      "title": "대한민국은 민주공화국이다?",
      "body": "대한민국은 헌법에 명시되어 있듯이 민주공화국이다.\n하지만 민주공화국이란 말이 무색할 정도로 국민이 주권을 행사할 수 있는 제도가 너무나 빈약하다.\n\n국민이 주권을 행사할 수 있는 대표적인 선거만 하더라도 국민이 직접 투표로 뽑을 수 있는 사람들이 너무 적다. 대통령, 국회의원, 지방자치장, 교육감 정도이다.\n\n국민의 생활에 직접적인 영향을 줄 수 있는 각 부서 장차관을 대통령이 직접 임명한다. 국회에서 인사청문회를 하지만 결과를 반드시 수용할 의무는 없다. 인사청문회에서 부적격으로 결론이 나도 대통령이 임명해 버리면 그만이다. 이러한 대통령의 인사권부터 축소하고 선거를 통해 국민이 직접 뽑을 수 있어야 한다.\n\n국민이 직접 뽑을 사람들을 국민이 사면시킬 방법이 사실상 없는 것과 마찬가지다. 탄핵과 제명 제도가 있지만 탄핵은 국회에서 과반수 발의와 3분의 2 이상 찬성이 필요하다. 국회의원을 국회가 제명하는 방법만 있는데 국회 재적의원 3분의 2 이상 찬성이 있어야 한다. 국회의원을 국회가 제명하는 방법만 있다는게 정말 아니러니 하다. 국민이 투표로 뽑았지만 직무를 제대로 수행하지 않는 공무원에 대해 국민이 사면 시킬 수가 없는 것이다. 국민소환제를 제도화해서 자격이 없는 사람을 국민들이 사면할 수 있도록 해야 한다.\n\n국민발의제도 도입해서 국민들이 필요하다고 생각되는 법안을 직접 발의할 수 있어야 한다. 국민이 아무리 원하는 법안이라고 하더라고 국회에서 발의하지 않거나 발의하더라도 법안을 통과시키지 않으면 아무런 소용이 없다. 우리나라 국회의원들은 말로는 민의를 대변한다고 하지만 현 시점에서 진정으로 대변하고 있는지 의문스럽다. 국민들이 그렇게 반대하면 테러방지법은 통과시키고 국민이 원하던 김영란법은 대폭 축소 시켜 버리는 등 국민이 원하지 않은 행동을 할 때가 너무 많다.\n\n하지만 국회의원 자신들에게 유리한 사항은 여야를 떠나 합의가 잘 이루어 지고 일사천리로 법안이 통과된다. 실예로 매년 국회의원 연봉 인상안의 경우에는 반대표가 손에 꼽을 정도다. 예산에 관해서도 마찬가지이다.\n\n국민이 낸 세금이 어떻게 쓰였는지도 투명하지가 않다. 우리나라에는 깜깜이 예산이 너무나 많은 듯 하다. 각 부서, 정치인들이 사용한 세금에 대해 국민들이 알 수 있는 방법이 복잡하거나 내역을 들여다 보지 못하는 예산들도 꽤 있다. 특수활동비, 업무추진비, 예비금 등에 대해 정보공개가 되지 않고 있으며 2004년에 대법원 판결에서 공개하라고 판결이 낫음에도 불구하고 공개하고 있지 않는다. 이렇게 해먹기 좋은 나라가 또 어디 있을까?\n\n행정, 입법, 사법의 삼권분립이 제대로 되지 않을 뿐더러 각 부서를 견제할 방법이 마땅치가 않다. 공정해야 될 사법부는 한쪽으로 치우쳐 있고 행정은 엉망이다. 입법은 또 어떠한가? 각 부서를 감시하기 위해 언론이 존재하지만 우리나라 언론은 정부의 탄압으로 정부의 충견이 되어 버렸다. 그렇다고 국민들이 감시하고 제제할 수 있는 방법도 없다. 집회로 항의할 수 있지만 눈하나 깜짝하지 않는다.\n\n천원짜리 빵하나 훔쳤다고 버스비 이천원이 비었다고 절도다 횡령이다 라고 해서 실형을 주면서 수십 수백억 비리와 뇌물수수 혐의가 있는 재벌은 집행유예로 풀어주는 나라다. 이 얼마나 놀라운 결과인가? 사법부의 천칭은 한쪽으로 기울어져 있다. 이러니 재벌공화국, 삼성공화국이라는 말이 맞는 듯 하다.\n\n입법부도 마찬가지다. 지들 주머니 채우기에만 급급하고 항상 자신들의 이익을 위해서 일한다. 자신들의 연봉, 예산에 관해서는 어제의 적도 오늘은 동지가 된다. 하지만 국민들의 생활과 안전에 관련된 법안에 대해서는 서로 한치의 양보도 없이 팽팽하다. 세월호 사건 때에도 관련 법안 개정해서 다시는 이런 참사가 일어나지 않게 해달라는 국민의 목소리를 듣지 않았고 도로교통법도 개정되어야 할 사항들이 많이 있다. 소방법 개정안도 질질 끌다가 화재 사고가 빈번해지니 부랴부랴 처리하였다. 이 외에도 개정되어야 할 유물급들 법안들이 상당히 많다.\n\n행정도 마찬가지로 엉망이다. 지역 불균형은 점점 심화되어 재정 독립을 한 지방자치단체는 손에 꼽을 정도다. 강력하게 규제한다던 부동산 대책은 아무런 효과를 보질 못하고 오히려 부동산 가격이 상승하였다. 출산, 육아, 보육 문제도 아직 해결되지 못하고 있을 뿐더러 출산 장려한다고 하지만 정작 실효성이 없는 정책 뿐이다. 아이를 출산하고 아이가 성장할 수록 경제적 부담은 커지지만 지원은 점점 줄어들고 아이가 학교에 진학하게 되면 연말정산에서 인적공제가 크게 줄어버린다. 그 결과 출산율은 매년 하락하고 있고 점점 아이를 키우기 힘든 사회로 변해가고 있다. 고령화 문제, 노인 빈곤 문제 등등 해결해야 될 사항들이 많이 있지만 아직 또렷한 해결책이 없는 실정이다.\n\n과연 지금 정치인들이 자기들의 특권(어차피 국민들이 위임한 권리지만)을 버리고 국민들에게 힘을 실어 주는 제도를 만들고 개선할 것인가? 자신의 자리가 위태해 질 수 있는 제도를 마련할 것인가? 대통령은 제왕적인 권한을 쪼개고 버릴 수 있을 것인가? 아직까지 대한민국은 민주공화국의 모양도 갖춰지지 못했고 희망도 보이지가 않는다.",

      "title": "대한민국의 희망은 블록체인이다",
      "body": "사람들은 항상 새로운 것에 대해 열광한다. 특히 우리나라는 6.25 직후 가난한 시절을 겪어서 인지는 모르겠으나 돈이 된다고 하면 너도나도 뛰어 들어 광풍이 몰아친다.\n\n처음 한국 거래소가 생겼을 때도 그랬다. 세력의 펌핑과 사람들의 투기로 주가는 치솟으며 거품이 일으켰다. 덕분에 전재산을 잃은 사람도 있었고 이득을 본 사람도 있었다. 이런 과정을 겪어 오면서 증권법이 생겨나고 주식시장이 성장했다.\n\n2000년대 초반에 IT 붐이 일었을 때도 마찬가지였다. 정부에서는 3차 산업을 육성한다고 초고속 인터넷 망을 전국에 보급하며 벤처 기업 육성에 지원했다. 이때도 사람들은 벤처에 투자하면 누구나 성공할 수 있다고 믿으며 수없이 뛰어 들어 거품이 생겨나며 시장은 엉망이 되었다. 결국 정부는 사태를 수습하기 위해 책임을 기업에 전가하려 하고 규제하기에 급급했다. 우우죽순 생겨났던 벤처들은 무너지게 되었고 몇몇 탄탄한 기업들만 살아남았다. 정부 규제 때문에 꿈을 펼치지 못하고 해외로 눈을 돌린 사람들도 많이 있었다.\n\n결국 3차 산업에도 성공하지 못했고, 외국에서는 구글, 트위터, 페이스북, 애플, 마이크로 소프트 등과 같은 IT 기업들이 성공을 거두며 성장했고 지금도 꾸준히 성장하고 있다. 현재 우리나라에 네이버, 다음, 네이트와 같은 기업이 남아있지만 결국 우리나라에서 밖에 사용하지 않는다. 외국 사람들 중에 있는지도 모르는 사람들도 꽤 있을 것이다.\n\n이제 4차 산업의 시대로 접어 들고 있고 4차 산업의 핵심 기술인 블록체인이 세상에 나왔다. 전세계적으로 이슈가 되고 붐이 일어나고 우리나라에서도 마찬가지고 작년 중반부터 핫하게 떠오르며 붐이 일어났다. IT 버블 때에 구축해 놓은 초고속 인터넷 망으로 인해 빠르게 번져 나가며 거품이 생겨났다. 이번에도 과거와 마찬가지로 정부는 규제의 칼을 뽑았다. 시장은 이에 반응하여 블록체인 기반의 코인 가격이 파도를 타기 시작했다. 정부는 투기판, 도박판으로 몰며 시장을 조여 대고 있다.\n\n4차 산업으로 각광 받고 있는 신재생 에너지, 바이오 산업, 자율주행 자동차, 전기 자동차 이 모든 것들은 이미 선진국에 뺏겨버린 상태다. 신재생 에너지는 과거 정부 때에 원전에 투자하느라 투자를 거의 하지도 않았고 발전도 없었다. 바이오 산업, 자율 주행 자동차, 전기 자동차를 선진국에서 개발을 할 때 우리나라는 손 놓고 있다가 부랴부랴 쫓아가고 있다.\n\n이제 남은 건 블록체인이다. IT 전문가들은 블록체인을 차세대 인터넷이라고 부르기도 한다. 탈 중앙화 시스템을 구축할 수 있고 해킹의 위험성도 낮으며 데이터의 투명성이 보장되기 때문이다. 눈에 보이고 만져지는 것만 생산품인 시대는 끝났다. 데이터도 시스템도 누군가가 노력해서 만든 생산품인 것이다. 이 또한 잘 만들면 수출도 가능하다. 자원이 나지 않는 우리나라에 3차 산업 IT 외에 또 다른 기회가 온 것이다.\n\n대한민국의 미래를 위해서 정부가 해야 할일은 이 4차 산업에 뛰어든 국민들을 보호할 정책을 수립하는 것이다. 투기니 도박이니 하면서 규제하면서 옥을 죌 것이 아니다. 시장은 시장에 맡겨 두면 알아서 잘 돌아가게 되어 있다. 정부가 할 일은 이 시장을 망가뜨리는 세력, 양심/실력 없는 거래소에 대해 제제하고 투자자들을 보호할 수 있는 정책을 펴야 한다. 또한 블록체인 산업 발전을 위해서 ICO를 허용하여 기업들이 자유롭게 투자/개발할 수 있도록 해야한다. 그리고 국민 누구나 자유롭게 참여할 수 있도록 해야 할 것이다.\n\nICO로 인해 많은 문제점과 부작용이 있었던 것은 사실이나 이는 벤처투자사기나 부동산투자사기 등과 유사한 사기수법에 지나지 않는다. 이렇게 사기치는 사람들을 처벌하고 관련 법안을 만들어서 참신한 아이디어와 뛰어난 실력을 자신 젊은 세대들을 ICO를 통해 성공할 수 있는 기회를 줘야 한다.\n\n이 기회를 잘 살리고 발전시켜서 4차산업의 주역이 우리나라가 될 수 있기를 바란다.",

      "body": "http://m.news.naver.com/read.nhn?mode=LSD&sid1=001&oid=009&aid=0004083143\n\n지난 11일 박상기 법무부 장관은 투기판처럼 달아오른 가상화폐 시장을 '도박'에 비유하며 거래소 폐쇄까지 검토하고 있다고 엄포를 놓았다. 이후 가상화폐 투자자들이 정부 규제에 집단적으로 반발하려는 움직임이 감지됐고 청와대가 직접 \"확정된 사안이 아니다\"며 한발 빼는 '해프닝'이 벌어졌다. 우리 정부가 빚은 혼선으로 시장이 요동친 다음날 아소 다로 일본 부총리는 국무회의 후 기자들과 만나 규제를 검토하지 않는다고 말했다. 이용자 보호와 기술 혁신의 균형을 주의 깊게 보면서 정책 도입에 앞서 당분간 상황을 먼저 파악하겠다는 것이다. 기존 시장을 무너뜨리고 '파괴적 혁신'을 야기하는 '신(新)기술'에 대응하는 한일 양국 태도는 극명한 차이를 보인다. 일본은 규제 일변도에서 벗어나 가상화폐를 제도권에 편입시켜 미래 흐름에 따라 미세 조정해 나가는 모습이다. 반면 우리는 관료적 명분으로 한 방에 해결책을 찾아 밀어붙이려 하는 느낌이다. 정책이 실패하면 책임을 회피할 수 있는 '명분' 찾기에 급급하다는 느낌을 지울 수 없다. \n\n가상화폐는 지금 '복잡·혼돈계'에 속해 있기 때문에 전 세계 누구도 정확한 처방을 내릴 수 없는 상황이다. 투기성 버블로 끝날지, 세계 금융 판도를 바꿔놓을 새로운 플랫폼 사업이 될지 짧으면 5년 이내에 판명이 나겠지만 그 사이가 중요하다. 역사적 경험으로 볼 때 그 결과는 지금 우리가 주장하고 있는 양극단 모습과는 다르게 현실화할 가능성이 크다. 따라서 일방적인 규제나 육성을 선택하는 것은 현명한 전략이 아니다. 예측과 통제가 어려운 미래 상황에 대응하기 위한 새로운 접근 방식이 필요하며 이것이 4차 산업혁명을 성공으로 이끄는 비결이 될 것이다.\n\n가상화폐의 데자뷔는 '튤립 버블'이나 '바다이야기'에서 찾기도 하지만 좀 더 현실적으로는 17년 전 닷컴 버블에 더 가깝다. 당시 인터넷 산업은 수많은 사회문제를 야기하는 골칫거리였다. 청소년에게 악영향을 미치는 이메일 서비스와 골드뱅크로 기억되는 무리한 인터넷 광고 유치에 이어 한 달 만에 50~100배로 코스닥 주가가 치솟은 투기 광풍까지 몰아쳤다.\n\n정부는 사회 안정을 지키기 위해 규제와 철퇴를 가했다. 그 결과 사회 안정 유지에 기여한 반면 벤처 붐은 꺾이고 오늘날 청년 기업가 정신은 안타까울 정도로 약화됐다. 닷컴 버블로 많은 벤처기업들이 도산하고 선량한 투자자들이 손실을 보았지만 이때 기회를 잡은 구글, 애플, 아마존, 페이스북 등은 인터넷 정보통신 혁명을 주도하며 전통의 글로벌 제조기업들을 압도하고 있다.\n\n그 당시 인터넷 산업에서 한국 벤처기업들은 주도 세력에 속해 있었다. 1999년 다이얼패드는 인터넷 공짜 전화 서비스를 세계 최초로 본격 상업화했다. \n\n\n같은 해 KAIST 대학원생들이 설립한 싸이월드는 오늘날 가상화폐 꼴인 '도토리'라는 새로운 개념을 만들어내면서 세계 인터넷 문화를 선도했다. 그 당시 도전이 성공했다면 오늘날 페이스북이나 트위터로 대변되는 전 세계 소셜미디어 판도가 달라졌을 것이다. \n\n가상화폐는 투기 광풍이 불고 있다는 점에서 인터넷 버블과 유사하지만 다른 점도 있다. 첫째로는 개인의 권력이 상상을 뛰어넘는 수준으로 강화됐다는 사실이다. 인터넷 버블 때는 코스닥이나 나스닥 시장을 중심으로 벤처기업들이 제도권에서 움직였지만 가상화폐는 글로벌 SNS로 연결된 불특정 다수 개인들이 비제도권 거래소에서 움직임을 주도하고 있다. 특히 인터넷 정보통신 인프라가 완성된 4차 산업혁명 시대를 맞아 전 세계적으로 개인의 권력은 점점 더 강해지고 있다.\n\n반면에 정부나 대기업과 같은 대규모 조직의 권력은 약해지거나 통제력을 잃고 있다. 소셜미디어로 소통하는 개인 촛불들이 국가 최고지도자를 바꿔버린 우리나라에서는 강화되고 있는 개인 권력을 이미 실감하고 있다. \n\n지금은 가상화폐를 주도하는 소규모 조직들과 300만명에 이르는 개인투자자들의 힘이 정부 권력을 당혹하게 만들고 있다. 전 세계 2500만개에 달하는 비트코인 계좌와 연결돼 정부 통제를 더욱 어렵게 만들고 있다. 이들을 투기에 눈이 먼 어리석은 존재로만 간주해서는 미래 흐름에 정확하게 대처할 수 없을 것이다. \n\n둘째는 정부나 국민도 인터넷 버블을 거치면서 경험이 쌓여 있다. 특히 정부도 개인도 실수하기 쉬운 상황에 놓여 있다는 것을 알고 있다. 따라서 한번에 큰 정책으로 성급히 해결하려 하기보다는 오히려 실패를 활용해 미세 조정(Fine Tuning)하면서 문제 해결에 접근하는 것이 효과적이다. 버블도 결국엔 터지면서 부작용들이 스스로 정리돼 산업이 제자리를 잡고 생태계가 건강하게 형성되는 효과가 있다. \n\n따라서 버블로 인한 실패를 두려워한 나머지 거래 금지나 거래소 폐쇄와 같은 극단적 '한 방'의 대책은 '교각살우'라는 잘못을 범할 가능성이 크다. 비유하자면 인터넷 버블이 무서워서 기존 우편 사용을 강제하면서 부작용 많은 이메일을 금지하는 꼴이 될 수 있다. 본질적으로 가상화폐는 지금까지와는 다른 문제 영역에 있다. 산업화와 지식경제 시대를 거치면서 우리는 대부분 고차방정식과 같은 난해한 문제들을 풀어왔다. 이러한 문제들은 지식과 전문성을 가지고 단계적으로 풀어나가면 대부분 해결된다. 문제를 구성하는 인과관계가 단지 어려울 뿐이지 명확히 밝힐 수 있기 때문이다.\n\n그러나 가상화폐와 같은 문제는 세월이 한참 지난 후에 인과관계가 밝혀지거나 영원히 인과관계를 알 수 없는 '복잡하고 혼돈스러운' 영역에 있다. 이러한 영역에서는 일반인보다 수십 배 지식을 가진 학자나 많은 경험을 쌓은 전문인들도 정확한 해법을 제시하기 어렵다. 오로지 실험과 시행착오를 통해 한 발 한 발 조심스럽게 나아갈 뿐이다.\n\n가상화폐를 진흥할 것인가, 규제할 것인가라는 선택의 문제가 아니다. 이보다는 4차 산업혁명의 고빗길에서 복잡하고 혼란스러운 문제를 파악하고 해결하는 능력이 국가적으로 필요함을 대변하는 현상에 더 가깝다. \n\n가상화폐는 우리만이 아니라 전 세계 국가들이 함께 고민하고 있는 문제다. 각 국의 접근 방식을 보면 향후 4차 산업혁명 대응 능력을 가늠해 볼 수 있다. 지금까지 국가별 대응 방식을 분류하면 가상화폐 거래를 제도권에 편입해 허용하는 국가와 가상화폐 거래를 전면으로 금지하는 국가로 대별된다. 전자는 미국, 일본, 스위스, 홍콩 등으로 주로 개방자율형 국가들이다. 반면에 후자는 러시아와 중국 등으로 조정통제형 국가들이다. 격변하는 미래 흐름에 창의적으로 대응하기 위해서는 개방자율형 접근이 바람직할 것이다. \n\n최근 '닷컴 버블' 시절 다이얼 패드라는 비즈니스 모델로 전 세계에 그 존재감을 떨쳤지만 지금은 본의 아니게 은퇴한 창업자를 우연히 만났다. 과거를 되새기며 사업가로서 무엇을 가장 후회하는지를 물었다. 그는 고등학교까지 외국에서 자라 영어가 더 편했지만 부모와 선배들의 애국적 권유로 실리콘밸리가 아닌 한국에 본사를 둔 것을 가장 큰 실패 원인으로 꼽았다. 새로운 기술 출현과 이로 인한 패러다임 전환을 겁낸 정부의 과도한 규제가 미래의 새싹을 잘라버리는 우를 반복해선 안 된다.\n\n▶뉴스 이상의 무궁무진한 프리미엄 읽을거리\n▶아나운서가 직접 읽어주는 오늘의 주요 뉴스\n[ⓒ 매일경제 & mk.co.kr, 무단전재 및 재배포 금지]",

      "body": "암호화폐에 대한 이번 사태에 대해 몇자 적고자 합니다. 이 글은 개인적인 뇌피설이니 사실과 다를 수도 있습니다. 사실과 다른 부분이 있다면 지적해 주시면 참고하도록 하겠습니다.\n\n먼저 정부 대책에 대해 제 생각을 좀 정리해 보면 블록체인에 대해 1도 모르면서 몰아가는 형태가 정말 한심스럽기 짝이 없습니다. 블록체인에 대해 조금이라도 알았다면 투기니 도박이니 이런 말을 할 수가 없었을 겁니다.\n앞으로 암호화폐 시장을 주도할 나라가 어디인가에 대해 해외에서 설문조사를 했는데, 한국, 일본이 2위를 차지했습니다. 옆나라 일본만 보더라도 관련 법령을 만들어 제도권에 넣고 시장을 활성화 시키고 있습니다. 법령 시행 후에 일본은 시장이 활성화 되고 세수와 GDP가 증가되는 효과를 보았습니다. 금융권에서도 블록체인에 투자하고 관련된 펀드 상품이나 거래소를 직접 운영하는 등 많은 변화와 발전이 있었습니다.\n\n반대로 우리나라는 시장이 형성되고 활성화 될려는 시점에 정부에서 지나친 규제안 발표와 겁주기식으로 제재를 가하는 등 시장을 흔들어 놓기 바빴습니다. 아울러 암호화폐 투자자들을 도박꾼으로 몰고 범죄자 취급을 하고 있습니다. 이러한 정부의 대처에 대해서 코인판에서 여러가지 추측 들이 쏟아지고 있습니다.\n\n경제적인 관점에서 보면 기존 기득권이 짜놓은 판 주식, 경마, 부동산 등과 다른 새로운 판이 생성이 되어 기존 투자처에서 자금이 새로운 코인판으로 이동되어 기득권이 먹을 수 있을 돈이 줄어들어 강력히 규제하여 자기들의 판에 자금이 다시 들어오게 할려는 수작이라는 추측이 있습니다.\n\n그리고 정치적인 관점에서 보면 암호화폐 관련 법령을 국회에서 통과 시키려고 하면 야당의 협조가 필요한데 현재 상황에서는 여당만으로 처리하기 힘드니 무조건 반대하는 야당의 심리를 이용해 강력히 규제하고 부정적인 면을 강조하면 야당에서 긍정적인 입장을 표명하게 하여 법안을 무리 없이 통과할려고 작전을 짜는 것이라는 추측이 있습니다.\n\n제 개인적인 생각으로는 두개의 추측이 종합적으로 작용된 게 아닌가 하는 생각이 있습니다. 정부에서는 코스닥(주식)을 활성화하여 중소기업에 투자되는 자금을 늘려 중소기업이 발전 할 수 있도록 하는 목표가 있습니다. 암호화폐 시장이 과열되어 이미 주식 시장의 규모보다 커져 버리니 정부 입장에서 보면 어떻게든 제재하고 싶을 겁니다. 하지만 주식시장은 개미들에게는 결코 공평하지 않은 시장입니다. 개미들이 수집할 수 있는 정보의 한계 뿐만 아니라 공매도와 같은 개인들이 접근할 수 없는 시장도 있습니다. 이에 불만이 있는 개미들은 코인판으로 몰릴 수 밖에 없다고 생각됩니다. ICO를 전면 금지 시킨 것부터 잘못되었다고 생각하고 있습니다. 진정 현 정부가 경제 민주화를 실현하고 싶다면 차별 없는 투자장을 만들어야 가능하다고 봅니다.\n\n이에 반하여 코인판은 개미들에게는 아주 좋은 투자장입니다. 코인들은 모든 정보가 오픈되어 있어 누구나 노력하면 정보를 쉽게 얻을 수 있습니다. 그리고 아주 적은 금액으로도 쉽게 접근 할 수 있는 장점이 있습니다. 비싼 코인이라고 미래 가치가 있다고 판단되면 소수점 단위로 쪼개서 매수/매도가 가능한 것도 큰 장점입니다. 이러한 용의한 접근성과 정보의 공평함 때문에 2030 세대가 많이 뛰어들지 않았나 생각됩니다. ICO도 마찬가지로 규제 대상이 아니라는 것입니다. 기업에 투자하는 방법이 처음에 주식에서 클라우드 펀딩으로 넘어왔고 이제 ICO라는 새로운 방법이 생긴 것 뿐입니다. 이를 이용해서 사기치는 사람들이 문제인거지 ICO 자체가 문제가 되는 것은 아닙니다. 이제까지 주식이든 클라우드 펀딩이든 투자사기는 계속 있어 왔었습니다. 몇몇 사기치는 사람들 때문에 ICO 자체를 금지시키는 것은 올바른 판단이 아니라고 봅니다. 그렇게 국민들을 보호 한다고 하면 이전에도 있었던 투자사기를 이유로 주식이나 클라우드 펀딩도 금지를 시켰어야 되는 거 아닌가요?\n\n코인판에 투자자는 사람들 중에 2030 세대가 유독 많은 이유는 현재 우리나라 경제 구조가 낳은 비극이라 생각됩니다. 만일 직장 생활하면서 집걱정 없이 애들 공부 시키고 노후까지 보장이 된다면 구지 다른 투자처를 찾아 다니지 않을 겁니다. 이미 기득권들이 장악하고 있는 부동산은 거품을 있는대로 물고 하늘 높은 줄 모르고 가격이 치솟고 있습니다. 그러니 2030세대가 평생 일해도 자기 집 하나 장만 하기 힘든 현실이 되어 버렸습니다. 공급은 계속 늘어나는데 집 값은 떨어지지 않으니 참으로 이상한 현상이지 않습니까? 우리나라에서 유일하게 중고 가격이 올라가는 것은 부동산 밖에 없을 겁니다. 서울/경기 지역 주택 보급율은 120%를 넘어가는데 내 집 하나 없는데 2030세대를 우울하게 만들어 버리는 게 아닐까 생각됩니다. 물가를 오르고 회사 매출도 늘어나는데 내 연봉은 제자리인 이유도 있을 겁니다. IMF 이전에는 회사 매출 성장율과 급여 인상율이 비슷했었습니다. 하지만 IMF 이후에는 비정규직도 급속도로 많아지고 회사 매출 성자율에 반해 급여 인상율은 급격히 차이가 나게 됩니다. 현정부가 경제 민주화를 실현하기 위해서는 이러한 희망 없는 현재 우리나라 경제 구조를 바로 잡아야 할 것입니다.\n\n정부는 새로운 희망을 가지고 도전하고 투자하는 2030세대를 막지 말고 정당히 합법화 하고 제도권에 넣어서 올바른 시장이 형성될 수 있도록 노력해야 할 것입니다. 그렇지 않으면 현 정부를 지지 세력인 2030 세대가 돌아서게 될 것입니다. 각종 코인판 커뮤니티에 현 정부에 실망하고 부정하는 글들이 많이 올라오고 있습니다. 정부의 올바른 대처를 기대하고 있습니다. 2차 산업은 이미 중국과 같은 다른 개발도상국들에게 시장을 많이 뺏겼습니다. 3차 산업이 시작될 때에 각종 규제 때문에 시장을 많이 뺏긴 교훈을 참고하여 정부는 앞으로 다가올 4차 산업에 힘을 쏟아 주도권을 가져올 수 있도록 해야 됩니다.\n\n다소 긴 글이 되어 버렸지만 끝까지 읽어 주신 분들 감사합니다. 제 글에 공감하신다면 추천해 주시고 반대 의견이나 잘못된 부분이 있으면 댓글로 호응해 주시면 감사하겠습니다. 저도 아직 공부하고 있는 단계라 많이 알지는 못합니다. 우리 모두 공부하여 앞으로 다가올 4차 산업에 주역이 될 수 있도록 노력합시다.",

That shot across the bow was paired with the news that tax authorities were investigating at least some of the exchanges in Korea, and in the hours to come.\n\nYet the proposal drew swift pushback from within the South Korean government – the president's office, in particular, said no move is \"finalized\" as of yet – as well as cryptocurrency supporters and traders in the country who cried foul as the statements sparked a fall in cryptocurrency prices.\n\nThe public backlash against the proposed move appears to be accelerating. On the Korean president's Blue House website, more than 4,000 petitions have been filed related to \"virtual currencies\" since Jan. 10.\n\nOne petition asking the Minister of Justice to step down in light of the move received more than 30,000 signatures on its own. According to Reuters, one petition alone has attracted more than 100,000 signatures and the website itself became inaccessible at one point due to excessive traffic.\n\n\nSource: president.go.kr/search\nComments on the government's website included a petition from a user who claimed to have lost money due to the Justice Ministry's saber-rattling.\n\nAnother petition compared cryptocurrency trading with the stock market, but claimed the latter is much more speculative.\n\nYet another petition struck a supportive note on the development of new rules but called for the government to consult with the wider cryptocurrency community before implementing any such rules.\n\nOpposition pushback\nOther members of the Korean political scene are reportedly crying foul as well.\n\nA new report from Korean daily newspaper The Hankyoreh states that leaders of several opposition parties are moving to criticize what they deem a unilateral crackdown without any discussion or debate.\n\nOne opposition lawmaker said the ban was not a government position, but rather one that the Ministry of Justice and, possibly the president, hold themselves.\n\nThe lawmaker continued (according to a translated statement):\n\n\"The government announcement should be based on detailed reviews and coordination. If there is a problem, we should warn and prepare in advance.\"\n\nPath toward regulation\nIn recent months, the government has made efforts to tamp down on what it refers to as speculation surrounding cryptocurrencies.\n\nThese efforts included new regulations for banks conducting transactions with cryptocurrency exchanges. On Jan. 8, regulators inspected six banks to ensure compliance with the new regulations, which included strict know-your-customer identification rules, among other measures.\n\nHowever, rather than comply with the new rules, some banks said they would simply cease trading with cryptocurrency exchanges altogether, according to the Korea Times.\n\nSouth Korea’s largest bank, Shinhan Bank, said on Friday that it would be closing down the virtual currency accounts it offers in order to comply with new regulations surrounding their use.\n\nAn official from Shinhan said the bank had initially built a system to comply with the new regulations before deciding to just de-risk.\n\n\"We've developed a system to introduce identifying virtual [currency] account customers in accordance with the government's efforts to curb the cryptocurrency craze. However, we decided to scrap the service enabling the trade of digital tokens which has become a serious social issue,\" the representative told the publication.",

      "title": "Blockchain in Your Pocket? The Phone Behind Sirin's $157 Million ICO",

The startup, which recently raised $157 million in an initial coin offering (ICO), is building an Android smartphone from scratch with special features for cryptocurrency enthusiasts: an app store for distributed apps (dapps), cold storage for private keys and easy conversion between tokens.\n\nThe Switzerland-based company says the product will fill a need in a fast-growing market: a secure device that can simplify the use of cryptocurrency across multiple applications. But as an old tech adage goes, \"hardware is hard,\" and in blockchain it may be even harder, since devices must be engineered to protect not only information but unrecoverable money.\n\nIn a nod to the device's target audience, Sirin has dubbed the phone \"Finney,\" after computer scientist and bitcoin pioneer Hal Finney.\n\nEstimating this audience's growth over the years, Sirin Labs CEO Moshe Hogeg told CoinDesk:\n\n\"You have more than 10 million people that are all in crypto in one way or another. I think the community will at least double in size by the end of this year.\"\n\nThe phone is expected to retail just shy of $1,000, putting it in the high-end range with the likes of Apple's iPhone. And it can only be purchased using Sirin's crypto token (based on the ERC-20 standard). The firm sold 40 percent of the 573 million total tokens it created during the recent ICO.\n\nAs an Android device, the phone will include all the usual applications, including the full Google Play store. As Hogeg explained, \"We're talking about user experience. If you don't have Facebook then forget about it.\"\n\nBut what makes Finney different is that sirin tokens will also be stored on the device to facilitate payments for a wide variety of dapps.\n\n\nSirin Labs CEO Moshe Hogeg. Image courtesy of Sirin Labs\nCrypto app store\nThe decentralized app store on the Finney phone will provide users with access to a whole host of dapps – the products of a host of blockchain-based projects that have issued tokens via ICOs.\n\nThese could include blockchain-based alternatives to popular tech companies such as Uber, which Hogeg said would be better for users by connecting providers directly to customers, reflecting the industry ethos.\n\nAs such, the Finney would provide a one-stop shop for crypto enthusiasts to browse through dapps and spend their crypto on products and services. And through a partnership with Bancor, the decentralized liquidity market that raised $150 million last June in an ICO, Sirin's software will convert users' sirin tokens to whatever cryptocurrency is needed for a particular transaction.\n\n\"A user shouldn't care about technology. He shouldn't care about how things work. He should care about the value of them,\" said Hogeg. Hence, \"the experience should be simple.\"\n\nSimplicity will be a prerequisite for these token-based platforms to gain traction, he said.\n\n\"If we want those technologies to become mainstream, we have to fix this issue of multiple tokens,\" Hogeg said. \"Our software is going to allow the user to seamlessly convert between different tokens within our phones.\"\n\nSirin faces some competition in the decentralized app store arena. Coinbase CEO Brian Armstong is also working on a browser for dapps called Toshi.\n\nIn a recent Medium post, Armstrong similarly talked about the need for one platform for consumers to manage dapps. Yet, while Coinbase's solution wouldn't need specialized hardware, Hogeg said he believes that by the time these decentralized marketplaces are ready, early adopters will want a distinct device to safely store the cryptocurrency they'll use.\n\nAnd while it's proven to be difficult to get developers to switch from the two marketplaces currently dominating mobile (the Apple store and the Google Play store) to a new development platform, Hogeg said he has a way to convince them.\n\n\"We raised enough money to incentivize a community of developers,\" he said.\n\nSecurity focus\nBut while Hogeg has a plan for incentivizing developers, the harder part might be luring consumers to purchase the pricey device.\n\nBut he says that for crypto users, the phone's security features will be hard to resist. Not only does the Finney phone use behavioral monitoring to detect possible exploitation, it also allows for multiple types of biometric identification and comes with cybersecurity protection from the operating system through the application layer, according to Sirin.\n\nAll of these features, Hogeg admitted, can be found in one form or another on other devices, but there's one feature on the phone that stands out: cold storage.\n\nThe Finney phone allows users to disconnect their cryptocurrency's private keys from the rest of the device and from the internet, Sirin says. This provides added protection since hackers would have to physically go to the phone's storage vault where the private keys are held to get access.\n\nHogeg told CoinDesk:\n\n\"I think it will differentiate us. I think it's unique, and it will grow.\"\n\nBut Peter Todd, a prominent cryptography consultant and bitcoin developer, was skeptical about the effectiveness of cold storage in this context, telling CoinDesk, \"Why does that protect you? You need to connect to the internal electronics to accomplish anything anyway, at which point the attack can happen.\"\n\nStill, a spokesperson for Sirin contended cold storage still reduces risk, which is why people use crypto-wallets like Trezor and Ledger. He explained, \"We do all the signature 'foreplay' in advance of the actual signature\" – that is, making the connection as brief as possible. \"This is a well known cyber security methodology of decreasing the attack surface and time exposure,\" he wrote.\n\nFurther, even Hogeg acknowledges that security doesn't sell hardware. So Sirin is also setting up the devices to be able to cooperate and share resources, for instance, in a way that allows strangers can pay each other in microtransactions for borrowing computing power or bandwidth.\n\n\nRenderings of the Finney mobile phone. Image courtesy of Sirin Labs.\nThe tangle\nYet that raises another issue.\n\nIn Sirin's whitepaper, these services lean heavily on the \"Tangle,\" a technology pioneered by the distributed ledger startup IOTA.\n\nPitched as a solution tailor-made for the internet of things, IOTA requires devices to make a few proof-of-work computations in order to participate in the chain, rather than pay a fee to miners as with bitcoin.\n\n\"This is how we allow it to be fee-less,\" Hogeg said.\n\nYet, IOTA and its technology have been a flashpoint of controversy since over-the-counter trading of its cryptocurrency began in 2016. For instance, MIT Media Lab actually disputed the claims in an MIT Technology Review article describing the security of IOTA.\n\nFurther, the lab's Digital Currency Initiative found a serious security flaw in Iota in September. The IOTA Foundation acknowledged the researchers' work, while arguing that it did not represent a realistic attack and said it has always planned to submit its final cryptographic design, once ready, to academic review in order to insure its solidity.\n\nVal A. Red, a security researcher with experience in IoT systems, told CoinDesk that any blockchain-based application raises issues.\n\n\"If I were looking at this outside of cryptocurrencies and from the perspective of a secure mobile or BYOD [bring-your-own-device] network administrator, I would also have reasonable concerns looking at a proposal involving interoperability with IOTA or any digital ledger technology in production.\"\n\nHogeg didn't dispute that there are doubts about the protocol at present, but said, \"Maybe we're going to change to a different fee-less network, and there are a bunch who are talking about it. Probably it's going to be IOTA.\"\n\nAlthough he continued, \"We are not going to announce 100 percent it is IOTA until we are 100 percent satisfied.\"\n\nHogeg confirmed that IOTA is not an investor in Sirin.\n\nNext steps\nBut even with the Finney project's blockchain architecture still up in the air, Hogeg is confident the phone will be released by the end of this year.\n\nAnd, he said, prototypes of the device should be available soon at retail stores the company plans to open in cities around the world, where people will be able to pre-order phones and talk to staff about its structure.\n\nThat may sound expensive, but remember that Sirin raised $157 million in its token sale, triple what it initially estimated it would need to develop the phone.\n\nAlso in the works is a Finney PC, based on the Android OS.\n\nIf this all sounds overambitious, it's worth noting that Hogeg has been effective at generating chatter around his projects. In 2014, he created the joke app Yo, a messaging app that initially only allowed users to send the single word \"yo\" back and forth.\n\nAround the same time, he snagged backing from Leonardo DiCaprio, Lance Armstrong and Serena Williams for his short-form video service, Mobli.\n\nAt Sirin, he has already had some success in manufacturing mobile devices, building a privacy-oriented Android phone called Solarin, which came with a $13,800 retail price tag.\n\nStill, his projects have also not matured without some stumbling blocks. In 2016, even though it had some real traction, Mobli was shut down, and in early 2017, Sirin laid off 30 percent of its staff after sales of the Solarin phone failed to support the business model (they are still sold, though).\n\nBut according to Hogeg, the way in which the software for Finney was built, allowing other Android manufacturers to use it in their devices as well, hedges the company's bet on building a piece of hardware from the ground up.\n\nAddressing the uncertainty of the business, but also his optimism going forward, Hogeg concluded:\n\n\"Could be that we will become a very big phone manufacturer. Could be.       "body": "이글은 제 개인적인 생각을 정리한 것이니 사실과 다르거나 잘못된 사항이 있을 수도 있습니다.\n\n최근 암호화폐가 이슈화 되면서 이에 투자하는 사람들이 많아 지고 있어 암호화폐 거래소의 이용자가 급증함에 따라 붉어지는 문제들이 많이 있습니다.\n\n암호화폐 거래소는 블록체인 기술을 사용하는 암호화폐를 거래할 수 있게 서비스를 하는 시스템입니다. 즉, 개인 간의 암호화폐 거래를 통해 파생되는 수수료로 운영됩니다. 그러다 보니 대부분의 데이터가 개인간의 거래 내역입니다. 블록체인에 개인간의 거래를 기록하고 누구나 조회할 수 있도록 하면 신뢰할 수 있는 거래 시스템이 될 것입니다. \n\nPrivate 블록체인이든 Public 블록체인이든 어떤걸 해도 상관이 없습니다. 블록체인 기반으로 시스템을 구축하여 개인간의 거래내역 및 입출금 내역 등을 익명성을 기반으로 해서 블록체인에 기록하고 누구나 조회해 볼 수 있도록 하면 거래의 투명성이 확보할 수 있으니 거래소의 신뢰도도 올라가고 투자자들도 안심하고 이용 할 수 있을 거 같습니다. 또한 블록체인 시스템 특성상 해킹으로 부터 안전성을 확보 할 수도 있습니다. 물론 블록체인 시스템도 완벽한 보안 시스템은 아니지만, 현존하는 기술상으로는 가장 강력한 보안 시스템이라고 생각됩니다.\n\n물론 이러한 시스템을 구축하고 운영할려면 많은 재원이 필요하게 될 것입니다. 블록체인을 구성할 노드들도 핵심 이슈중의 하나가 될 거 같네요. Private 블록체인으로 구성할 경우에는 노드들을 구성할 컴퓨터 또는 서버 재원이 많이 필요로 하게 됩니다.\n\n제가 생각하는 블록체인 기반 거래소의 재원은 이용자의 컴퓨터를 활용하는 방법입니다.\n\n1. 기본적으로 거래소는 마스터 노드를 운영하면서 어느 정도 블록 노드들을 구성해 둡니다.\n2. 이용자들의 편의를 위해 다양한 플랫폼으로 서비스를 준비합니다.\n  - Webpage\n  - 모바일 APP(iOS, Android)\n  - HTS(Windows, MacOS, Linux)\n\n여기서 모바일은 용량적 한계가 있으니 블록 노드 구성에서 빠집니다. 그리고 HTS를 이용하는 고객들에게 시스템에 대한 설명을 하고 HTS가 블록 노드 역할을 할 수 있게 만듭니다. (현존하는 암호화폐의 지갑 기능이 들어가는 겁니다.)\n\n이렇게 구성을 하면 블록체인 재원에 대한 이슈는 어느 정도 해결이 되는 듯 합니다. 그러나, HTS를 이용하는 고객들은 불만을 가질 수 있겠죠. 자신의 컴퓨터 재원을 거래소에서 블록체인으로 활용을 하게 되니 말이죠. 이는 플랫폼 별로 이용 수수료를 다르게 책정하거나 거래소만의 코인을 만들어 HTS를 이용하는 고객들에게 수수료 할인이나 거래소 코인을 지급하면 됩니다.
