा जाता है कि प्रेम और युद्ध में किसी भी हद तक जाने से नहीं घबराना चाहिये, सीमाएं तोड़ देनी चाहिये अर्थात यदि अति भी हो जाए तो बुरा नहीं, तब तो यह कथन गलत सिद्ध होगा कि-\n\nअति का भला न बोलना, अति का भला न चुप।\nअति का भला न बरसाना अति का भला न धूप।\n\nऐसे में हम कैसे कह सकते हैं कि प्रेम और युद्ध में सब कुछ जायज है।\n\nजबकि सच यह है कि प्रेम की अतिशयता कमजोर बनाती है और यह भी कि प्रेम एक बड़ी ताकत भी है तो एक बड़ी कमजोरी भी। ताकत है तो ठीक लेकिन जिस दिन प्रेम कमजोरी बन जाय वह भला स्वयं के लिये समाज और राष्ट्र के लिये कितना जायज हो सकता है यह सोचने का विषय है। प्रेम का शाब्दिक अर्थ है कि प्रीति, माया या मोह। यदपि मोह युद्ध से विरत भी करता है और युद्ध के लिये उकसाता भी है। इसी कारण  युद्ध में पल-पल त्याग और ग्रहण करने का द्वंद भी चलता रहता है। मेरा मानना है कि यदि युद्ध और प्रेम का कारण भावनाओं का उथल पुथल होना है तो इसमें सब कुछ जायज नहीं हो सकता। भावनाएं  हृदय का विषय है और बुद्धि मस्तिष्क का। यदि हृदय और बुद्धि का संतुलन नहीं है तो किसी भी विषय की सफलता संदिग्ध होती है। क्योंकि विवेकहीन बल आतंकवादी को जन्म देता है योद्धा को नहीं और सिर्फ भावनाओं में बहकर प्रेम प्राप्त करने का अर्थ है प्रेम की संकीर्णता।\n\nआज की उपभोक्तावादी संस्कृति ने मानव शरीर को वस्तु के रूप में ढाल दिया है बाजारू बना दिया है। दूसरे मनुष्यों के साथ संबंधों को स्थापित करने की कला को खत्म कर दिया है। उनके भावों को गढ़ना, पढ़ना, शरीर के अंगों में छिपे भावों को खोजना इन सबके लिये उनके पास अब समय भी नहीं है और तकनीक भी नहीं। उन्हें सब कुछ फटाफट चाहिये। प्रेम का इजहार और इंकार सब कुछ उतने ही समय में चाहिये जितने में सामान खरीदा और बेचा जाता है। यह वहीं दौर है जहाँ जेहाद और धर्म की रक्षा के नाम पर निर्दोष मासूमों की हत्या की जाती है और उसे युद्ध का नाम दिया जाता है। आज के तथाकथित ढेर सारे घोषित आतंकवादी संगठनों की युद्ध या नक्सवादी युद्धों की मंशा कितनी जायज है इसे अब तक इन संगठनों द्वारा अंजाम दिये गये विभिन्न घटनाओं के संदर्भ में समझा जा सकता है। ऐसे हाल ही में दो विषय बहुत चर्चा में है जिनमें ‘लव जेहाद’ और धर्म के नाम ‘आईएसआईएस’ द्वारा खतरनाक इरादों और क्रूर तरीके से चलाये जा रहे युद्ध भी शामिल है, जो इस विषय के संदर्भ में बहुत ही प्रासंगिक है। वह प्रेम और युद्ध कितना जायज है जो किसी खतरनाक इरादों और अपनी सत्ता साबित करने के लिये किया जाय और जिसे जेहाद का नाम दिया जा रहा हो। इतना ही नहीं प्रेम का स्वरूप कैसा हो? जब इसका मानक बाजार, विज्ञापन, फिल्में तय करने लगे तो ऐसे में प्रेम जैसे संवेदनशील विषय पर थोड़ा रूक कर विचार करना पड़ता है। आज के समाज में प्रेम का उद्देश्य कितना पाक-साफ रह गया है यह तो स्त्रियों के साथ दुराचार की बड़ती घटनाओं, घरेलू हिंसा, उत्पीड़न और संयुक्त परिवार में पैदा हो रहे विद्वेष से उत्पन्न समस्याओं के माध्यम से समझा जा सकता है। हम प्रेम के उस रूप को कैसे जायज मान सकते हैं जहाँ भाई-भाई में बंटवारा हो, बाप-बेटी का रिश्ता कलंकित हो, युवा प्रेम के नाम पर छल कपट और प्रपंच का शिकार हो और यह सब स्वयं भी कर रहे हों। वह युद्ध कितना सही है जो अपनी बात मनवाने के लिये बात-बात पर हिंसक गतिविधियों को अंजाम देता हो। जहाँ ‘अहम् ब्रह्मास्मि’ के उद्देश्य से प्रेम और युद्ध दोनों किये जा रहे हों, जहाँ प्रेम और युद्ध का कारण भोग, अधिकार और सम्पत्ति एवं धन बढ़ाना  हो, तो ऐसे में प्रेम और युद्ध में सब कुछ जायज होने पर सवाल खड़ा होता है?\n\nआज प्रेम की परिभाषा तो नये रिश्तों के प्रेम में पुराने रिश्तों को भुला देने में ही सिमट कर रह गई है। प्रेम के बदले प्रेम ही प्राप्त हो यह जरूरी नहीं, लेकिन आज के दौर में उम्मीदों और अपेक्षाओं का बोझ इतना बढ़ गया है कि यदि प्रेम के बदले प्रेम ना मिला तो वह प्रेम न जाने किस हद तक गिर जाता है और क्रूरतम हिंसा को भी जन्म दे देता है। लेकिन सच यह है कि प्रेम में हिंसा की कोई जगह नहीं है। युद्ध में सब कुछ जायज मानने वाले लोगों को यह समझना होगा कि युद्ध द्वारा सभी समस्याओं का हल नहीं हो सकता। युद्ध के तात्कालिक परिणाम भले ही कुछ मिल जाये लेकिन आने वाली पीढ़ियाँ इसका दंश झेलती है। यही कारण है कि महात्मा गांधी, नेल्सन मंडेला जैसे महान व्यक्तित्व के धनी लोगों ने कभी भी युद्ध का समर्थन नहीं किया और अपने-अपने देश में अहिंसा के माध्यम से शांति व्यवस्था कायम करने की कोशिश की तथा गुलामी की जंजीरों को भी तोड़ा। इतना ही नहीं लाख बाधाओं के बावजूद भी अहिंसा और शांति का मार्ग ही चुना और लोगों को इसके लिये प्रेरित भी किया। यदि युद्ध में सब कुछ जायज होता तो महात्मा गांधी, नेल्सन मंडला, टैगोर जैसे अहिंसावादी लोगों को अब तक भुला दिया गया होता। अतएव कहा जा सकता है कि ‘ना तो प्रेम में सब कुछ जायज है और ना ही युद्ध में।       "body": "North Korean leader Kim Jong-un also reportedly expressed frustration with outside skepticism about his nuclear disarmament intentions👍\nNorth Korean leader Kim Jong-un reaffirmed his commitment to a nuclear-free Korean Peninsula and to the suspension of all future long-range missile tests, while also expressing faith in an increasingly embattled President Donald Trump’s efforts to settle a nuclear impasse, South Korean officials and the North’s official media said on Thursday.\n\nMr. Kim also reportedly expressed frustration with outside skepticism about his nuclear disarmament intentions and demanded that his “goodwill measures” be met in kind.\n\nThe trove of comments from Mr. Kim was filtered through his propaganda specialists in Pyongyang and the South Korean government, which is keen on keeping engagement alive. They come amid a growing standoff with the United States on how to proceed with diplomacy meant to settle a nuclear dispute that had many fearing war last year.\n\nOnly hours earlier, a South Korean delegation returned from talks with Mr. Kim where they set up a summit for Sept. 18-20 in Pyongyang between Mr. Kim and South Korean President Moon Jae-in, their third meeting since April.\n\nEach statement reportedly made by Mr. Kim will be parsed for clues about the future of the nuclear diplomacy. His reported commitment to a nuclear-free Korea, for instance, wasn’t new information Mr. Kim has repeatedly declared similar intentions before but it allows hopes to rise that negotiators can get back on track after the recriminations that followed Mr. Kim’s meeting in June with Mr. Trump in Singapore.\n\nDenuclearisation👍\nThe impasse between North Korea and the United States, with neither side seemingly willing to make any substantive move, has generated widespread skepticism over Mr. Trump’s claims that Mr. Kim will really dismantle his nuclear weapons programme.\n\n“Chairman Kim Jong-un has made it clear several times that he is firmly committed to denuclearisation, and he expressed frustration over skepticism in the international community over his commitment,” Chung Eui-yong, Mr. Moon’s National Security Advisor and the head of the South Korean delegation to Pyongyang, told reporters on Seoul on Thursday. “He said he’s pre-emptively taken steps necessary for denuclearisation and wants to see these goodwill measures being met with goodwill measures.”\n\nMr. Chung reported Mr. Kim as saying that work to dismantle the only engine-test site in the country “means a complete suspension of future long-range ballistic missile tests.” Mr. Kim said he’d take “more active” measures toward denuclearisation if his moves are met with corresponding goodwill measures, Mr. Chung said.\n\nMr. Kim told Mr. Chung he still had faith in Mr. Trump despite diplomatic setbacks, and emphasised that he has not once talked negatively about Mr. Trump to anyone, including his closest advisors.\n\nMr. Kim also said an end-of-war declaration that Seoul and Pyongyang have been pushing Washington to sign off on wouldn’t weaken the U.S.-South Korean alliance or lead to the withdrawal of the 28,500 U.S. troops stationed in South Korea to prevent North Korean attack, according to Mr. Chung.\n\nKim-Moon summit👍\nThe summit later this month between Mr. Kim and Mr. Moon, the driving force behind the current diplomacy, will be a crucial indicator of whether larger nuclear negotiations with the United States will proceed.\n\nMr. Moon is seen as eager to keep the diplomacy alive in part so that he can advance his ambitious engagement plans with the North, which would need U.S. backing to succeed. The inter-Korean summit comes on the eve of a gathering of world leaders at the United Nations in New York at the end of September, but Seoul said on Thursday that it was unlikely Mr. Kim would attend.
