In the spirit of straight shooting, I'd like to question your initial assumption, that > the primary reason people get together in open and collaborative projects is to achieve something, not to have fun Maybe the dialogue could go forward through looking carefully at the term "reason". Many people take "reason" in this context to mean something more like "motivation", in which case the claim would look false &mdash; while some people are motivated by outcomes, others are motivated primarily by well-being, or more simply "feeling good". I think there's another sense of the term "reason" which may give different results. If you mean something to do with "necessary rationale" (I'm struggling for terms that communicate well here) one could make out the case that projects have to support themselves (including financially) in order to continue to provide the well-being that people want. I've also seen, in several places, some version of this threefold purpose to a good organisation: 1. make a difference 2. have fun 3. make enough money to support aims 1 and 2 which makes more complete sense to me. Related to what you write here, I would say that organisations need a balance of thinkers and feelers, of production and well-being, and perhaps several other common polarities. Organisations, like people, need something like wholeness to be healthy and long-lived. Sure, put in a corrective, as you are doing, when one side is over-emphasised; but please try to point out at the same time that both sides are vital. There is no wholeness without both sides being present. So, to me, the key challenge in this situation is: how do we collectively manage a positive relationship between the two "sides"? Where the two sides value and appreciate each other, all will be well. When they fight for dominance, all may be lost. I would love to engage with a proper forum (more than a comment thread) to pursue this dialogue. "Distributed Network Protocols" is not the right place, even though that is where I picked this up from. I also very much appreciate personal one-to-one dialogue. "asimong" Simon Grant

bodySince 2011 I have been working almost full time on collaborative projects, with open and decentralized organizations. I can say that I've seen it all, but I am still trying to make sense of it all. I recently realized something that plagues a lot of small scale collaborative organizations. As strange as it might seam, it's the **good feeling** that most of them nurture. To put it bluntly, often these type of organizations put the good feeling that members experience together, before work. Members of these organizations will often act to save the pleasure, the friendship, while they sacrifice work. We all want to feel good in our work environment. But we need to realize that the primary reason people get together in open and collaborative projects is to achieve something, not to have fun. There are plenty of other opportunities to have fun. Fun can be a byproduct of working together, when everything goes well. But work is not always fun, it comes with responsibilities, sometimes we must do things that we don't like, sometimes it generates stress, sometimes we need to confront difficult situations and difficult people. The problem is that most informal, small scale collaborative communities lose their ability to deal with negativity, which cannot always be avoided. When a negative situation arises, very often people go into hiding, try to cover it up, put on the proverbial fake smile, simply ignore the situation, or take the wrong approach in dealing with it, avoiding at all costs making things personal, even when the source/cause is a particular individual. Some people, we know them as the straight shooters, the community guardians or the barking dogs, identify the issue, call it like it is, point the finger. Very often, those who don't shy away from defending the community from wrong-doing find themselves attacked by other members for disrupting the good feeling. They become the problem, they feel victimized for having acted for the benefit of the community, they get frustrated, and some even quit. Such communities filter out these important individuals who fill the role of keeping things real, and attract people that avoid negativity. Some communities that I experienced feel fake, they are a place where everything is rose and must be kept rose. When the straight shooters and the barking dogs are neutralized, the community becomes a lame duck, widely exposed to abuse. What might happen, is that wolfs identify the widely exposed flock of sheep and infiltrate it. When they attack, the superficial sense of good feeling gets replaced with an overwhelming sense of insecurity, and the community disperses. We also need to mention the tremendous amount of effort these communities spend to harmonize relations, which is not put into productive work. They are pretty heavy into forging a group identity and a sense of belonging. They spend a lot of time on training their members on non-violent communication. They heavily rely on face-to-face meetings to strengthen interpersonal bonds, which are costly (in terms of time and traveling), sometimes highly inefficient and excluding those who cannot be there but can still contribute. Another important side-effect of too much bonding is the creation of collusion clusters, people that start protecting each others, covering each others up for their wrong doing to protect their friendship, even if that goes against the common goal. A strongly bounded community also develops a tribal mentality, which makes it less open to newcomers, who need to divert a large portion of their efforts towards gaining acceptance instead of doing productive work. There is an optimum of bonding in a collaborative community, beyond which things turn bad. But it's not just people to blame here... We need to understand the socioeconomic dynamic. These types of organisations that form around a cause and don't generate (enough) tangible benefits for their members are held together mostly by good feeling, shared values and culture. People instinctively or consciously realize that in order to keep everyone engaged they need to keep everyone happy, they need to nurture a positive atmosphere. The game becomes: commit to some effort and you'll be rewarded in good feelings. Peer pressure gets biased towards maintaining the good feeling. So how can we escape the spiraling down towards the la-la land? In my opinion, we need to realize that the game played within small scale collaborative communities is only first order, mostly driven by irrationality. People are almost unconsciously driven towards this good feeling and want to preserve it. They end up reversing priorities, putting the good feeling before the work. They almost forget why they are there, which is to achieve something together in the first place, rather than just having fun. Shying away from negativity is also a natural, mostly irrational reaction. Dealing with negativity requires energy and guts, which come with commitment, with the realization that we are there to achieve something, and that something needs to be protected. Small collaborative communities need to **add a rational layer on top of the irrational first order**, which amounts to a **work ethic**. Members need to be reminded that they are together first and foremost to achieve something, that work might be difficult, stressful, that they might have to deal with insecurity, to put up with problematic individuals, etc. The community needs to nurture a sense of responsibility and commitment to the cause, not just to naively promise fun and good feelings until the end of the project. Inject more rationality and objectivity into your community and you'll avoid becoming a la-la land. Realize that your straight shooters and barking dogs are important assets. Nurture a work ethic of responsibility and commitment. All this should be enough to change the collaboration game to: commit to some effort and we'll achieve our collective goal, and perhaps have some fun on the way. Changing the game will affect the composition of your community. You'll most probably lose some people, those who have a really low tolerance to negativity, but you'll retain other people, those who are more **goal oriented**. Building a more goal oriented community is an important step, if you aim at creating a more stable and capable organisation, that can generate tangible benefits for its members. As members start to benefit in a tangible way from their collaboration (generate earnings for example), they will stop putting the good feeling before the work, the collaboration game will shift again. Looks to us that some people haven't fully transitioned in their minds. Open networks should produce and maintain p2p networks, isn't this obvious? There is no more contradiction. Some say "Yes but open networks cannot function as economic agents". Yes they do. Open networks can do everything a traditional company can do, and even more. We demonstrated that open networks can even design, manufacture and distribute material products, see more on www.sensorica.co If it is possible to deal with material production it is definitely possible to deal with virtual services.

body<html> <h1><strong>Introduction</strong></h1> <p>Le 9 février 2018, le Ministère de l'Économie, des Sciences et de l'Innovation du Québec (MESI) a annoncé la création d'un groupe de travail pour encadrer l'<em>économie collaborative</em>.</p> <blockquote><em>La mise sur pied du Groupe de Travail sur l'Économie Collaborative (GTEC) résulte d’une initiative lancée par le Premier Ministre du Québec, M. Philippe Couillard, afin d’améliorer la compréhension des questions soulevées par l’économie collaborative et de permettre au Québec de se distinguer, sur la scène internationale, parmi les chefs de file en la matière.</em><br> <em>Comme indiqué dans la Stratégie numérique du Québec, la mise sur pied du GTEC s’inscrit également dans un contexte de modernisation et de renforcement de nos politiques publiques, en lien avec la transformation numérique de notre société.</em></blockquote> <p>Ce mémoire constitue la réponse de Sensorica, une communauté montréalaise et un réseau ouvert créé en février 2011 qui s'identifie comme un pionnier de l'économie collaborative. Notre objectif est de porter nos pratiques et notre expérience à l'attention du gouvernement du Québec. Ce faisant, nous décrirons notre structure organisationnelle et notre modèle économique, ainsi que nos réussites et certains des obstacles les plus importants à notre développement. Nous reconnaissons que le domaine de l'économie collaborative est vaste et diversifié et encore largement émergent. Nous exposons ici notre propre pratique et notre vision de l'économie collaborative, qui sont également partagées par d'autres initiatives dans le monde.</p> <p><strong>À propos de Sensorica</strong></p> <blockquote>Une communauté ouverte d’<em>entrepreneurs collaboratifs</em>, qui ont créé le premier réseau de production par les pairs basé sur l’innovation ouverte en février 2011. Ils utilisent une infrastructure TIC pour la planification des ressources en réseau, des nouvelles méthodologies de travail collaboratif et une nouvelle gouvernance pour structurer et réguler les activités du réseau. Ils offrent des services de recherche et développement sur demande à l'industrie locale et au milieu universitaire. SENSORICA opère dans un espace de type <em>makerspace</em> à Montréal, qui peut être aussi vu comme un incubateur et un accélérateur d'entreprises et de projets collaboratifs</blockquote> <blockquote><strong>Pourquoi</strong>: Réduire les barrières à l'entrée de l'activité économique en établissant des <em>patterns</em> de flux alternatifs (un des résultats étant de contourner la monnaie et les marchés).</blockquote> <blockquote><strong>Quoi</strong>: Sensorica est un <em>réseau ouvert de valeur</em>, mettant en œuvre une production par les pairs (matérielle) basée sur les communs (<em>commons-based peer production)</em>.</blockquote> <blockquote><strong>Comment</strong>: En tant que réseau, Sensorica est ouvert (accès à la participation), transparent (accès libre aux informations sur les processus et les produits), décentralisé (pas de point central de coordination et de décision) et autogéré (structure adaptive). Sensorica est modélisé comme un système vivant.&nbsp;</blockquote> <blockquote><strong>Mission</strong>: <em>Sensorica s'engage à concevoir et déployer des capteurs et systèmes intelligents (IoT + AI + infrastructures p2p), qui permettent à nos communautés d'optimiser leurs interactions avec l’environnement physique afin de réaliser leur plein potentiel. (IoT + AI + infrastructures p2p), qui permettent à nos communautés d'optimiser leurs interactions avec l’environnement physique afin de réaliser leur plein potentiel.</em></blockquote> <p>https://steemitimages.com/DQmPBcCCF6NWMcBugHj7yzr6zYQ1WP9oiVxKBjihCESZ8qs/image.png</p> <p>Nous comprenons que cette initiative du gouvernement du Québec visant à encadrer l'économie collaborative est une réaction à un problème beaucoup plus vaste, englobant toutes les perturbations socioéconomiques récentes induites par la nouvelle technologie numérique. Les sociétés de plateforme comme Uber et Airbnb réduisent les coûts de service et écartent les entreprises traditionnelles du marché. Airbnb reconfigure également le marché immobilier et la démographie locale, car l'occupation des logements passe de la location à long terme à la location à court terme, ce qui est beaucoup plus rentable dans les villes touristiques comme Paris. Si cela ne suffit pas, nous pouvons ajouter la propagation rebelle de systèmes monétaires décentralisés, les cryptomonaies comme Bitcoin, en regardant dans les yeux avec défiance le système financier mondial et les gouvernements nationaux.<br> Il est surprenant que nous ne trouvions aucune mention d'applications basées sur la blockchain, qui peuvent également imiter Uber et Airbnb, dans le Document de consultation: <em>Économie collaborative - Mieux comprendre les transformations, moderniser et renforcer les politiques publiques</em>. Peut-être que le gouvernement a de la difficulté à comprendre comment gérer ces nouvelles créatures du pair à pair, ou peut-être pense-t-il que c'est une tendance passagère, ou que cela ne deviendra jamais une menace majeure pour nos institutions les plus importantes. Blockchain est seulement l'une des nombreuses technologies pair à pair en développement rapide aujourd'hui, qui engendreront une grande diversité d'organisations transnationales de type réseau ouvert décentralisé. <em>Transnational</em> dans ce contexte signifie qu'ils opèrent à l'échelle mondiale, au-delà de la portée de l'État, échappant au contrôle des États-nations et des institutions internationales.<br> Ce sont toutes des questions importantes que les gouvernements du monde entier doivent aborder. Cela dit, toutes les sociétés de plateforme ou les réseaux pair à pair ne sont pas mauvais. En fait, nous disposons aujourd'hui de suffisamment de données pour comprendre que certains d'entre eux établissent de nouveaux <em>patterns</em> de flux qui ont un impact positif sur la société et sur l'environnement. Nous devons veiller à ne pas entraver l'innovation et permettre à ces systèmes d'évoluer au profit de notre société, même si cela signifie revoir et restructurer nos institutions les plus importantes, y compris le gouvernement lui-même. Nous espérons que notre contribution aidera le gouvernement à devenir un partenaire actif en facilitant le développement de réseaux décentralisés ou de communautés ouvertes au profit du bien commun.</p> <h1>Nommer le problème</h1> <p>Nous voulons attirer l'attention du gouvernement sur le fait que l'utilisation du terme <em>économie collaborative</em> pour encadrer cette tentative de régler toutes ces perturbations socioéconomiques est pour le moins trompeuse. Au niveau sémantique, les pratiques et les organisations pertinentes doivent avoir des caractéristiques liées à la collaboration, à l'exclusion de celles que l'on trouve habituellement dans les organisations traditionnelles.<br> La distinction entre l'<em>économie du partage</em> et l'<em>économie collaborative</em> faite dans le Document de consultation aboutit à l'inclusion erronée de certaines pratiques, modèles économiques et modèles organisationnels dans la catégorie de l'économie collaborative. Le document se lit comme suit:</p> <blockquote>Pourquoi le terme «économie collaborative»?<br> L’«économie collaborative» est souvent assimilée à l’expression «économie du partage», traduite de l’anglais, sharing economy. L’idée d’une économie basée sur le partage entre pairs a été proposée par le professeur Yochai Benkler en 2002 pour décrire une production commune par les pairs issue des technologies de réseau et de l’approvisionnement ouvert (open source). Le concept de partage a par la suite été repris comme un concept général afin de décrire (et de promouvoir plus facilement) les nouvelles plateformes d’échange entre pairs, dans une logique référant au «partage» des actifs par plusieurs utilisateurs.<br> De nombreux experts remettent en question l’utilisation de la terminologie «économie du partage» compte tenu de l’évolution du marché et de la présence d’acteurs s’inscrivant plutôt dans une perspective commerciale où le partage aurait une place «limitée». La notion de collaboration ne pose, a priori, aucune hypothèse sur les intentions qui animent les acteurs de l’économie collaboratives. L’évolution des termes utilisés en ce sens, dans la littérature, témoigne de ce courant. L’utilisation du terme &nbsp;«économie collaborative» suggère un ensemble plus large de réalités et de répercussions.<br> Ainsi, le terme «économie collaborative» est préféré dans cette consultation.</blockquote> <p>Ce texte suggère que le terme <em>économie collaborative</em> désigne une catégorie plus large qui inclut des pratiques et des modèles précédemment inclus dans la catégorie de l'<em>économie du partage</em>. Le partage (relation réciproque) se produit dans des processus collaboratifs (co-création en partageant des ressources, ainsi que les risques, les responsabilités ainsi que les bénéfices), surtout lorsque ces processus utilisent des actifs physiques et numériques mis en commun (mutualisés) par les participants. En même temps, certains ont soutenu que le terme <em>économie du partage</em> a été appliqué abusivement à des organisations comme Uber et Airbnb. Ces modèles sont mieux décrits comme une plateforme pour faciliter l'accès à la location de capacité excédentaire plutôt que de partager la capacité excédentaire. Giorgos Kallis a proposé le label d'<em>économie locative</em>. Dans «<em>The</em> <em>Sharing Economy Isn’t About Sharing at All</em>» Giana M. Eckhardt et Fleura Bardhi ont proposé le terme <em>économie de l'accès</em>:</p> <blockquote>Le partage est une forme d'échange social qui se déroule entre des personnes connues les unes des autres, sans aucun profit. Le partage est une pratique établie et domine des aspects particuliers de notre vie, comme au sein de la famille. En partageant et en utilisant collectivement l'espace domestique de la maison, les membres de la famille établissent une identité commune. Lorsque le «partage» médié par le marché - lorsqu'une entreprise est un intermédiaire entre des consommateurs qui ne se connaissent pas - il ne s’agit plus de partage. Au contraire, les consommateurs paient pour accéder aux biens ou aux services de quelqu'un d'autre pendant une période donnée. C'est un échange économique, et les consommateurs ont une valeur utilitariste plutôt que sociale.</blockquote> <p>En revanche, <a href="http://en.wikipedia.org/wiki/Collaboration">de Wikipedia</a>:</p> <blockquote>La collaboration est un processus récursif où deux ou plusieurs personnes ou organisations travaillent ensemble dans une intersection d'objectifs communs - par exemple, une activité intellectuelle qui est de nature créative - en partageant des connaissances, en apprenant et en construisant un consensus. La plupart des collaborations requièrent du leadership, bien que la forme de leadership puisse être sociale au sein d'un groupe décentralisé et égalitaire. En particulier, les équipes qui travaillent en collaboration peuvent obtenir plus de ressources, de reconnaissance et de récompense face à la concurrence pour des ressources limitées. La collaboration est également présente dans des objectifs opposés présentant la notion de collaboration contradictoire, bien que ce ne soit pas un cas courant pour utiliser le mot.</blockquote> <p>Nous pouvons affirmer que la conclusion du Document de consultation selon laquelle Uber et Airbnb, qui ont été précédemment mal étiquetés dans le cadre de l'économie du partage, peuvent maintenant être inclus dans la catégorie de l'économie collaborative est fallacieuse. Comme certains ont soutenu qu'il n'y a pas de véritable partage dans leurs pratiques, nous pouvons également soutenir qu'il n'y a pas de réelle collaboration dans leurs pratiques.<br> </p> <ul> <li>Les chauffeurs Uber sont en concurrence pour des clients.</li> <li>Les chauffeurs et ceux qui cherchent un moyen de transport entretiennent une relation de fournisseur de service et client.</li> <li>La plateforme est une propriété privée et est gérée pour optimiser les profits, les utilisateurs n'ont aucun contrôle sur elle, bien qu'ils puissent exercer un certain degré d'influence douce.&nbsp;</li> <li>Uber est un marché contrôlé (avec des prix fixés par des algorithmes plutôt que par l'offre et la demande) pour la location de voitures à court terme, où les conducteurs sont motivés par le profit qu'ils peuvent tirer des services, et Uber est motivée par les bénéfices qu'elle peut faire en extrayant un pourcentage de chaque transaction entre les chauffeurs et leur clients.</li> </ul> <p>De plus, l'argument avancé dans le Document de consultation selon lequel la notion de collaboration n'implique aucune intention de la part des acteurs est faible: "<em>La notion de collaboration ne pose, a priori, aucune hypothèse sur les intentions qui animent les acteurs de l’économie collaborative.</em>''. La collaboration découle de l'intention d'atteindre un objectif commun ou d'obtenir un résultat communément souhaité.<br> En dehors de la sémantique, ou de la manière dont nous qualifions ces nouveaux types d'organisations et leurs pratiques, il y a une raison plus profonde pour laquelle nous devrions examiner toutes ces nouvelles perturbations socioéconomiques d'une manière très différente. Si nous analysons soigneusement les nouveaux modèles économiques, nous identifions une structure qui est beaucoup plus pertinente pour le gouvernement pour organiser sa réponse à ces problèmes.</p> <h1><strong>Les grandes tendances économiques</strong></h1> <p>Nous observons trois grandes tendances économiques. Deux d'entre elles représentent une innovation progressive, une adaptation de la droite et de la gauche traditionnelle aux nouvelles possibilités introduites par la nouvelle technologie numériques: le capitalisme de plateforme et le coopérativisme de plateforme. Uber, une société de plateforme, est l'enfant d'affiche du capitalisme de plateforme. Les sociétés de plateforme sont toutes caractérisées par une centralisation du contrôle de la plateforme, en utilisant le mécanisme de la propriété privée qui est protégée par l'État (ceux qui possèdent ont le contrôle). Leur modèle de revenu est basé sur la recherche de rentes, en extrayant un pourcentage des transactions qui se produisent sur la plateforme, qui héberge un certain type d'activité économique. L'un de leurs principaux motifs est la maximisation du profit.</p> <p>https://steemitimages.com/DQmQsfBQZUXJUx3nFRxste9yfqTq5nLgPWF1wXtTF9YtAGj/image.png</p> <p>La gauche traditionnelle a réagi à ces adaptations de la part de la droite d'une manière très prévisible: transformer la société en coopérative. Ainsi, les coopératives de plateforme transforment la propriété privée en propriété partagée et appliquent un modèle de gouvernance plus démocratique. L'une de leurs principales motivations est le bien-être de leurs membres.<br> La nouveauté avec ces deux familles d'organisations réside dans l'externalisation de l'activité économique en exploitant la capacité excédentaire de leurs utilisateurs et leur industrie individuelle. Ce faisant, ils bousculent les lois du travail et les règles fiscales. Les coopératives de plateforme ont tendance à être plus acceptés car elles répondent mieux aux besoins de leurs membres, en leur créant de meilleures conditions et en leur distribuant une plus grande partie des profits. En abaissant les coûts des services elles perturbent ainsi les marchés autant que les sociétés plateforme privés comme Uber. &nbsp;À la lumière de nos commentaires précédents sur l'économie du partage et l'économie collaborative, il convient également de mentionner que ces deux modèles ne concernent pas vraiment le partage ou la collaboration. Ces deux familles d'organisations font de l'intermédiation des relations commerciales entre leurs utilisateurs.<br> La troisième tendance économique est ce que nous appelons <em>pair à pair</em> et nous l’associations à l'économie collaborative. D'autres expressions telles que l'<em>économie participative</em> et l'<em>économie contributive</em> sont également utilisées de manière interchangeable. L'activité économique est structurée au sein de réseaux ouverts et décentralisés, comme Bitcoin et Sensorica. Ces réseaux fonctionnent sur des plateformes qui n'appartiennent à personne et ne peuvent être ni possédées ni monopolisées par quiconque, mais tout le monde a un accès garanti sous certaines conditions. C'est une nouvelle forme de propriété que nous appelons <em>nondominium</em>. Le fait que de nouvelles formes de propriété émergent de ces pratiques signale une transformation très profonde, car la notion de propriété est fondamentale pour tout système économique. Nous exposons ici notre propre pratique et notre vision de l'économie collaborative, qui sont également partagées par d'autres initiatives dans le monde.</p>\n<p><strong>À propos de Sensorica</strong></p>\n<blockquote>Une communauté ouverte d’<em>entrepreneurs collaboratifs</em>, qui ont créé le premier réseau de production par les pairs basé sur l’innovation ouverte en février 2011. Ils utilisent une infrastructure TIC pour la planification des ressources en réseau, des nouvelles méthodologies de travail collaboratif et une nouvelle gouvernance pour structurer et réguler les activités du réseau. Ils offrent des services de recherche et développement sur demande à l'industrie locale et au milieu universitaire. SENSORICA opère dans un espace de type <em>makerspace</em> à Montréal, qui peut être aussi vu comme un incubateur et un accélérateur d'entreprises et de projets collaboratifs</blockquote>\n<blockquote><strong>Pourquoi</strong>: Réduire les barrières à l'entrée de l'activité économique en établissant des <em>patterns</em> de flux alternatifs (un des résultats étant de contourner la monnaie et les marchés).</blockquote>\n<blockquote><strong>Quoi</strong>: Sensorica est un <em>réseau ouvert de valeur</em>, mettant en œuvre une production par les pairs (matérielle) basée sur les communs (<em>commons-based peer production)</em>.</blockquote>\n<blockquote><strong>Comment</strong>: En tant que réseau, Sensorica est ouvert (accès à la participation), transparent (accès libre aux informations sur les processus et les produits), décentralisé (pas de point central de coordination et de décision) et autogéré (structure adaptive). (IoT + AI + infrastructures p2p), qui permettent à nos communautés d'optimiser leurs interactions avec l’environnement physique afin de réaliser leur plein potentiel.</em></blockquote>\n<p>https://steemitimages.com/DQmPBcCCF6NWMcBugHj7yzr6zYQ1WP9oiVxKBjihCESZ8qs/image.png</p>\n<p>Nous comprenons que cette initiative du gouvernement du Québec visant à encadrer l'économie collaborative est une réaction à un problème beaucoup plus vaste, englobant toutes les perturbations socioéconomiques récentes induites par la nouvelle technologie numérique. Les sociétés de plateforme comme Uber et Airbnb réduisent les coûts de service et écartent les entreprises traditionnelles du marché. Airbnb reconfigure également le marché immobilier et la démographie locale, car l'occupation des logements passe de la location à long terme à la location à court terme, ce qui est beaucoup plus rentable dans les villes touristiques comme Paris. Si cela ne suffit pas, nous pouvons ajouter la propagation rebelle de systèmes monétaires décentralisés, les cryptomonaies comme Bitcoin, en regardant dans les yeux avec défiance le système financier mondial et les gouvernements nationaux.<br>\nIl est surprenant que nous ne trouvions aucune mention d'applications basées sur la blockchain, qui peuvent également imiter Uber et Airbnb, dans le Document de consultation: <em>Économie collaborative - Mieux comprendre les transformations, moderniser et renforcer les politiques publiques</em>. Peut-être que le gouvernement a de la difficulté à comprendre comment gérer ces nouvelles créatures du pair à pair, ou peut-être pense-t-il que c'est une tendance passagère, ou que cela ne deviendra jamais une menace majeure pour nos institutions les plus importantes. Blockchain est seulement l'une des nombreuses technologies pair à pair en développement rapide aujourd'hui, qui engendreront une grande diversité d'organisations transnationales de type réseau ouvert décentralisé. <em>Transnational</em> dans ce contexte signifie qu'ils opèrent à l'échelle mondiale, au-delà de la portée de l'État, échappant au contrôle des États-nations et des institutions internationales.<br>\nCe sont toutes des questions importantes que les gouvernements du monde entier doivent aborder. Cela dit, toutes les sociétés de plateforme ou les réseaux pair à pair ne sont pas mauvais. En fait, nous disposons aujourd'hui de suffisamment de données pour comprendre que certains d'entre eux établissent de nouveaux <em>patterns</em> de flux qui ont un impact positif sur la société et sur l'environnement. Nous devons veiller à ne pas entraver l'innovation et permettre à ces systèmes d'évoluer au profit de notre société, même si cela signifie revoir et restructurer nos institutions les plus importantes, y compris le gouvernement lui-même. Nous espérons que notre contribution aidera le gouvernement à devenir un partenaire actif en facilitant le développement de réseaux décentralisés ou de communautés ouvertes au profit du bien commun.</p>\n<h1>Nommer le problème</h1>\n<p>Nous voulons attirer l'attention du gouvernement sur le fait que l'utilisation du terme <em>économie collaborative</em> pour encadrer cette tentative de régler toutes ces perturbations socioéconomiques est pour le moins trompeuse. Au niveau sémantique, les pratiques et les organisations pertinentes doivent avoir des caractéristiques liées à la collaboration, à l'exclusion de celles que l'on trouve habituellement dans les organisations traditionnelles.<br>\nLa distinction entre l'<em>économie du partage</em> et l'<em>économie collaborative</em> faite dans le Document de consultation aboutit à l'inclusion erronée de certaines pratiques, modèles économiques et modèles organisationnels dans la catégorie de l'économie collaborative. Le document se lit comme suit:</p>\n<blockquote>Pourquoi le terme «économie collaborative»?<br>\nL’«économie collaborative» est souvent assimilée à l’expression «économie du partage», traduite de l’anglais, sharing economy. L’idée d’une économie basée sur le partage entre pairs a été proposée par le professeur Yochai Benkler en 2002 pour décrire une production commune par les pairs issue des technologies de réseau et de l’approvisionnement ouvert (open source). Le concept de partage a par la suite été repris comme un concept général afin de décrire (et de promouvoir plus facilement) les nouvelles plateformes d’échange entre pairs, dans une logique référant au «partage» des actifs par plusieurs utilisateurs.<br>\nDe nombreux experts remettent en question l’utilisation de la terminologie «économie du partage» compte tenu de l’évolution du marché et de la présence d’acteurs s’inscrivant plutôt dans une perspective commerciale où le partage aurait une place «limitée». La notion de collaboration ne pose, a priori, aucune hypothèse sur les intentions qui animent les acteurs de l’économie collaboratives. L’évolution des termes utilisés en ce sens, dans la littérature, témoigne de ce courant. L’utilisation du terme &nbsp;«économie collaborative» suggère un ensemble plus large de réalités et de répercussions.<br>\nAinsi, le terme «économie collaborative» est préféré dans cette consultation.</blockquote>\n<p>Ce texte suggère que le terme <em>économie collaborative</em> désigne une catégorie plus large qui inclut des pratiques et des modèles précédemment inclus dans la catégorie de l'<em>économie du partage</em>. Le partage (relation réciproque) se produit dans des processus collaboratifs (co-création en partageant des ressources, ainsi que les risques, les responsabilités ainsi que les bénéfices), surtout lorsque ces processus utilisent des actifs physiques et numériques mis en commun (mutualisés) par les participants. En même temps, certains ont soutenu que le terme <em>économie du partage</em> a été appliqué abusivement à des organisations comme Uber et Airbnb. Ces modèles sont mieux décrits comme une plateforme pour faciliter l'accès à la location de capacité excédentaire plutôt que de partager la capacité excédentaire. Giorgos Kallis a proposé le label d'<em>économie locative</em>. Dans «<em>The</em> <em>Sharing Economy Isn’t About Sharing at All</em>» Giana M. Eckhardt et Fleura Bardhi ont proposé le terme <em>économie de l'accès</em>:</p>\n<blockquote>Le partage est une forme d'échange social qui se déroule entre des personnes connues les unes des autres, sans aucun profit. Le partage est une pratique établie et domine des aspects particuliers de notre vie, comme au sein de la famille. En partageant et en utilisant collectivement l'espace domestique de la maison, les membres de la famille établissent une identité commune. Lorsque le «partage» médié par le marché - lorsqu'une entreprise est un intermédiaire entre des consommateurs qui ne se connaissent pas - il ne s’agit plus de partage. Au contraire, les consommateurs paient pour accéder aux biens ou aux services de quelqu'un d'autre pendant une période donnée. C'est un échange économique, et les consommateurs ont une valeur utilitariste plutôt que sociale.</blockquote>\n<p>En revanche, <a href=\"http://en.wikipedia.org/wiki/Collaboration\">de Wikipedia</a>:</p>\n<blockquote>La collaboration est un processus récursif où deux ou plusieurs personnes ou organisations travaillent ensemble dans une intersection d'objectifs communs - par exemple, une activité intellectuelle qui est de nature créative - en partageant des connaissances, en apprenant et en construisant un consensus. La plupart des collaborations requièrent du leadership, bien que la forme de leadership puisse être sociale au sein d'un groupe décentralisé et égalitaire. En particulier, les équipes qui travaillent en collaboration peuvent obtenir plus de ressources, de reconnaissance et de récompense face à la concurrence pour des ressources limitées. La collaboration est également présente dans des objectifs opposés présentant la notion de collaboration contradictoire, bien que ce ne soit pas un cas courant pour utiliser le mot.</blockquote>\n<p>Nous pouvons affirmer que la conclusion du Document de consultation selon laquelle Uber et Airbnb, qui ont été précédemment mal étiquetés dans le cadre de l'économie du partage, peuvent maintenant être inclus dans la catégorie de l'économie collaborative est fallacieuse. Comme certains ont soutenu qu'il n'y a pas de véritable partage dans leurs pratiques, nous pouvons également soutenir qu'il n'y a pas de réelle collaboration dans leurs pratiques.<br>\n</p>\n<ul>\n  <li>Les chauffeurs Uber sont en concurrence pour des clients.</li>\n  <li>Les chauffeurs et ceux qui cherchent un moyen de transport entretiennent une relation de fournisseur de service et client.</li>\n  <li>La plateforme est une propriété privée et est gérée pour optimiser les profits, les utilisateurs n'ont aucun contrôle sur elle, bien qu'ils puissent exercer un certain degré d'influence douce.&nbsp;</li>\n  <li>Uber est un marché contrôlé (avec des prix fixés par des algorithmes plutôt que par l'offre et la demande) pour la location de voitures à court terme, où les conducteurs sont motivés par le profit qu'ils peuvent tirer des services, et Uber est motivée par les bénéfices qu'elle peut faire en extrayant un pourcentage de chaque transaction entre les chauffeurs et leur clients.</li>\n</ul>\n<p>De plus, l'argument avancé dans le Document de consultation selon lequel la notion de collaboration n'implique aucune intention de la part des acteurs est faible: \"<em>La notion de collaboration ne pose, a priori, aucune hypothèse sur les intentions qui animent les acteurs de l’économie collaborative.</em>''. La collaboration découle de l'intention d'atteindre un objectif commun ou d'obtenir un résultat communément souhaité.<br>\nEn dehors de la sémantique, ou de la manière dont nous qualifions ces nouveaux types d'organisations et leurs pratiques, il y a une raison plus profonde pour laquelle nous devrions examiner toutes ces nouvelles perturbations socioéconomiques d'une manière très différente. Si nous analysons soigneusement les nouveaux modèles économiques, nous identifions une structure qui est beaucoup plus pertinente pour le gouvernement pour organiser sa réponse à ces problèmes.</p>\n<h1><strong>Les grandes tendances économiques</strong></h1>\n<p>Nous observons trois grandes tendances économiques. Deux d'entre elles représentent une innovation progressive, une adaptation de la droite et de la gauche traditionnelle aux nouvelles possibilités introduites par la nouvelle technologie numériques: le capitalisme de plateforme et le coopérativisme de plateforme. Uber, une société de plateforme, est l'enfant d'affiche du capitalisme de plateforme. Les sociétés de plateforme sont toutes caractérisées par une centralisation du contrôle de la plateforme, en utilisant le mécanisme de la propriété privée qui est protégée par l'État (ceux qui possèdent ont le contrôle). Leur modèle de revenu est basé sur la recherche de rentes, en extrayant un pourcentage des transactions qui se produisent sur la plateforme, qui héberge un certain type d'activité économique. Ainsi, les coopératives de plateforme transforment la propriété privée en propriété partagée et appliquent un modèle de gouvernance plus démocratique. L'une de leurs principales motivations est le bien-être de leurs membres.<br>\nLa nouveauté avec ces deux familles d'organisations réside dans l'externalisation de l'activité économique en exploitant la capacité excédentaire de leurs utilisateurs et leur industrie individuelle. Ce faisant, ils bousculent les lois du travail et les règles fiscales. Les coopératives de plateforme ont tendance à être plus acceptés car elles répondent mieux aux besoins de leurs membres, en leur créant de meilleures conditions et en leur distribuant une plus grande partie des profits. En abaissant les coûts des services elles perturbent ainsi les marchés autant que les sociétés plateforme privés comme Uber. &nbsp;À la lumière de nos commentaires précédents sur l'économie du partage et l'économie collaborative, il convient également de mentionner que ces deux modèles ne concernent pas vraiment le partage ou la collaboration. Ces deux familles d'organisations font de l'intermédiation des relations commerciales entre leurs utilisateurs.<br>\nLa troisième tendance économique est ce que nous appelons <em>pair à pair</em> et nous l’associations à l'économie collaborative. D'autres expressions telles que l'<em>économie participative</em> et l'<em>économie contributive</em> sont également utilisées de manière interchangeable. L'activité économique est structurée au sein de réseaux ouverts et décentralisés, comme Bitcoin et Sensorica. Ces réseaux fonctionnent sur des plateformes qui n'appartiennent à personne et ne peuvent être ni possédées ni monopolisées par quiconque, mais tout le monde a un accès garanti sous certaines conditions. C'est une nouvelle forme de propriété que nous appelons <em>nondominium</em>. Le fait que de nouvelles formes de propriété émergent de ces pratiques signale une transformation très profonde, car la notion de propriété est fondamentale pour tout système économique.
