| title | UK and US blame Russia for 'malicious' NotPetya cyber-attack |
| body | The Russian military was directly behind a "malicious" cyber-attack on Ukraine that spread globally last year, the US and Britain have said. The White House said June's NotPetya ransomware attack caused billions of dollars in damage across Europe, Asia, and the Americas. UK Defence Secretary Gavin Williamson said Russia was "ripping up the rule book" and the UK would respond. Moscow denies being behind the attack, calling such claims "Russophobic". Ransomware, which threatens to delete the target's files unless they pay a ransom, is regarded as the fastest growing form of computer virus. Experts believe about 2,000 NotPetya attacks were launched, mainly aimed at Ukraine. The country Ukraine has been locked in a simmering conflict with Russian-backed separatists since Moscow annexed Crimea in 2014. In the NotPetya attack, businesses with strong trade links with Ukraine, such as the UK's Reckitt Benckister, Dutch delivery firm TNT and Danish shipping giant Maersk were affected. The attack is estimated to have cost companies more than $1.2bn (£850m). Reckitt Benckiser - maker of Dettol, Durex and Strepsils - said the attack disrupted its manufacturing output and shipping capacity for up to two months. On Thursday the UK government took the unusual step of publicly accusing the Russia military of being behind the attack. "The UK and its allies will not tolerate malicious cyber activity," the foreign office said in a statement. Later, the White House also pointed the finger at Russia. "In June 2017, the Russian military launched the most destructive and costly cyber attack in history," a statement said. "This was also a reckless and indiscriminate cyber attack that will be met with international consequences." Russia, however, said the claims were "groundless" and that Russian businesses were among those whose systems were affected. "It's not more than a continuation of the Russophobic campaign," Kremlin spokesman Dmitry Peskov said. Foreign Office minister Lord Ahmad of Wimbledon said: "The UK government judges that the Russian government, specifically the Russian military, was responsible for the destructive NotPetya cyber attack." "Its reckless release disrupted organisations across Europe costing hundreds of millions of pounds. "We call upon Russia to be the responsible member of the international community it claims to be rather then secretly trying to undermine it." Mr Williamson warned that the West had "entered a new era of warfare, witnessing a destructive and deadly mix of conventional military might and malicious cyber attacks". Prime Minister Theresa May accused Russian President Vladimir Putin in November of attempting to "sow discord" in the West by meddling in elections, spreading misinformation and engaging in cyber warfare. |

| title | 'Anti-Clinton' Wikileaks chat leaked |
| body | Wikileaks, the whistle-blowing site founded by Julian Assange, wanted a Republican to become US president, according to a leaked conversation. Files obtained by The Intercept show the Wikileaks Twitter account revealing its preference to a group of supporters, via private chat. "We believe it would be much better for GOP [US Republican party] to win," the transcript read. The account also described Hillary Clinton as a "sadistic sociopath". It is thought that the Wikileaks Twitter account is controlled by Julian Assange, although it is not clear who wrote the comments in the leaked transcript. The BBC has contacted the Wikileaks account on Twitter - which has not tweeted since 13 February - but has not yet received a response. Transcripts from the chat with around ten supporters of Wikileaks also contain disparaging remarks about journalists, including the BBC's Chris Cook, policy editor for Newsnight. 'BBC idiot' "Please troll this BBC idiot," the Wikileaks account said, before suggesting this might result in Mr Cook tweeting statements that could be used "in legal cases to show that a toxic climate exists [in] the UK". "This guy clearly has a thin skin and thinks a lot of his clique, which means he can't see how his tweets are dangerous for him," the account added. Mr Cook said that any trolling that did occur failed to catch his attention. "I genuinely really didn't notice anything happening against the background noise that BBC reporters get," he told the BBC. Mr Cook also expressed doubt over the idea that anything he might have tweeted could have been used in a legal case seeking to show, for example, that the UK had mistreated Mr Assange. According to The Intercept, the transcript of the private group chat on Twitter was leaked by the private group's founder, who uses the pseudonym "Hazelpress". The news site said it was contacted by Hazelpress after the individual heard that Wikileaks had secretly corresponded with Donald Trump Jr. before the US election in November 2016. "One of the authors of this article verified the authenticity of the Twitter group messages by logging in using Hazelpress's credentials," The Intercept said. Julian Assange has been living at the Ecuadorian embassy in London since 2012, where he has avoided an extradition order to Sweden over sexual assault charges in the country. The charges were dropped in May 2017 but a UK arrest warrant for Mr Assange remains in effect after a Westminster Magistrates' Court judge upheld it on 13 February. |

| body | One million people have signed a petition calling on Snapchat to roll back its latest redesign. The changes were intended to separate interactions with friends from branded content - including that of celebrities and influencers. Snapchat founder Evan Spiegel wrote in a blog post that he believed blurring the two had contributed to the rise of fake news. However, thousands of Snapchat users say that the new layout is hard to use. Nic Rumsey, who set up the petition, wrote that some are using Virtual Private Network (VPN) apps - which use servers abroad to mask the location of a device - in order to access the older version of the platform: "That's how annoying this update has become," he said. "Many 'new features' are useless or defeat the original purposes Snapchat has had for the past years." The petition, posted on the change.org website, is one of several appealing to Snapchat to revert to its previous state. Users now swipe left to see and interact with their friends, and swipe right to see branded and celebrity content. Model Chrissie Teigen tweeted that she didn't like feeling that her followers no longer felt like "friends" as a result. "How many people have to hate an update for it to be reconsidered?" she asked. Influencer value Some users have followed a six-step procedure, which involves turning off automatic updates and reinstalling the app in order to get the "old" style Snapchat back. But in a tweet, Snap advised against that. Snapchat reiterated its statement that updates "can take a little getting used to". "We hope the community will enjoy it once they settle in," the firm said. Rohan Midha, managing director of influencer marketing agency PMYB, told the BBC that Snapchat had made a mistake in removing celebrities and influencers - high profile individuals with lots of followers - from the "friends" section. "They hadn't realised the value that influencers add to the app," he said. "People want to follow influencers because they really like them, whereas Snapchat just sees them as brands." However Mr Midha added that he didn't think the petition would force Snapchat into a u-turn. "It doesn't surprise me that so many people have signed it," he said. "But I don't think this large Silicon Valley company is going to take notice of a petition." |

| title | Instagram submits to Russia censor's demands |
| body | Instagram has blocked posts in Russia relating to corruption claims made by the country's most prominent opposition leader. It follows a demand by the country's internet censor that the Facebook-owned service restrict access to posts on its platform connected to allegations made by Alexei Navalny. Its response contrasts with that of Google's YouTube service. It had been ordered to block several clips before the end of Wednesday. But it has taken no such action. The controversy followed a YouTube video posted by Mr Navalny's Anti-corruption Foundation last week that allegedly shows the billionaire Oleg Deripaska meeting with Russia's deputy prime minister Sergei Prikhodko aboard a yacht. The 25-minute upload has been watched more than five million times. YouTube has not commented on the matter. Local internet service providers are said to lack the ability to block specific Instagram and YouTube posts. That had led to speculation that the ISPs might block the services outright. Some ISPs have already taken such action against Mr Navalny's own website to comply with an order by Russia's communications regulator, Roskomnadzor. The watchdog acted after a court ruling last week that Mr Deripaska's privacy rights had been violated. The tycoon has claimed that allegations made against him are "false" and "outrageous". 'Shame on you' Mr Navalny has been barred from standing against President Putin in next month's election because of a separate corruption conviction, which he says was politically motivated. In a tweet, he accused Instagram of having given in to an "illegal censorship request". "Shame on you, @instagram!" he added. The BBC understands that a female model embroiled in the corruption claims had already removed some of the material herself, but that Facebook complied with an order to remove two remaining posts. Neither of the two were from Mr Navalny's own account. A spokeswoman for Facebook would not discuss the specifics of the case but confirmed that it had decided to comply with Roskomnadzor's demands. "When governments believe that something on the internet violates their laws, they may contact companies and ask us to restrict access to that content," she said. "We review such requests carefully in light of local laws and where appropriate, we make it unavailable in the relevant country or territory. "We are transparent about any content restrictions we make for government requests with local law in our Transparency Report." The most recent reference to Russia in the firm's transparency report dates back to June 2017 and states that it had restricted 156 pieces of content over the previous six months in the country. Roskomnadzor has said that it is still waiting for YouTube to take action against a video it wants blocked. |

| title | Google Chrome launches default ad-blocker |
| body | Google has launched an ad-blocker for its Chrome web browser that is designed to prevent "annoying" and "intrusive" ads being shown to users. Google announced the move to curtail full-page and auto-playing video ads, among others, last year. The choice of which ads to block will be determined by the Coalition for Better Ads (CBA) - made up of companies including Google and Facebook. Sites will have 30 days to remove disruptive ads before blocking begins. A survey of 40,000 US and European web users found that the most intrusive ads were full-page ads that hide the content of a web page and flashing animated ads, according to a blog by Chris Bentzel at Google. "Chrome will automatically block ads on sites that fail the Better Ads Standards," wrote Bentzel. "When at least one network request has been blocked, Chrome will show the user a message indicating that ad blocking has occurred as well as an option to disable this setting....." The ad industry was generally accepting of the move, said Emily Tan, an editor at Campaign magazine. "At first, people were worried that it would be implementing ad-blocking across the board," she told the BBC. "Now everyone has a clearer picture of what it does." Block party Sites that have already altered the ads they show after being warned by Google include the LA Times and the Chicago Tribune. However, users who simply want to block as many ads as possible may seek other solutions. Rival firm Adblock Plus has analysed how effective a CBA ad-detection tool can be, in terms of its ability to block ads described in a CBA white paper published last year. The analysis found that the CBA blocker failed to prevent ads that re-positioned article text on a web page while users were reading it, for example to make way for auto-playing video ads. "In total, the new CBA-endorsed ad skimmer will only block 16.4 percent of the ad types listed in its white paper " said a spokeswoman for Adblock Plus. She added that Adblock Plus blocks 92.7% of ads by comparison. The Chrome browser is in use on approximately 60% of computers and mobile devices, according to statistics from Stat Counter, W3Counter and Net Applications. |

| title | Oxfam scandal: UN aid agencies fear backlash |
| body | The news that Oxfam staff used prostitutes in Haiti has led to renewed focus on how the aid sector works, and what measures are in place to prevent abuse by aid workers. Headlines like "Oxfam faces new sex scandal in South Sudan" are certainly not flattering, and they come at a time when many countries are debating cutting foreign aid. How does this square with the more standard view of an aid worker: the selfless humanitarian who works in the most difficult conditions in order to improve the lives of the most vulnerable? Of course, there are no perfect saints, and probably no perfect sinners either, in any organisation. But the UN, which regularly uses organisations like Oxfam as implementing partners, is now struggling with a problem many suggest it should have addressed more publically decades ago. This week in Geneva, UN aid agencies took care to express their zero tolerance approach to sexual abuse. "Every single report or allegation of sexual exploitation, harassment, or abuse is thoroughly assessed," said Andrej Mahecic of the UN Refugee Agency. "If substantiated it leads to sanctions and summary dismissal." "We are in the process of introducing mandatory training for all staff, using existing UN courses on the prevention of sexual harassment and exploitation," added Tarik Jasarevic of the World Health Organisation. But is this enough? Andrew MacLeod, a former UN worker who has been highly critical of the UN system, believes they should have been more active long ago. "No one working in aid will be surprised by this," he said. "This is not just an issue about Oxfam, it's an issue in all aid agencies all over the world." Sensationalist headlines? Since the Oxfam scandal broke, Mr MacLeod has given numerous interviews, and provided an assessment to the tabloid newspaper The Sun which ran the headline "UN aid workers raped 60,000 people". Asked by the BBC to substantiate the figures, Mr MacLeod said: "I'm not claiming that to be a number of science." So where did he get it? By looking at UN figures for 2016, he explained, which suggest there were 311 cases of sexual abuse by UN peacekeepers during that year. A further suggestion by the UN that the numbers would be higher led him to double that annual figure, and then multiply it by ten because generally only about 10% of rape cases are reported. That brought to him an approximate figure of 6000, which he then multiplied by ten again to cover a ten year period. "Sensationalist and bombastic, zero creds," was the reaction of one female aid worker with years of experience in the field. "Not the experience of any aid agency I have ever worked with." Nevertheless, the UN knows it must now be much more transparent about what it is actually doing to combat cases of abuse. Scandals in the past, such as the sexual exploitation of trafficked women in Bosnia by UN peacekeepers, a "sex for food" scandal which implicated the World Food Programme in Liberia, and the abuse of children in the Central African Republic by French peacekeepers have all raised questions about the UN's ability to prevent abuse, and to prosecute it when it does occur. In fact, Judith Greenwood, Executive Director of the CHS (Core Humanitarian Standards) Alliance, says aid agencies and the UN do have "the tools" to tackle sexual abuse in the aid sector, although abuse committed by UN peacekeepers remains (at member states' insistence) the responsibility of the countries the peacekeepers come from. Pointing out that the Oxfam Haiti scandal dates back to 2011, Ms Greenwood said a lot of good policy and practice had been adopted since then. "There is an interagency task team that specifically looks at accountability to the affected population. All of our member organisations (all the major aid agencies, including Oxfam) have to have clear procedures in place to tackle exploitation and abuse." Meanwhile Unicef says any allegations of abuse of children in its care are referred to its executive director within 48 hours. They added: "We are training our staff continuously in this, and we are improving our assistance to victims." The UN this week also responded sharply to Andrew MacLeod's suggestion that UN aid workers committing abuse could get away with it because they enjoyed diplomatic immunity. "Let's be clear about this. The answer is no," tweeted the secretary general's spokesperson. "Sexual abuse is a crime. The UN does not and will not claim immunity in such cases." But tweets and restatements of existing policy may not be enough to calm this debate, especially if there are more revelations of historic scandals. | title | Letter from Africa: Why there was an uproar over the name Prince |
| body | In our series of letters from African journalists, Elizabeth Ohene looks into recent reports that officials were refusing to register babies with Ghanaian names and only accepting European ones. In Ghana, we have a thing about names and titles. It starts at birth, when there are many naming ceremonies. The first one happens as soon as a child is born and is based on the day of the week he or she arrives. Thus Kwadwo, Komla, Kwaku, Yaw, Kofi, Kwami and Kwasi are the names for males born on Monday, Tuesday, Wednesday, Thursday, Friday, Saturday and Sunday respectively. The female equivalents are Adzoa, Abena, Akua, Yaa or Yawa, Afua, Ama and Akosua. A week after the birth, on the eighth day, we hold an "outdooring" - a formal ceremony where the parents announce the child's given name. The day name is still used and later in life, it often becomes your middle name. My middle name is Akua because I was born on a Wednesday. For Christians, later on there will be a baptismal ceremony. In the old days, priests used to insist that a child should be given a Christian name - one that can be found in the Bible. The biblical names given to children would be English or German, because the Bible was first brought to Ghana by people from those countries. That is why you'll meet lots of Ghanaians called John, James and Johann. Some time later, there would be another ceremony when parents go to register the child at the Births and Deaths Registry. Judging from recent events in Ghana, it would seem that things have been coming to a head at this last naming ceremony. The registry began refusing to register certain names that it deemed inappropriate. This included names like Nana, Naa, Nii, Owula, Togbe, Junior and Prince - all of which are popular in Ghana. The registry said these names were titles, not real names, and that they were intended for chiefs and royals - not ordinary children. Nana's closest equivalent in English is Your Royal Highness. That name, from the Akan language, also exists in the Ga language as Nii for boys and Naa for girls. The name Owula can be translated as Esquire, while the Ewe name, Togbe, literally means "grandfather" - indicating that the child has been named in honour of their elder. The registry also rejected names where the English name came after the local language name. Writs have been filed in the courts, questions have been asked in parliament and a Minister of State has had to appear in the House to answer questions on the subject. He assured politicians and the people of Ghana that the registry would accept names that they had been refusing to register. The minister added that parents were free to register local language names as first names, and English names as the middle names. This does not mean that people are now free to give their children whatever names they want. The registry will not register your child as Honourable, Excellency, or Your Highness in English - but their Ghanaian equivalents, like Nana, are fine. Their change of heart is good news for Ghana's President Nana Addo Dankwa Akufo-Addo. It would have been very strange if the registry had successfully argued that a new generation of Ghanaians could not be called Nana. |

| title | The winners of Underwater Photographer of the Year 2018 |
| body | A panoramic photograph of British World War Two military vehicles deep inside a shipwreck sees German photographer Tobias Friedrich named as Underwater Photographer of the Year 2018. Friedrich's photograph, taken off the coast of Ras Mohammed in Egypt, triumphed over 5,000 underwater pictures entered by photographers from across the world. 'Cycle War' was taken in Egypt and shows Norton 16H motorbikes loaded in the SS Thistlegorm, with soldierfish schooling above. "I've had this image in mind for a few years, but it is impossible to capture in one photo, because there is not space inside the wreck to photograph this scene in a single frame," explains Friedrich. "My solution was take a series of pictures and stitch them together as a panorama." Chair of the judges, Peter Rowlands, added: "This is a quite extraordinary shot which must be viewed as large as possible. The artistic skill is in visualising such an image, and the photographic talent is in achieving it." Grant Thomas won the title of British Underwater Photographer of the Year. His image of swans, titled 'Love Birds', was taken in Scotland's Loch Lomond. Waiting in the waters of the lake, Thomas's patience paid off. "The swans were searching for food. I just had to wait for that perfect moment of synchronicity." ![11.jpg] |

| title | Quantum computers 'one step closer' |
| body | Quantum computing has taken a step forward with the development of a programmable quantum processor made with silicon. The team used microwave energy to align two electron particles suspended in silicon, then used them to perform a set of test calculations. By using silicon, the scientists hope that quantum computers will be more easy to control and manufacture. The research was published in the journal Nature. The old adage of Schrödinger's Cat is often used to frame a basic concept of quantum theory. We use it to explain the peculiar, but important, concept of superposition; where something can exist in multiple states at once. For Schrodinger's feline friend - the simultaneous states were dead and alive. Superposition is what makes quantum computing so potentially powerful. Standard computer processors rely on packets or bits of information, each one representing a single yes or no answer. Quantum processors are different. They don't work in the realm of yes or no, but in the almost surreal world of yes and no. This twin-state of quantum information is known as a qubit. Unstable liaisons To harness their power, you have to link multiple qubits together, a process called entanglement. With each additional qubit added, the computation power of the processor is effectively doubled. But generating and linking qubits, then instructing them to perform calculations in their entangled state is no easy task. They are incredibly sensitive to external forces, which can give rise to errors in the calculations and in the worst-case scenario make the entangled qubits fall apart. As additional qubits are added, the adverse effects of these external forces mount. One way to cope with this is to include additional qubits whose sole role is to vet and correct outputs for misleading or erroneous data. This means that more powerful quantum computers - ones that will be useful for complex problem solving, like working out how proteins fold or modelling physical processes inside complex atoms - will need lots of qubits. Dr Tom Watson, based at Delft University of Technology in the Netherlands, and one of the authors of the paper, told BBC News: "You have to think what it will take to do useful quantum computing. The numbers are not very well defined but it's probably going to take thousands maybe millions of qubits, so you need to build your qubits in a way that can scale up to these numbers." In short, if quantum computers are going to take off, you need to come up with an easy way to manufacture large and stable qubit processors. And Dr Watson and his colleagues thought there was an obvious solution. Tried and tested "As we've seen in the computer industry, silicon works quite well in terms of scaling up using the fabrication methods used", he said. The team of researchers, which also included scientists from the University of Wisconsin-Madison, turned to silicon to suspend single electron qubits whose spin was fixed by the use of microwave energy. In the superposition state, the electron was spinning both up and down. The team were then able to connect two qubits and programme them to perform trial calculations. They could then cross-check the data generated by the quantum silicon processor with that generated by a standard computer running the same test calculations. The data matched. The team had successfully built a programmable two-qubit silicon-based processor. Commenting on the study, Prof Winfried Hensinger, from the University of Sussex, said: "The team managed to make a two qubit quantum gate with a very respectable error rate. While the error rate is still much higher than in trapped ion or superconducting qubit quantum computers, the achievement is still remarkable, as isolating the qubits from noise is extremely hard." He added: "It remains to be seen whether error rates can be realised that are consistent with the concept of fault-tolerant quantum computing operation. However, without doubt this is a truly outstanding achievement." And in an accompanying paper, an international team, led by Prof Jason Petta from Princeton University, was able to transfer the state of the spin of an electron suspended in silicon onto a single photon of light. According to Prof Hensinger, this is a "fantastic achievement" in the development of silicon-based quantum computers. He explained: "If quantum gates in a solid state quantum computer can ever be realised with sufficiently low error rates, then this method could be used to connect different quantum computing modules which would allow for a fully modular quantum computer." |

This twin-state of quantum information is known as a qubit.\n\nUnstable liaisons\n\nTo harness their power, you have to link multiple qubits together, a process called entanglement.\n\nWith each additional qubit added, the computation power of the processor is effectively doubled.\n\nBut generating and linking qubits, then instructing them to perform calculations in their entangled state is no easy task. They are incredibly sensitive to external forces, which can give rise to errors in the calculations and in the worst-case scenario make the entangled qubits fall apart.\n\nAs additional qubits are added, the adverse effects of these external forces mount.\n\nOne way to cope with this is to include additional qubits whose sole role is to vet and correct outputs for misleading or erroneous data.\n\nThis means that more powerful quantum computers - ones that will be useful for complex problem solving, like working out how proteins fold or modelling physical processes inside complex atoms - will need lots of qubits.\n\nDr Tom Watson, based at Delft University of Technology in the Netherlands, and one of the authors of the paper, told BBC News: \"You have to think what it will take to do useful quantum computing. The numbers are not very well defined but it's probably going to take thousands maybe millions of qubits, so you need to build your qubits in a way that can scale up to these numbers.\"\n\nIn short, if quantum computers are going to take off, you need to come up with an easy way to manufacture large and stable qubit processors.\n\nAnd Dr Watson and his colleagues thought there was an obvious solution.\n\nTried and tested\n\n\"As we've seen in the computer industry, silicon works quite well in terms of scaling up using the fabrication methods used\", he said.\n\nThe team of researchers, which also included scientists from the University of Wisconsin-Madison, turned to silicon to suspend single electron qubits whose spin was fixed by the use of microwave energy.\n\nIn the superposition state, the electron was spinning both up and down.\n\nThe team were then able to connect two qubits and programme them to perform trial calculations.\n\nThey could then cross-check the data generated by the quantum silicon processor with that generated by a standard computer running the same test calculations.\n\nThe data matched.\n\nThe team had successfully built a programmable two-qubit silicon-based processor.\n\nCommenting on the study, Prof Winfried Hensinger, from the University of Sussex, said: \"The team managed to make a two qubit quantum gate with a very respectable error rate. While the error rate is still much higher than in trapped ion or superconducting qubit quantum computers, the achievement is still remarkable, as isolating the qubits from noise is extremely hard.\"\n\nHe added: \"It remains to be seen whether error rates can be realised that are consistent with the concept of fault-tolerant quantum computing operation. However, without doubt this is a truly outstanding achievement.\"\n\nAnd in an accompanying paper, an international team, led by Prof Jason Petta from Princeton University, was able to transfer the state of the spin of an electron suspended in silicon onto a single photon of light.\n\nAccording to Prof Hensinger, this is a \"fantastic achievement\" in the development of silicon-based quantum computers.\n\nHe explained: \"If quantum gates in a solid state quantum computer can ever be realised with sufficiently low error rates, then this method could be used to connect different quantum computing modules which would allow for a fully modular quantum computer.\"",

| body | eSports' Overwatch League has finally announced its first female player. Kim "Geguri" Se-Yeon is joining the Shanghai Dragons and will be one of the very few female players in eSports competing at a top professional level. There's been a lot of speculation about it online in recent weeks, but it was finally confirmed by the team on Twitter on Wednesday. It comes after recent discussions about the lack of female involvement in the league. The Overwatch League, specifically, sparked a debate as to why there are so few female gamers in the electronic sport. Critics pointed out that Overwatch showcases a variety of diverse female characters - yet the league featured a lack of women. Skip Twitter post by @anim00tion KYRA DANKMAN @anim00tion I’m kind of shocked with the absence of women in the Overwatch League teams. For such a diverse game, with more than half of its roster being girls, it’s kind of disappointing. Girls play games too, and the lack of representation is not okay. #CalledOut @overwatchleague 4:10 PM - Feb 13, 2018 3 See KYRA DANKMAN's other Tweets Twitter Ads info and privacy Report End of Twitter post by @anim00tion Geguri is an experienced gamer with a win-rate of 80% and used to play for the ROX Orcas in her home country of South Korea. She joins Shanghai Dragons with two fellow South Koreans, Lee "Fearless" Eui-Seok and Cheon "Ado" Ki-hyun, and He "Sky" Junjian from China. In its press release, the team say the new signings address "core problems". Let's hope it does just that as the Shanghai Dragons have failed to win a single series in stage one. |

| title | YouTube and Instagram face Russian bans |
| body | YouTube and Instagram face being blocked by Russian internet service providers as a result of a standoff between one of the country's richest businessmen and an opposition leader. Russia's internet censor blacklisted material on both services after a court ruled that it violated billionaire Oleg Deripaska's privacy rights. However, Alexei Navalny has refused to remove the videos and photos, which he claims are evidence of corruption. A Wednesday deadline has been set. If neither Mr Navalny nor the US tech firms involved delete or otherwise block local access to the imagery by the end of the day, then Russia's ISPs will be required to take action themselves. A group representing the industry has indicated that this could result in all local access to the social networks being curtailed since ISPs lack the facility to censor specific posts. "It's impossible for internet providers to block certain pages on Instagram and YouTube," a spokeswoman for the Russian Association for Electronic Communications told the BBC. Mr Navalny is Russia's most prominent opposition leader. But he has been barred from standing against President Putin in next month's election because of a corruption conviction, which he says is politically motivated. Shared video Mr Navalny's Anti-corruption Foundation posted a video to YouTube last Thursday in which he presented footage that allegedly showed Mr Deripaska meeting Russia's deputy prime minister Sergei Prikhodko aboard a yacht. Mr Navalny also uploaded a photo of the "secret meeting" alongside a post detailing corruption claims, to his own Instagram account. The next day, Mr Deripaska obtained a court order demanding the removal of 14 Instagram posts and seven YouTube clips. And on Saturday, the government's internet watchdog Roskomnadzor issued the two tech platforms a take-down notice giving them three business days to comply. Google subsequently wrote to Mr Navalny's team saying it might be forced to block the videos. But to date, neither it nor Facebook has censored the material. The two firms have yet to publicly comment on the matter. |

| title | AI does grunt work on China's pig farms |
| body | Artificial intelligence technology has been developed to help piglets survive their first months - and then to decide which sows to kill. The scheme is being rolled out in China, the world's biggest producer and consumer of pork. It marks the latest deployment of tech giant Alibaba's ET Brain cloud computing service. China's pig industry is notoriously inefficient, but one expert said the tech could also prove useful elsewhere. For now, the trial is limited to the country's Sichuan province. Alibaba teamed up with local feed provider Sichuan Tequ and the farming group Dekon to develop the solution. It claims that it should on average lead a sow to rear three additional offspring a year, and reduce the death rate by 3%. The system is designed to maintain a profile of each animal, including details of their weight, age, food intake and exercise, among other details. Vision recognition software - which relies on a number tattooed onto each swine's side - is used to keep track of each pig. The sounds of their squeals are analysed to try to determine if any of the young ones are at risk of being suffocated under their mothers' weight. The AI tech also listens out for coughs, which along with infrared temperature readings are used to act as an early warning system for disease outbreaks. This should help farmers know when to provide specialised vaccinations. And when the technology detects a sow's productivity rate has fallen below the norm it suggests she is slaughtered. As China's meat consumption continues to rise, Tequ said the tech was necessary to help farmers keep track of their livestock. "If you have 10 million pigs to raise, you can barely count how many piglets were born on a daily basis when the due date comes," said chief information officer, Zhang Haifeng. Tag-free China's Synced Review news site has reported that tens of millions of pounds-worth of investment has been committed to the project, and a promotional campaign is already underway. Slogans are being painted on rural walls, including the claim: "Excel in intelligent pig farming, marry a pretty wife early!" Tulip Agriculture, one of the UK's leading pig farmers, told the BBC that there was also an appetite in the west for further efficiency gains. "We actively investigate, trial and commercialise novel technologies to improve the health and welfare of the pigs we produce," commented agriculture director, Andrew Saunders. He gave his firm's use of RFID (radio frequency identification) tags in pigs' ears as one example of how Tulip had already sped up data collection. But Alibaba suggests that its system is cheaper to run as it avoids the need to attach and then scan such tags, which can be tricky to do in practice. One expert from the UK's National Pig Association, however, cautioned that there were limits to what technology alone could achieve. "There are some concerns in the British pig industry about our access to sufficient labour, because we are quite reliant on migrants both on farms and in slaughter houses," Dr Georgina Crayford told the BBC. "So, ways in which production can become more automated are obviously of interest," she said. "But I don't think we'll ever see a time when stockmen aren't needed on farms for good husbandry and the welfare of the pigs." |

| title | Search tool accesses firms' documents in the cloud |
| body | A website created by anonymous hackers has been launched that allows anyone to search for sensitive data stored in the cloud. Buckhacker is a tool that trawls servers at Amazon Web Services (AWS), a popular cloud computing platform. AWS provides data storage to private firms, governments and universities, among others. Exposed data has been found on it before, but Buckhacker makes searching for it much easier. The name comes from the fact that AWS Simple Storage Servers (S3) are known as "buckets" - this is the part of AWS that Buckhacker accesses. The BBC alerted Amazon to Buckhacker shortly after it went live, but the firm has yet to issue a statement on the matter. Offline 'for maintenance' On Wednesday afternoon, Buckhacker went offline "for maintenance", though it had previously been working allowing a number of cyber-security experts to explore it. "We went online with the alpha version [too] early," said a Twitter account associated with the Buckhacker site. Security expert Kevin Beaumont told the BBC: "It's a goldmine of stuff which shouldn't be public." He pointed to one example that appeared to be of encryption keys for a cloud customer at a different cloud computing service. "S3 buckets have been a problem for years," added Mr Beaumont. "The search engine is the first easy to access ways of looking inside them... companies are losing control of their data in the cloud." |

| title | Crypto-currency craze 'hinders search for alien life' |
| body | Scientists listening out for broadcasts by extra-terrestrials are struggling to get the computer hardware they need, thanks to the crypto-currency mining craze, a radio-astronomer has said. Seti (Search for Extraterrestrial Intelligence) researchers want to expand operations at two observatories. However, they have found that key computer chips are in short supply. "We'd like to use the latest GPUs [graphics processing units]... and we can't get 'em," said Dan Werthimer. Demand for GPUs has soared recently thanks to crypto-currency mining. "That's limiting our search for extra-terrestrials, to try to answer the question, 'Are we alone? Is there anybody out there?'," Dr Werthimer told the BBC. "This is a new problem, it's only happened on orders we've been trying to make in the last couple of months." Mining a currency such as Bitcoin or Ethereum involves connecting computers to a global network and using them to solve complex mathematical puzzles. This forms part of the process of validating transactions made by people who use the currency. As a reward for this work, the miners receive a small crypto-currency payment, making it potentially profitable. GPUs are high-performance chips and aren't just used for powering video games - they may be stacked together by Bitcoin miners, radio-astronomers or others interested in processing large amounts of data for certain applications. "At Seti we want to look at as many frequency channels as we possibly can because we don't know what frequency ET will be broadcasting on and we want to look for lots of different signal types - is it AM or FM, what communication are they using?" explained Dr Werthimer, who is chief scientist at the Berkeley Seti Research Center. "That takes a lot of computing power." He added that, at some telescopes, Berkeley Seti has around 100 GPUs crunching data from large listening arrays. These arrays can pick up the faintest of radio frequencies that have been flung across our solar system from elsewhere in the universe - often from natural phenomena such as collapsing stars. The Seti scientists are currently trying to improve their capacity for analysing such data at two observatories - Green Bank in West Virginia and Parkes in Australia. But they have been hit by the GPU shortage. "We've got the money, we've contacted the vendors, and they say, 'We just don't have them'," said Dr Werthimer. Earlier this year, there were reports that video gamers had been hit by a sudden rise in the cost of GPUs, thanks in particular to a rise in Ethereum mining, which can be done with chips aimed at consumers. At the time, major chip-maker Nvidia said that retailers should make arrangements to make sure gamers' demands were met. In a conference call last week, Nvidia's chief executive told investors the company was "working really hard" to "catch up with supply" and get GPUs to the marketplace. Star search Other radio-astronomers have been affected. A group looking for evidence of the earliest stars in the universe was recently shocked to see that the cost of the GPUs it wanted had doubled. "We're in the process of expanding our telescope - we got a grant from the National Science Foundation here in the United States to do so," said Aaron Parsons at the University of California at Berkeley. Prof Parsons' radio telescope, the Hydrogen Epoch of Reionisation Array (Hera), is an American, British and South African project located in South Africa's western plains. It has been designed to listen to low frequency radio waves emitted by the reionising hydrogen gas that permeated the universe before the first stars and galaxies formed. GPUs are needed in order to bring together data from Hera's many small radio telescopes - this synthesises a much larger array, offering an especially wide field of view peering out into the universe. Three months ago, the Hera team had budgeted for a set of GPUs that cost around $500 (£360) - the price has since doubled to $1,000. "We'll be able to weather it but it is coming out of our contingency budget." added Prof Parsons. "We're buying a lot of these things, it's going to end up costing about $32,000 extra." He also said he was concerned that future work could even be stopped in its tracks, should the GPU shortage worsen. Mining's meteoric rise Thanks in part to a recent boom in the price of crypto-currencies such as Bitcoin and Ethereum, mining crypto-currencies has never been more popular. While Bitcoin miners have largely moved on to specialised "Asic" chips that have been designed from scratch to support mining, it's still possible to use GPUs on the Ethereum mining network to lucrative ends, according to cyber-security expert Matthew Hickey at Hacker House. "[You can] use GPUs effectively to turn a small profit, you're not going to make millions but if you put 12 or 24 GPUs together, you'll make back the cost in six months," he told the BBC. GPUs are versatile, he added, pointing out that cyber-security experts sometimes use them for password-cracking experiments, in which computers make many millions of attempts at breaking into a system. But Mr Hickey has also noticed that GPUs are now being sold on sites such as Ebay at inflated prices. "It's becoming increasingly difficult to find suppliers and cards," he said. Is there anybody out there?',\" Dr Werthimer told the BBC.\n\n\"This is a new problem, it's only happened on orders we've been trying to make in the last couple of months.\"\n\nMining a currency such as Bitcoin or Ethereum involves connecting computers to a global network and using them to solve complex mathematical puzzles.\n\nThis forms part of the process of validating transactions made by people who use the currency.\n\nAs a reward for this work, the miners receive a small crypto-currency payment, making it potentially profitable.\nGPUs are high-performance chips and aren't just used for powering video games - they may be stacked together by Bitcoin miners, radio-astronomers or others interested in processing large amounts of data for certain applications.\n\n\"At Seti we want to look at as many frequency channels as we possibly can because we don't know what frequency ET will be broadcasting on and we want to look for lots of different signal types - is it AM or FM, what communication are they using?\" explained Dr Werthimer, who is chief scientist at the Berkeley Seti Research Center.\n\n\"That takes a lot of computing power.\"\n\nHe added that, at some telescopes, Berkeley Seti has around 100 GPUs crunching data from large listening arrays.\n\nThese arrays can pick up the faintest of radio frequencies that have been flung across our solar system from elsewhere in the universe - often from natural phenomena such as collapsing stars.\n\nThe Seti scientists are currently trying to improve their capacity for analysing such data at two observatories - Green Bank in West Virginia and Parkes in Australia.\n\nBut they have been hit by the GPU shortage.\n\n\"We've got the money, we've contacted the vendors, and they say, 'We just don't have them',\" said Dr Werthimer.\n\nEarlier this year, there were reports that video gamers had been hit by a sudden rise in the cost of GPUs, thanks in particular to a rise in Ethereum mining, which can be done with chips aimed at consumers.\n\nAt the time, major chip-maker Nvidia said that retailers should make arrangements to make sure gamers' demands were met.\n\nIn a conference call last week, Nvidia's chief executive told investors the company was \"working really hard\" to \"catch up with supply\" and get GPUs to the marketplace.\nStar search\nOther radio-astronomers have been affected.\n\nA group looking for evidence of the earliest stars in the universe was recently shocked to see that the cost of the GPUs it wanted had doubled.\n\n\"We're in the process of expanding our telescope - we got a grant from the National Science Foundation here in the United States to do so,\" said Aaron Parsons at the University of California at Berkeley.\n\nProf Parsons' radio telescope, the Hydrogen Epoch of Reionisation Array (Hera), is an American, British and South African project located in South Africa's western plains.\n\nIt has been designed to listen to low frequency radio waves emitted by the reionising hydrogen gas that permeated the universe before the first stars and galaxies formed.\n\nGPUs are needed in order to bring together data from Hera's many small radio telescopes - this synthesises a much larger array, offering an especially wide field of view peering out into the universe.\n\nThree months ago, the Hera team had budgeted for a set of GPUs that cost around $500 (£360) - the price has since doubled to $1,000.\n\n\"We'll be able to weather it but it is coming out of our contingency budget.\" added Prof Parsons.\n\n\"We're buying a lot of these things, it's going to end up costing about $32,000 extra.\"\n\nHe also said he was concerned that future work could even be stopped in its tracks, should the GPU shortage worsen.\n\nMining's meteoric rise\nThanks in part to a recent boom in the price of crypto-currencies such as Bitcoin and Ethereum, mining crypto-currencies has never been more popular.\n\nWhile Bitcoin miners have largely moved on to specialised \"Asic\" chips that have been designed from scratch to support mining, it's still possible to use GPUs on the Ethereum mining network to lucrative ends, according to cyber-security expert Matthew Hickey at Hacker House.\n\n\"[You can] use GPUs effectively to turn a small profit, you're not going to make millions but if you put 12 or 24 GPUs together, you'll make back the cost in six months,\" he told the BBC.\n\nGPUs are versatile, he added, pointing out that cyber-security experts sometimes use them for password-cracking experiments, in which computers make many millions of attempts at breaking into a system.\n\nBut Mr Hickey has also noticed that GPUs are now being sold on sites such as Ebay at inflated prices.\n\n\"It's becoming increasingly difficult to find suppliers and cards,\" he said.\n\nAre you involved in scientific research that has been affected by the GPU (graphics processing unit) shortage? | title | Apple's HomePod speakers leave white marks on wood |
| body | Apple's new smart speakers can discolour wooden surfaces, leaving a white mark where they are placed, the firm has acknowledged. The US company has suggested that owners may have to re-oil furniture if the HomePod is moved. The device went on sale last week after having been delayed from its original 2017 release date. Apple updated its help page to suggest "placing your HomePod on a different surface" if customers were concerned. "It is not unusual for any speaker with a vibration-dampening silicone base to leave mild marks when placed on some wooden surfaces," the company said. "The marks can be caused by oils diffusing between the silicone base and the table surface, and will often go away after several days when the speaker is removed from the wooden surface. "If not, wiping the surface gently with a soft damp or dry cloth may remove the marks. If marks persist, clean the surface with the furniture manufacturer's recommended cleaning process." Re-oiling Gadget review site Pocket-Lint told the BBC it had never seen anything like this problem. The website's founder, Stuart Miles, told the BBC that a speaker left a mark on his kitchen worktop within 20 minutes. "To clear it, I had to sand the wood down and then re-oil it," Mr Miles said. "It wasn't the end of the world for us. But if you've bought an expensive Scandinavian sideboard or some beautiful piece of wooden furniture and then got a mark on it from the speaker, you can imagine the horror," he added. The problem has also been experienced by a New York Times review and the 9to5Mac news site as well as by at least one member of the public. Apple added that if the marks did not improve then customers could "try cleaning the surface with the manufacturer's suggested oiling method". It is not yet clear if the problem affects all HomePod speakers or just a sample of the initial production run. Heat and moisture? The £319 HomePod has been praised in reviews for the quality of the bass notes that it can produce. But to do so, it needs to be placed on a flat surface. "Most others devices that I test have small feet that raise them off the counter ever so slightly to cause an air flow," commented Mr Miles. "But the HomePod appears to need contact with the surface that it's on to resonate and create the powerful bass. "I put it on a coaster to see if that would combat [leaving a mark] but that destroyed the bass qualities, so that's not a fix to the problem," he added. According to one furniture polish advice site, the most common causes of white marks on wooden furniture are heat and moisture. The BBC has asked Apple for more details about the issue. One blogger who closely follows the company was surprised by the development. "Anyone who runs into this should be outraged," wrote Daring Fireball's John Gruber. "Apple has been making products that go on shelves and tables for years... and I've never seen a report of damage to a surface. "This seems like an issue that should have been caught during the period where HomePod was being widely tested at home by many Apple employees." |

| title | Snapchat petition attracts one million signatures |
| body | One million people have signed a petition calling on Snapchat to roll back its latest redesign. The changes were intended to separate interactions with friends from branded content - including that of celebrities and influencers. Snapchat founder Evan Spiegel wrote in a blog post that he believed blurring the two had contributed to the rise of fake news. However thousands of Snapchat users say that the new layout is hard to use. Kylie Jenner asked her Twitter followers what they thought of the changes, and then agreed with a follower who replied that they hated it. Snapchat reiterated its statement that updates "can take a little getting used to". "We hope the community will enjoy it once they settle in," the firm said. Influencer value Rohan Midha, managing director of influencer marketing agency PMYB, told the BBC that Snapchat had made a mistake in removing celebrities and influencers - high profile individuals with lots of followers - from the "friends" section. "But I don't think this large Silicon Valley company is going to take notice of a petition." |

| title | Taiwan's pedestrian crossing men get girlfriends |
| body | The little green and red traffic light men in southern Taiwan have got themselves girlfriends, just in time for Valentine's Day, it's reported. According to the Taiwan News website, the first of some 40 pedestrian signs featuring a new "couple" design has been unveiled today at an official ceremony in southern Pingtung County. The new street crossings feature the animated red man kneeling down to propose to his girlfriend, and the green man holding his girlfriend's hand and crossing the road. The design plans were given a limited trial in December by the Pingtung County Police Bureau. They confirmed the same month their intentions to roll out the design across the county in 2018 to make the existing 18-year-old traffic lights "more attractive". Pingtung's county mayor Pen Men-an told Taiwan News today that the new design "emphasise Pingtung is a county filled with love". Designer Cheng Da-wei adds that the new theme has a safety element. He told Apple Daily in December that he hoped the new theme would "attract attention" and encourage young people to have better transport safety awareness. Taiwan is not the first region to change its traffic light design - other cities internationally have changed their pedestrian signs, often to raise cultural awareness. One traffic light in Utrecht, The Netherlands, features the local rabbit cartoon character Miffy as a tribute to local creator, Dick Bruna. And in Melbourne, Australia, traffic lights featuring female characters were installed in March 2017 as part of a 12-month trial to address unconscious gender bias. |

| title | European Union grows at fastest pace for 10 years |
| body | The European Union economy grew at its fastest pace in a decade last year, figures from the EU statistics office Eurostat have confirmed. The 28-strong EU expanded by 2.5% in 2017, its strongest performance since 2007 when it grew by 2.7%. In the final three months both the EU and the 19-nation eurozone grew by 0.6% compared with the previous quarter. That was mirrored by growth in the EU's biggest economy, Germany which grew by 0.6% in the final quarter of 2017. France also expanded by 0.6% and Spanish growth was a notch stronger at 0.7%. Overall in 2017, the eurozone grew by 2.5%, Eurostat said, the fastest growth rate since a 3% rise in 2007. These latest figures confirm the flash estimates published by Eurostat at the end of January. |
