| body |

All member states of the Financial Action Task Force ([FATF](http://www.fatf-gafi.org/)) must adopt its recommendations to control cryptocurrency exchange, their storage and more, the Russian daily news channel [Izvestia](https://iz.ru/805821/2018-10-29/rosfinmonitoring-budet-kontrolirovat-oborot-kriptovaliut) quoted government regulators as saying Monday, October 29. The Paris-based FATF is an intergovernmental organization founded in 1989 with the aim of developing standards to combat money laundering and other forms of illicit funding. Earlier in October, FATF announced changes in standards in terms of digital currencies and businesses involved with crypto-related activities. In its updated guide, the FATF notes that virtual asset service providers must comply with anti-money laundering (AML) and counter-terrorism (CFT) regulations, and be registered and monitored for compliance due diligence. Speaking to Izvestia, Pavel Livadny, vice president of the Russian Federation's Federal Financial Monitoring Service (Rosfinmonitoring) seemed eager to implement controls for crypto transactions worth more than 600,000 rubles (around $ 9,120). As recommended by FATF, Livadny said that cryptocurrency "can be circulated and exchanged digitally, and used for payments and investments." As such, the authorities must bring these activities under regulated control, and monitor the storage, publishing and exchange of other crypto assets, Izvestia reported. At present, there are no hard and fast regulations governing the cryptocurrency in Russia, with a draft bill to formalize the gray area of the economy still winding through parliament. Question marks remain above the cryptocurrency holder's tax obligations, while sporadic legal decisions related to [Bitcoin](https://coinmarketcap.com/currencies/bitcoin/) (BTC) have been added to uncertain status. Livadny [added](https://iz.ru/803701/anastasiia-alekseevskikh/net-anonimnosti-mezhdunarodnaia-finrazvedka-vzialas-za-kriptovaliuty) that changes to Russian law regarding monitoring related to crypto would affect "in the near future." |

| body |

JPMorgan Chase has estimated the 60 percent chance for the next US recession to occur in 2020. In a global market accident, can crypto be a viable solution for existing value stores? "The probability of a US recession in one year is exactly around 28 percent, and rises to more than 60 percent over the next two years, the researchers wrote in this week's note. "In the next three years, the odds are greater than 80 percent, as the record shows," [Bloomberg](https://www.bloomberg.com/asia) reported. ### Why do the experts predict the recession? As indicated by the Federal Reserve Bank of New York, there is a 14.5 percent chance of a recession occurring before the end of 2019. Stephen Stanley, chief economist at Amherst Pierpont, suggested that 2020 could be considered a premature period for the next US recession to occur but he echoed comparative sentiments for JPMorgan in that while the US economy remained solid with low unemployment and bull markets, still allowing the danger of recession in years to come. Generally, most economists in the US estimate a recession will occur in the next few years. David Altig, research director of the Federal Reserve Bank of Atlanta and chairman of the Nabe survey, revealed that 66% of business economists in the US expect the market to fall before the end of 2020, mostly due to trade problems. "Trade problems clearly influence panelists' views," Altig said, that the high-level trade and interest rates imposed by the Fed leave the US market vulnerable to medium-term accidents. ### Is Crypto the Solution? In the midst of a period where many economists predicted market crashes and recessions that were noteworthy in the next two years, crypto tensions had risen rapidly. Although not depicted by significant cryptocurrency prices, financial institutions, for example, Fidelity, Goldman Sachs, and Citigroup have established infrastructure to target institutional investors who intend to invest in advanced asset markets. Banks and investment companies have prevented them from building businesses in the cryptocurrency sector due to the absence of regulatory certainty in the market. Experts have stated that the sudden trend of major financial institutions entering the crypto market shows crypto demand from investors in the traditional financial sector has increased rapidly in the previous few months. Like Jim Hamel, portfolio manager at Craftsman Global Opportunites Fund, the compressed payment industry has experienced exponential development in recent years, which can usually lead investors to the crypto currency. "There are a number of things that add to this trend. First of all, we see a rapid development in e-commerce, which requires customers to make secure advanced payments. Developments in cross-border transactions and the increasingly globalized market's general effects help accelerate this trend. " |

| body |

US crypto wallet and the [BitGo](https://www.bitgo.com/info/) blockchain security company have announced the development of Ethereum (ETH) -based coins that are supported by 1: 1 with Bitcoin (BTC), according to an official [blog post](https://blog.bitgo.com/introducing-wbtc-the-power-of-bitcoin-with-the-flexibility-of-erc20-48c6681a9a7c) Friday, October 26. The announcement reads that Bitcoin Wrapped will give users "A variety of cases of new users of decentralization include decentralized exchange ([DEX](https://dex.top/)), as collateral for stable coins or loans, for flexible flexible payments and contracts in the Ethereum ecosystem." Major decentralized projects such as [Kyber Network](https://kyber.network/), [Gnosis](https://gnosis.pm/), [MakerDAO](https://makerdao.com/), and others will empower the launch of cases of the first users of the new ERC-20 coins in January 2019, according to the announcement. Describing a coin that will come as a "transformational community effort," BitGo claims that the new token will bring the "stability and value" of the main Bitcoin cryptocurrency to make cryptocurrency applicable to businesses in blockhain Ethereum. BitGo said that the company introduced new digital assets with "full reserve evidence" after "significant institutional interests" in asset tokenization such as securities, commodities and real estate. According to the statement, each Bitcoin will be accounted for on the dashboard that displays the address and balance, and users will be able to verify every Bitcoin held on blockchain, which is available for monitoring through Etherscan. In early September, BitGo obtained a charter of state trust in South Dakota to become a certified custodian of cryptocurrency. As a custodian, BitGo will be subject to regulatory oversight in accordance with the policy of knowing your customers (KYC) and anti-money laundering (AML). |

Speaking at the 2018 Japan Swap and Derivative International Conference (ISDA) in Japan, in Tokyo, Rostin Benham, who has held a year-long position, said he had spent a lot of time focusing on issues related to disturbing ftech. "I was surprised by the amount of time I spent examining issues related to bitcoin, crypto assets, ledger (DLT) technology distribution, artificial intelligence, and cloud-based programming," he told the audience. Benham also spoke with various cases of potential users for DLT, such as blockchain, a list of ranges "from agriculture to health, finance to art, CryptoKitties to Dogecoin. Calls for fair handling of disruptive technology also came from other money regulators. As reported by the Cointelegraph this week, the chairman of the US telecom regulator defended the need for "level playing fields" for phenomemes such as blockchain in the future. Preventing the importance of this phenomenon marked a further key focus for Benham, who added about his involvement with the crypto, DLT and Al sectors:
"I have no one goal in mind, just a desire to avoid being a typical regulator at the tail end of technological progress, rushing to follow fast innovations that capture market efficiency, open markets for new products and participants, and often reward them for taking risks. "
Both the CFTC and other US Securities and Exchange Commission (SEC) regulators have increasingly found themselves in the spotlight on the cryptocurrency industry this year. The latter, after rejecting the raft of applications for the Bitcoin exchange-traded fund (ETF) in August now communicates with prospective operators who are trying to vacate agency concerns about their offer. |

As reported by the Cointelegraph this week, the chairman of the US telecom regulator defended the need for \"level playing fields\" for phenomemes such as blockchain in the future.\n\nPreventing the importance of this phenomenon marked a further key focus for Benham, who added about his involvement with the crypto, DLT and Al sectors:\n\n
\"I have no one goal in mind, just a desire to avoid being a typical regulator at the tail end of technological progress, rushing to follow fast innovations that capture market efficiency, open markets for new products and participants, and often reward them for taking risks. \"
\n\nBoth the CFTC and other US Securities and Exchange Commission (SEC) regulators have increasingly found themselves in the spotlight on the cryptocurrency industry this year.\n\nThe latter, after rejecting the raft of applications for the Bitcoin exchange-traded fund (ETF) in August now communicates with prospective operators who are trying to vacate agency concerns about their offer.",

| body |

--- The main cryptocurrency exchange based in Hong Kong [OKEx](https://www.okex.com/) will remove more than 50 trade pairs with weak performance, according to an [announcement](https://support.okex.com/hc/en-us/articles/360018396732-Delisting-of-Trading-Pairs) published October 25. As per the announcement, at 6:00 October 31 2018 CET, the exchange will stop the trade pairs which they call have weak liquidity and trading volume. The exchange warns users that they must cancel their order from the affected partner of the platform. OKEx also makes it a point to note that it will only delete the trade pairs shown, but not the tokens themselves. Andy Cheung, Chief of Operations at OKEx, called the move "taking care of the house" in a tweet Saturday, October 27, saying about OKEx and other top exchanges: "As leaders, we are responsible for promoting a strong ecosystem [...] We need to take action against tokens that are performing poorly now. " In a tweet announcing yesterday's delisting, Cheung also noted:
“Registering is not final. Maintaining good performance is the key to success.”
Earlier this month, OKEx announced a list of four stablecoin at once - TrueUSD (TUSD), USD Coin (USDC), Gemini Dollar (GUSD), and Paxos Standard Token (PAX). Founded in 2014, OKEx is currently the world's largest cryptocurrency currency in terms of adjusted trading volumes, seeing around $ 402.5 million in trading over the past 24 hours. |

| body |

--- The Idex Decentralized Exchange has announced that they will ban all users of the State of New York. Idex is the third largest decentralized cryptocurrency exchange after EtherDelta and ForkDelta with more than 5,000 ETH daily trading volumes. Idex [tweeted](https://twitter.com/Aurora_dao) today that it will start blocking all users using the New York IP Address from tomorrow, ie October 25 (18:00 UTC Time).

- Aurora (IDEX) * Does not Provide [ETH](https://coinmarketcap.com/currencies/ethereum/) * October 24, 2018 Starting tomorrow October 25, 2018, New York residents and others who tend to use the New York IP Address will not be able to access the exchange and therefore will not be able to trade hundreds of Ethereum-based tokens registered on the platform. The decision to block traders in the state has begun to dissent through the cryptocurrency community. It is a standard for centralized exchanges to block residents of certain areas, with New York countries most often boycotting based on very expensive cryptocurrency regulations. For decentralized exchanges to give careful consideration to the impulses of New York MPs it is astonishing, though, especially because IDEX does not contain fiat currency pairs, security tokens, or different instruments that may play an important role with regulators. |
