You pay a certain amount for those services per year. Your respective rights and duties are laid down in a written agreement between you and the provider. For everything else, you do what you want. Thus, you are a contracting party on an equal footing with a secured legal position, instead of subject to the government’s or majority’s ever changing will.  And you only become a part of it if you like the offer.</em> \</p> <p>Let us analyze the market for governance: states exist, at least in part, because there is demand for them. A functioning state offers a stable framework of law and order, which enables the coexistence and interaction of a large number of people. This is so attractive that most people are willing to accept significant limitations on their personal freedom in exchange. Probably even most North Koreans would prefer staying in their country, compared to living free but alone as a Robinson Crusoe on a remote island. Humans are social animals. </p> <p>However, if you could offer the services of a state and also avoid its disadvantages, you would have created a better product. But after decades of political activity, I have come to the conclusion that real liberty, in the sense of voluntariness and self-determination, can’t be achieved by tinkering with existing states through the democratic process. There is simply not enough demand for these values. </p> <p>However, someone could offer this as a niche product for interested parties. It might be possible for private companies to provide all of the necessary services that government normally monopolizes. I have started such a company: Free Private Cities Ltd (freeprivatecities.com). </p> <p><strong>The market of living together</strong></p> <p>All that we know from the free market could be applied to what I call the “market of living together”: voluntary exchange (including the right to reject any offer), competition between products, and the resulting diversity of the product range. A “state service provider” or “government services provider” could offer a specific model of living together within a defined territory and only the ones who like the offer settle there. Such offers have to be attractive — otherwise there will be no customers. </p> <p>And this is exactly the idea of a <em>Free</em> <em>Private City</em>: a voluntary, for-profit, private enterprise that offers protection for life, liberty, and property in a given territory — better, cheaper, and freer than existing state models. Residence would depend on a predefined contractual relationship between residents and the operator. A <em>FreePrivate City</em> as I propose it is based on the following principles: </p> <p>1) Every resident has the right to live an independent life without the interference of others. </p> <p>2) The interaction between the residents happens on a voluntary basis, not based on coercion. Participating and remaining in the <em>Free</em> <em>Private City</em> is strictly voluntary. </p> <p>3) The respective rights of others must be honored, even if one does not like their way of life or attitude. </p> <p>4) There is complete freedom of speech with one exception: If you are promoting expropriation or violence against others, you have to leave. The pure criticism of other people, ideologies, religions, etc. has to be accepted. “Feeling outraged” justifies no limitation of free speech. </p> <p>5) The operator of the <em>Free</em> <em>Private City</em> ensures a stable regulatory framework and a basic infrastructure. This includes the establishment of a police, fire-fighters, emergency rescue and furthermore, the establishment of a legal framework and independent courts, so that property ownership is registered bindingly and residents can assert their legitimate claims in a regulated process, if they are unable to agree on arbitration. </p> <p>6) The framework is laid down between the residents and the operator in a contract which holds all the respective rights and obligations. This includes the consideration for every inhabitant for the operator’s services. Every resident has a legal claim that his contract is performed and can claim damages for nonperformance. Consider this: the Principality of Monaco is a constitutional monarchy. It concedes <em>zero </em>political participation rights for residents without Monegasque citizenship — some 80 percent of the population, including myself. Nevertheless, there are far more applicants for residency than the small housing market of this tiny place (two square kilometers) may take. Why is this so? Three reasons: there are no direct taxes in Monaco for individuals; it is extremely secure; and the government leaves you alone. If Monaco changed this, people would just move away to other jurisdictions. Thus, despite the prince’s formal position of great power, competition with other jurisdictions — not separation of powers, not a constitution, and not voting — ensures the residents’ freedom. </p> <p>Similar in <em>Free Private Cities</em>: if the government provider sticks to his few core areas, there is no need for political participation. The idea is to have the greatest possible self-determination, not to ensure maximum participation. Accordingly, there is also no need for parliaments. Rather, such representative bodies are a constant danger to liberty, since special interest groups inevitably hijack and mutate them into self-service stores for the political class. </p> <p>Competition has been proven as the only effective method in human history for limitation of power. In a <em>Free Private City</em>, contract and arbitration are efficient tools in favor of the residents. But ultimately, it is competition and the possibility of a speedy exit that guarantee that the operator remains a service provider and does not become a dictator. </p> <p>A <em>Free</em> <em>Private City</em> is not a utopian, constructivist idea. Instead, it is simply a business model whose elements are already known and which are merely transferred to another sector, namely the market of living together. In essence, the operator is a mere service provider establishing and maintaining the framework within which the society can develop, with open outcome. The only permanent requirement in favor of freedom and self-determination is the contract with the operator. Only this contract creates mandatory obligations. For example, residents can agree on establishing a council. But even if 99% of the residents support the idea and voluntarily submit to the council’s decisions, this body has no right to impose his ideas on the remaining 1%. Think of ideas like financing a public swimming pool, a social security system or establishing a minimum wage. And this is the crucial point, which failed regularly in past and present systems: the permanent guarantee of individual liberty. </p> <p><strong>How to start</strong></p> <p>In order to initiate this project, autonomy from existing sovereignties must be secured. It need not entail complete territorial independence, but it must include the right to regulate the city’s internal affairs. The establishment of a Free Private City therefore requires first an agreement with an existing state. The parent state grants the operator the right to establish a <em>Free Private City</em> and to set its own rules within a defined territory, ideally with access to the sea and formerly uninhabited. </p> <p>Existing states can be sold on this concept when they can expect to reap benefits from it. The quasi-city states of Hong Kong, Singapore, and Monaco have a cordon of densely populated and affluent areas adjacent to their borders. These areas are part of the parent states and their residents pay taxes to the mother country. Now, if such structures are formed around a previously underdeveloped or unpopulated area, this is a gain for the parent state. Negotiating with a government to surrender partial sovereignty is certainly no easy task, but it is in my view more promising than attempts to “change the system from within.” </p> <p><em>Free Private Cities</em> are much more than just a nice idea for a few people on the margins. They have the potential to subject existing states to creative destruction. If <em>Free Private Cities</em> are developed across the world, they will put states under considerable pressure to change their systems towards more freedom, or else they may lose subjects and revenue. And this is precisely this positive effect of competition that has been lacking in the state market to date. Not all <em>Free Private Cities</em> need conform to my own ideal rules. Specialized cities offering social security or catering to specific religious, ethnical or ideological concerns are conceivable. Within this framework, even socialists would be free to try to prove that their system <em>done properly</em> really does work. But this time one thing is different: others do not have to suffer from this (or any other) social experiment. The superstructure of voluntary association allows many different systems to flourish. Given voluntary participation, everything is possible. </p> <p>This simple rule has the potential to disarm and transform even a totalitarian ideology into just one product among many. I firmly believe that <em>Free Private Cities</em>or similar autonomous regions are inevitable. People of all social and economic groups will not forever agree to be looted, bullied, and patronized by the political class, without ever having a meaningful choice. <em>Free Private Cities</em> are a peaceful, voluntary alternative that can transform our societies without revolution or violence — or even majority consensus. Three reasons: there are no direct taxes in Monaco for individuals; it is extremely secure; and the government leaves you alone. Thus, despite the prince’s formal position of great power, competition with other jurisdictions — not separation of powers, not a constitution, and not voting — ensures the residents’ freedom. </p>\n<p>Similar in <em>Free Private Cities</em>: if the government provider sticks to his few core areas, there is no need for political participation. The idea is to have the greatest possible self-determination, not to ensure maximum participation. Accordingly, there is also no need for parliaments. Rather, such representative bodies are a constant danger to liberty, since special interest groups inevitably hijack and mutate them into self-service stores for the political class. </p>\n<p>Competition has been proven as the only effective method in human history for limitation of power. In a <em>Free Private City</em>, contract and arbitration are efficient tools in favor of the residents. The only permanent requirement in favor of freedom and self-determination is the contract with the operator. Only this contract creates mandatory obligations. For example, residents can agree on establishing a council. But even if 99% of the residents support the idea and voluntarily submit to the council’s decisions, this body has no right to impose his ideas on the remaining 1%. Think of ideas like financing a public swimming pool, a social security system or establishing a minimum wage. And this is the crucial point, which failed regularly in past and present systems: the permanent guarantee of individual liberty. </p>\n<p><strong>How to start</strong></p>\n<p>In order to initiate this project, autonomy from existing sovereignties must be secured. It need not entail complete territorial independence, but it must include the right to regulate the city’s internal affairs. The establishment of a Free Private City therefore requires first an agreement with an existing state. The parent state grants the operator the right to establish a <em>Free Private City</em> and to set its own rules within a defined territory, ideally with access to the sea and formerly uninhabited. </p>\n<p>Existing states can be sold on this concept when they can expect to reap benefits from it. The quasi-city states of Hong Kong, Singapore, and Monaco have a cordon of densely populated and affluent areas adjacent to their borders. These areas are part of the parent states and their residents pay taxes to the mother country. Now, if such structures are formed around a previously underdeveloped or unpopulated area, this is a gain for the parent state. Negotiating with a government to surrender partial sovereignty is certainly no easy task, but it is in my view more promising than attempts to “change the system from within.” </p>\n<p><em>Free Private Cities</em> are much more than just a nice idea for a few people on the margins. They have the potential to subject existing states to creative destruction. If <em>Free Private Cities</em> are developed across the world, they will put states under considerable pressure to change their systems towards more freedom, or else they may lose subjects and revenue. And this is precisely this positive effect of competition that has been lacking in the state market to date. Not all <em>Free Private Cities</em> need conform to my own ideal rules. Specialized cities offering social security or catering to specific religious, ethnical or ideological concerns are conceivable. Within this framework, even socialists would be free to try to prove that their system <em>done properly</em> really does work. But this time one thing is different: others do not have to suffer from this (or any other) social experiment. The superstructure of voluntary association allows many different systems to flourish. Given voluntary participation, everything is possible. </p>\n<p>This simple rule has the potential to disarm and transform even a totalitarian ideology into just one product among many. I firmly believe that <em>Free Private Cities</em>or similar autonomous regions are inevitable. People of all social and economic groups will not forever agree to be looted, bullied, and patronized by the political class, without ever having a meaningful choice. <em>Free Private Cities</em> are a peaceful, voluntary alternative that can transform our societies without revolution or violence — or even majority consensus. You pay a certain amount for those services per year. Your respective rights and duties are laid down in a written agreement between you and the provider. For everything else, you do what you want. Thus, you are a contracting party on an equal footing with a secured legal position, instead of subject to the government’s or majority’s ever changing will.  And you only become a part of it if you like the offer.</em> \</p> <p>Let us analyze the market for governance: states exist, at least in part, because there is demand for them. A functioning state offers a stable framework of law and order, which enables the coexistence and interaction of a large number of people. This is so attractive that most people are willing to accept significant limitations on their personal freedom in exchange. Probably even most North Koreans would prefer staying in their country, compared to living free but alone as a Robinson Crusoe on a remote island. Humans are social animals. </p> <p>However, if you could offer the services of a state and also avoid its disadvantages, you would have created a better product. But after decades of political activity, I have come to the conclusion that real liberty, in the sense of voluntariness and self-determination, can’t be achieved by tinkering with existing states through the democratic process. There is simply not enough demand for these values. </p> <p>However, someone could offer this as a niche product for interested parties. It might be possible for private companies to provide all of the necessary services that government normally monopolizes. I have started such a company: Free Private Cities Ltd (freeprivatecities.com). </p> <p><strong>The market of living together</strong></p> <p>All that we know from the free market could be applied to what I call the “market of living together”: voluntary exchange (including the right to reject any offer), competition between products, and the resulting diversity of the product range. A “state service provider” or “government services provider” could offer a specific model of living together within a defined territory and only the ones who like the offer settle there. Such offers have to be attractive — otherwise there will be no customers. </p> <p>And this is exactly the idea of a <em>Free</em> <em>Private City</em>: a voluntary, for-profit, private enterprise that offers protection for life, liberty, and property in a given territory — better, cheaper, and freer than existing state models. Residence would depend on a predefined contractual relationship between residents and the operator. A <em>FreePrivate City</em> as I propose it is based on the following principles: </p> <p>1) Every resident has the right to live an independent life without the interference of others. </p> <p>2) The interaction between the residents happens on a voluntary basis, not based on coercion. Participating and remaining in the <em>Free</em> <em>Private City</em> is strictly voluntary. </p> <p>3) The respective rights of others must be honored, even if one does not like their way of life or attitude. </p> <p>4) There is complete freedom of speech with one exception: If you are promoting expropriation or violence against others, you have to leave. The pure criticism of other people, ideologies, religions, etc. has to be accepted. “Feeling outraged” justifies no limitation of free speech. </p> <p>5) The operator of the <em>Free</em> <em>Private City</em> ensures a stable regulatory framework and a basic infrastructure. This includes the establishment of a police, fire-fighters, emergency rescue and furthermore, the establishment of a legal framework and independent courts, so that property ownership is registered bindingly and residents can assert their legitimate claims in a regulated process, if they are unable to agree on arbitration. </p> <p>6) The framework is laid down between the residents and the operator in a contract which holds all the respective rights and obligations. This includes the consideration for every inhabitant for the operator’s services. Every resident has a legal claim that his contract is performed and can claim damages for nonperformance. This contract is basically one’s personal “constitution” which is superior to all existing constitutions since it may not be changed unilaterally later, neither by the operator nor by majority vote. </p> <p>7) All adult residents are responsible for the consequences of their actions, not “society” or the operator. Again, there is no “human right” to live at the expense of others. </p> <p>8) Conflicts of interest between residents or between residents and the operator are negotiated by independent courts or arbitral tribunals. Their decisions must be respected. Namely conflicts with the operator, e.g. about interpretation of the contract, go to arbitration, not to courts of the operator.</p> <p>9) There is no legal entitlement to join the <em>Free</em> <em>Private City</em>. The operator can reject candidates at his discretion. People who openly declare views that are not compatible with a free society, e.g. socialists, fascists or islamists, or known criminals, won’t get admittance. </p> <p>10) Each resident may terminate the contract at any time and leave the city again, but the operator may –after a trial period- cancel only for cause, as for breach of the basic rules. </p> <p><em>Free Private Cities</em> are not meant as a retreat for the rich. Run properly, they would develop along the lines of Hong Kong, offering opportunities to rich and poor alike. Such offers have to be attractive — otherwise there will be no customers. </p>\n<p>And this is exactly the idea of a <em>Free</em> <em>Private City</em>: a voluntary, for-profit, private enterprise that offers protection for life, liberty, and property in a given territory — better, cheaper, and freer than existing state models. Residence would depend on a predefined contractual relationship between residents and the operator. A <em>FreePrivate City</em> as I propose it is based on the following principles: </p>\n<p>1) Every resident has the right to live an independent life without the interference of others. </p>\n<p>2) The interaction between the residents happens on a voluntary basis, not based on coercion. Participating and remaining in the <em>Free</em> <em>Private City</em> is strictly voluntary. </p>\n<p>3) The respective rights of others must be honored, even if one does not like their way of life or attitude. </p>\n<p>4) There is complete freedom of speech with one exception: If you are promoting expropriation or violence against others, you have to leave. The pure criticism of other people, ideologies, religions, etc. has to be accepted. “Feeling outraged” justifies no limitation of free speech. </p>\n<p>5) The operator of the <em>Free</em> <em>Private City</em> ensures a stable regulatory framework and a basic infrastructure. This includes the establishment of a police, fire-fighters, emergency rescue and furthermore, the establishment of a legal framework and independent courts, so that property ownership is registered bindingly and residents can assert their legitimate claims in a regulated process, if they are unable to agree on arbitration. </p>\n<p>6) The framework is laid down between the residents and the operator in a contract which holds all the respective rights and obligations. This includes the consideration for every inhabitant for the operator’s services. Every resident has a legal claim that his contract is performed and can claim damages for nonperformance. This contract is basically one’s personal “constitution” which is superior to all existing constitutions since it may not be changed unilaterally later, neither by the operator nor by majority vote. </p>\n<p>7) All adult residents are responsible for the consequences of their actions, not “society” or the operator. Again, there is no “human right” to live at the expense of others. </p>\n<p>8) Conflicts of interest between residents or between residents and the operator are negotiated by independent courts or arbitral tribunals. Their decisions must be respected. Namely conflicts with the operator, e.g. about interpretation of the contract, go to arbitration, not to courts of the operator.</p>\n<p>9) There is no legal entitlement to join the <em>Free</em> <em>Private City</em>. The operator can reject candidates at his discretion. People who openly declare views that are not compatible with a free society, e.g. socialists, fascists or islamists, or known criminals, won’t get admittance. </p>\n<p>10) Each resident may terminate the contract at any time and leave the city again, but the operator may –after a trial period- cancel only for cause, as for breach of the basic rules. </p>\n<p><em>Free Private Cities</em> are not meant as a retreat for the rich. Run properly, they would develop along the lines of Hong Kong, offering opportunities to rich and poor alike. New residents who are willing to work but without means could negotiate a deferral of their payment obligations, and employers seeking a workforce could take over their contractual payment obligations.</p>\n<p>The incentive for the operator of a <em>Free Private City</em> would be profit: offering an attractive product at the right price. This would include some public goods as mentioned as well as some infrastructure, clean environment and a set of social rules. But the operator’s main service is to ensure that the free order is not disturbed and that residents’ life and property are secure. </p>\n<p>In practice, the operator can only guarantee this if he can control who is coming (prevention) and is entitled to throw out disrupters (reaction). For everything beyond this framework, there are private entrepreneurs, insurance, and civil society groups. Of course, all activity ends where the rights of others are infringed. Other than that, the proper corrective is competition and demand. </p>\n<p><strong>Competition and Exit</strong></p>\n<p>Will the threat of competition bring sufficient protection to the residents? Consider this: the Principality of Monaco is a constitutional monarchy. It concedes <em>zero </em>political participation rights for residents without Monegasque citizenship — some 80 percent of the population, including myself. Nevertheless, there are far more applicants for residency than the small housing market of this tiny place (two square kilometers) may take. Why is this so? Three reasons: there are no direct taxes in Monaco for individuals; it is extremely secure; and the government leaves you alone. If Monaco changed this, people would just move away to other jurisdictions. Thus, despite the prince’s formal position of great power, competition with other jurisdictions — not separation of powers, not a constitution, and not voting — ensures the residents’ freedom. </p>\n<p>Similar in <em>Free Private Cities</em>: if the government provider sticks to his few core areas, there is no need for political participation. The idea is to have the greatest possible self-determination, not to ensure maximum participation. Accordingly, there is also no need for parliaments. Rather, such representative bodies are a constant danger to liberty, since special interest groups inevitably hijack and mutate them into self-service stores for the political class. </p>\n<p>Competition has been proven as the only effective method in human history for limitation of power. In a <em>Free Private City</em>, contract and arbitration are efficient tools in favor of the residents. But ultimately, it is competition and the possibility of a speedy exit that guarantee that the operator remains a service provider and does not become a dictator. </p>\n<p>A <em>Free</em> <em>Private City</em> is not a utopian, constructivist idea. Instead, it is simply a business model whose elements are already known and which are merely transferred to another sector, namely the market of living together. In essence, the operator is a mere service provider establishing and maintaining the framework within which the society can develop, with open outcome. The only permanent requirement in favor of freedom and self-determination is the contract with the operator. Only this contract creates mandatory obligations. For example, residents can agree on establishing a council. But even if 99% of the residents support the idea and voluntarily submit to the council’s decisions, this body has no right to impose his ideas on the remaining 1%. Think of ideas like financing a public swimming pool, a social security system or establishing a minimum wage. And this is the crucial point, which failed regularly in past and present systems: the permanent guarantee of individual liberty. </p>\n<p><strong>How to start</strong></p>\n<p>In order to initiate this project, autonomy from existing sovereignties must be secured. It need not entail complete territorial independence, but it must include the right to regulate the city’s internal affairs. The establishment of a Free Private City therefore requires first an agreement with an existing state. The parent state grants the operator the right to establish a <em>Free Private City</em> and to set its own rules within a defined territory, ideally with access to the sea and formerly uninhabited. </p>\n<p>Existing states can be sold on this concept when they can expect to reap benefits from it. The quasi-city states of Hong Kong, Singapore, and Monaco have a cordon of densely populated and affluent areas adjacent to their borders. These areas are part of the parent states and their residents pay taxes to the mother country. Now, if such structures are formed around a previously underdeveloped or unpopulated area, this is a gain for the parent state. Negotiating with a government to surrender partial sovereignty is certainly no easy task, but it is in my view more promising than attempts to “change the system from within.” </p>\n<p><em>Free Private Cities</em> are much more than just a nice idea for a few people on the margins. They have the potential to subject existing states to creative destruction. If <em>Free Private Cities</em> are developed across the world, they will put states under considerable pressure to change their systems towards more freedom, or else they may lose subjects and revenue. And this is precisely this positive effect of competition that has been lacking in the state market to date. Not all <em>Free Private Cities</em> need conform to my own ideal rules. Specialized cities offering social security or catering to specific religious, ethnical or ideological concerns are conceivable. Within this framework, even socialists would be free to try to prove that their system <em>done properly</em> really does work. But this time one thing is different: others do not have to suffer from this (or any other) social experiment. The superstructure of voluntary association allows many different systems to flourish. Given voluntary participation, everything is possible. </p>\n<p>This simple rule has the potential to disarm and transform even a totalitarian ideology into just one product among many. I firmly believe that <em>Free Private Cities</em>or similar autonomous regions are inevitable. People of all social and economic groups will not forever agree to be looted, bullied, and patronized by the political class, without ever having a meaningful choice. <em>Free Private Cities</em> are a peaceful, voluntary alternative that can transform our societies without revolution or violence — or even majority consensus. You can find their website here:</em><a href="http://www.liberstad.com/" rel="noopener"><em>http://www.liberstad.com</em></a><br /> </p> <p>Scandinavia is often associated with socialism in the muddled minds of Americans. Despite this, the world’s newest experiment with a completely private city is in Norway. Liberstaden aims to provide all services, from roads to fire departments, through the private sector. </p> <p>Liberstad advertises itself as “a little piece of freedom.” The city’s founders aim to purchase a few hundred acres of farmland in southern Norway to establish a free market enclave. </p> <p><strong>Their Plan</strong></p> <p>The project was started by John Holmesland and Sondre Bjellas. They formed the Liberstad Drift Association, which will be responsible for the initial development and operation of the property. Their plan is to build a vibrant community with all the comforts of a modern world, with only minimal laws and taxes. </p> <p>Liberstad will have no city council or government. Instead, the tone of the city’s development will be organically guided by the first settlers. They can establish businesses, erect buildings, grow vegetables, brew beer, or pursue whatever other economic activity they are interested in. </p> <p> Liberstad’s few laws and regulations will focus on protecting people’s rights. The founders believe in the non-aggression principle, which states that using non-defensive violence is unethical. They also want to protect participant’s property rights to help grow a thriving free market. </p> <p>The government of the neighboring  municipality looks favorably on the project. According to John, the local government hopes Liberstad will increase tourism and business activity. Although local governments in Norway are allowed to collect property taxes, the municipality where the land will be bought does not currently collect property taxes, and John feels confident it will stay that way. </p> <p>In regards to the larger Norwegian government, companies in Liberstad will only need to pay taxes if they do their business using the Norwegian kroner, John tells me. </p> <blockquote>“When it comes to businesses in Liberstad there will be both legal and non-legal (not illegal) businesses there. If you are planning on accepting Norwegian kroner for your services or goods you will have to register a legal company in Norway. This might be the case if you want to have a business for tourists and visitors to Liberstad.” “But if you want to have a business specifically for the residents of Liberstad and you choose to only accept alternative currencies, there is no need for permits or registering a legal company, and earnings in alt-currencies will not be tax collectable, as long as you don’t exchange it into Norwegian kroner. The earnings can be used to buy goods and services from other non-legal businesses in Liberstad that also accept alt-currencies.”</blockquote> <p>This opens up the exciting possibility of a commerce center that does not require government currencies to function. When I asked if there were any sensitive legal logistics that he would not necessarily want public, John replied: </p> <p>“The national government of Norway might not like the idea that we want to create a city and a society where we exclude them, but there is nothing illegal about it.” </p> <p>The plan is to pre-sell plots of a quarter acre. Despite this, the world’s newest experiment with a completely private city is in Norway. Liberstaden aims to provide all services, from roads to fire departments, through the private sector. </p>\n<p>Liberstad advertises itself as “a little piece of freedom.” The city’s founders aim to purchase a few hundred acres of farmland in southern Norway to establish a free market enclave. </p>\n<p><strong>Their Plan</strong></p>\n<p>The project was started by John Holmesland and Sondre Bjellas. They formed the Liberstad Drift Association, which will be responsible for the initial development and operation of the property. Their plan is to build a vibrant community with all the comforts of a modern world, with only minimal laws and taxes. </p>\n<p>Liberstad will have no city council or government. Instead, the tone of the city’s development will be organically guided by the first settlers. They can establish businesses, erect buildings, grow vegetables, brew beer, or pursue whatever other economic activity they are interested in. </p>\n<p> Liberstad’s few laws and regulations will focus on protecting people’s rights. The founders believe in the non-aggression principle, which states that using non-defensive violence is unethical. They also want to protect participant’s property rights to help grow a thriving free market. </p>\n<p>The government of the neighboring  municipality looks favorably on the project. According to John, the local government hopes Liberstad will increase tourism and business activity. Although local governments in Norway are allowed to collect property taxes, the municipality where the land will be bought does not currently collect property taxes, and John feels confident it will stay that way. </p>\n<p>In regards to the larger Norwegian government, companies in Liberstad will only need to pay taxes if they do their business using the Norwegian kroner, John tells me. </p>\n<blockquote>“When it comes to businesses in Liberstad there will be both legal and non-legal (not illegal) businesses there. If you are planning on accepting Norwegian kroner for your services or goods you will have to register a legal company in Norway. This might be the case if you want to have a business for tourists and visitors to Liberstad.” “But if you want to have a business specifically for the residents of Liberstad and you choose to only accept alternative currencies, there is no need for permits or registering a legal company, and earnings in alt-currencies will not be tax collectable, as long as you don’t exchange it into Norwegian kroner. The earnings can be used to buy goods and services from other non-legal businesses in Liberstad that also accept alt-currencies.”</blockquote>\n<p>This opens up the exciting possibility of a commerce center that does not require government currencies to function. When I asked if there were any sensitive legal logistics that he would not necessarily want public, John replied: </p>\n<p>“The national government of Norway might not like the idea that we want to create a city and a society where we exclude them, but there is nothing illegal about it.” </p>\n<p>The plan is to pre-sell plots of a quarter acre. The vision for Liberstad is a place where you can raise a family, have a fun night out, vacation, work, and simply, <em>live</em>. It is a community that can be shaped to each individual’s wants and needs; you don’t have to be a farmer, or a prepper, or a survivalist. </p> <p>With people like John, we can have hope that the future will offer us many options for the type of life we want to live. You can find their website here:</em><a href=\"http://www.liberstad.com/\" rel=\"noopener\"><em>http://www.liberstad.com</em></a><br />\n</p>\n<p>Scandinavia is often associated with socialism in the muddled minds of Americans. Despite this, the world’s newest experiment with a completely private city is in Norway. Liberstaden aims to provide all services, from roads to fire departments, through the private sector. </p>\n<p>Liberstad advertises itself as “a little piece of freedom.” The city’s founders aim to purchase a few hundred acres of farmland in southern Norway to establish a free market enclave. </p>\n<p><strong>Their Plan</strong></p>\n<p>The project was started by John Holmesland and Sondre Bjellas. They formed the Liberstad Drift Association, which will be responsible for the initial development and operation of the property. Their plan is to build a vibrant community with all the comforts of a modern world, with only minimal laws and taxes. </p>\n<p>Liberstad will have no city council or government. Instead, the tone of the city’s development will be organically guided by the first settlers. They can establish businesses, erect buildings, grow vegetables, brew beer, or pursue whatever other economic activity they are interested in. </p>\n<p> Liberstad’s few laws and regulations will focus on protecting people’s rights. The founders believe in the non-aggression principle, which states that using non-defensive violence is unethical. They also want to protect participant’s property rights to help grow a thriving free market. </p>\n<p>The government of the neighboring  municipality looks favorably on the project. According to John, the local government hopes Liberstad will increase tourism and business activity. Although local governments in Norway are allowed to collect property taxes, the municipality where the land will be bought does not currently collect property taxes, and John feels confident it will stay that way. </p>\n<p>In regards to the larger Norwegian government, companies in Liberstad will only need to pay taxes if they do their business using the Norwegian kroner, John tells me. </p>\n<blockquote>“When it comes to businesses in Liberstad there will be both legal and non-legal (not illegal) businesses there. If you are planning on accepting Norwegian kroner for your services or goods you will have to register a legal company in Norway. This might be the case if you want to have a business for tourists and visitors to Liberstad.” “But if you want to have a business specifically for the residents of Liberstad and you choose to only accept alternative currencies, there is no need for permits or registering a legal company, and earnings in alt-currencies will not be tax collectable, as long as you don’t exchange it into Norwegian kroner. The earnings can be used to buy goods and services from other non-legal businesses in Liberstad that also accept alt-currencies.”</blockquote>\n<p>This opens up the exciting possibility of a commerce center that does not require government currencies to function. When I asked if there were any sensitive legal logistics that he would not necessarily want public, John replied: </p>\n<p>“The national government of Norway might not like the idea that we want to create a city and a society where we exclude them, but there is nothing illegal about it.” </p>\n<p>The plan is to pre-sell plots of a quarter acre. Costs is $4,300 per lot, putting the price in U.S. dollars at about $17,200 per acre. Pre-sale buyers are guaranteed a plot, and plots will be chosen by the buyer after the land is purchased on a first come first serve basis. </p>\n<p>Plots sold in advance will be significantly cheaper than land sold after the purchase. Liberstad’s founders will sell about 62 acres initially, at which point they will have the funds to purchase a larger property. They are interested in a property which has been taken off the market and reserved for Liberstad. John plans to purchase the land by the summer of 2016, even if that means taking out a loan. There are already 60 participants requesting land, and when that number reaches 100, John expects the project to be fully funded. </p>\n<p><strong>Origins</strong> </p>\n<p>This may be John Holmesland’s first go at growing a society from scratch, but he has been in the construction industry for fifteen years, and is confident in his abilities. </p>\n<p>Like many others in the liberty movement, John struggled to find an outlet where he could feel free, without becoming a hermit. </p>\n<blockquote>“Since becoming an anarchist about 6-7 years ago, it’s been bothering me more and more that I was living in a statist community in a political town, where I couldn’t really relate to my neighbours or do anything about the things that were bothering me. And I didn’t enjoy my work as much anymore, as I was forced to fund the very things that I was against. So my initial plan was to buy a farm in a remote area in the countryside, and move there with my family. Start living off grid and just distance myself and my family from the government as much as we could, and pay as little tax as possible. But I wasn’t entirely happy with this plan as I didn’t want to distance me and my family from other people.”</blockquote>\n<p>John was spurred to start Liberstad after reading an article by Jeffrey Tucker on Atlantic Station, a thriving section of Atlanta, Georgia that is all privately owned and operated. He thought that this sort of outlet–a private city with like minded individuals–would give him the community he desired, without having to exit society. Quite the opposite of seclusion, in fact, he would be building up society, just not the type you typically find formed by governments.  He posted his idea online and was encouraged by the response. </p>\n<blockquote>“The idea got a lot of positive feedback and this is also where I met Sondre Bjellås who is a fairly known anarchist in the anarchist/libertarian movement in Norway and has been writing about and promoting anarchism since 2011 in his blog “Uten Stat” (Without Government).”</blockquote>\n<p>From there, John got to work on making his dream a reality. There is definitely much groundwork to be laid, but the great thing about a free market is the spontaneous order it creates. John’s job is simply to create the fertile ground in Liberstad, so that individuals and groups, working together voluntarily, will have the opportunity to grow into a lush mini-society. </p>\n<p><strong>Current State of the Project</strong> </p>\n<p>John hopes to break ground on Liberstad in 2016, after getting enough participants in the initial pre-sale of plots. He says that interest has been steadily growing, and he is waiting until he is sure there are enough serious investors to move forward. He expects some people will back out, which is why he is going above and beyond the necessary numbers before moving forward. </p>\n<p> John is prepared to move he and his family to the property as soon as it is purchased, and begin working full time on Liberstad. Fiber optic internet will be one of the first projects to develop the property, in order to make sure it has all the modern appeal and accessibility for those who work online. </p>\n<p>John’s goal is to create a fun environment with entertainment for permanent guests and tourists alike. In fact Liberstad seems poised to become quite the arts center, as the project has received interest from “several musicians, concert promoters, a record label, a recording studio, and also an amplifier producer,” according to John. Therefore a large concert and entertainment area will also be an early endeavour. </p>\n<p>To kickstart the tourism, a campsite and village of rental cabins is planned as one of the first projects that Liberstad Drift AS will work on. The idea is that if this becomes a tourist destination, it will help advertise Liberstad, and give it a positive buzz. After all, what better way to win hearts and minds than providing a fun social environment? </p>\n<p>So far, many people interested in buying plots want to do so simply for themselves, to join a community of likeminded people. But plenty others want to start businesses. John quickly expects the private city to sprout a bustling main street filled with pubs, bakeries, tattoo parlors, grocery stores, shops, and even private child care. </p>\n<p>John has gone into this looking to make his and his family’s lives as great as they can be. He knows the project will be a lot of work, but says what he, and others, will create out of Liberstad will be worth it. Ultimately, John wants his project to empower others, and spur them to create the type of society that they want to live in. </p>\n<blockquote>“I hope Liberstad can encourage and inspire others to do the same. I hope anarchists, voluntaryists and libertarians everywhere will start to create private cities and communities. This can be done right now in most countries in the world, and it’s not necessary with big loans or rich investors to get started. Large pieces of land in rural places can be bought very cheap if enough people join together.</blockquote>\n<blockquote>“These private cities and communities will not only be a fun and rewarding project and a great place to live for anarchists and libertarians, but it will also attract other people and help spread the philosophy of voluntaryism and anarchism.”</blockquote>\n<p>I soon hope to be writing a follow up piece about Liberstad in action. With interested participants, a friendly local government, and a dedicated and energetic leader, the momentum is going. </p>\n<p>The best part is, that staying true to the free market, John is focusing this communities’ foundations in serving not only the need, but the desires of the consumer. body<p><img src="//www.startupsocieties.com/wp-content/uploads/2015/12/Screen-Shot-2015-12-19-at-6.12.10-AM.png" /></p> <p>By Preston Martin of Startup Societies  </p> <p>In 1968, entrepreneur Werner Stiefel set out to form an independent libertarian nation in the Caribbean: Operation Atlantis.</p> <p>The roots of Stiefel’s libertarian outlook stemmed from his experience around the rise of Nazism in Germany during the 1930s. Fortunately, he and his family were spared the horrors of war when they migrated to the United States. However, in the years after the Second World War, Stiefel feared the rise of different national socialists, this time in America. He quickly came to the realization that the free men and women of the United States ultimately lacked a true safe haven to which they could flee. [2] If there was to be a libertarian future for anyone, it would have to be built by those most able to do so.</p> <p>Stiefel was firm in his belief that a human’s desire for freedom of choice immediately comes from their nature as a thinking, rational being. His attempt to form a free country is testament to what he called “the philosophic struggle for liberty.” [1] The idea for an exit from the framework of the US government was heavily inspired by <a href="http://www.conservapedia.com/Galt's_Gulch" rel="noopener">Galt’s Gulch</a>. Made up of individuals who went “on strike”, or off-grid in the world of Ayn Rand’s <em>Atlas Shrugged</em>, Galt’s Gulch was a hidden refuge for discontented entrepreneurs. Its inhabitants were witnessing the growing collectivization of American society and simply decided to separate from it. Not a rigid <a href="https://en.wikipedia.org/wiki/Objectivism_(Ayn_Rand)" rel="noopener">objectivist </a>himself, Stiefel aimed instead to create the first explicitly libertarian country in the spirit of Rand’s idea.</p> <p>Based in Saugerties, New York, Stiefel formed the Atlantis Development Company, and bought the Sawyerkill Motel near one of his soap-making factories. [2][3] It would serve as a home base and a proxy community for Operation Atlantis, which he was planning to found on the high seas. [4] This community was to be formed with a three step plan in mind:</p> <p>1). Gather Libertarians in a single location where they can work together to build an integrated community (Motel = <strong>Atlantis I</strong>).</p> <p>2). Acquire an ocean vessel and declare it to be an independent craft sailing under the flag of this new country while in international waters (Ship = <strong>Atlantis II</strong>).</p> <p>3). Using this vessel and possibly an island, create a sovereign country as close to US shores as possible. (Ship + Island = <strong>Atlantis III</strong>)</p> <p>Under the pseudonym Werner K. Stevens, Stiefel wrote the book <em>The Story of Operation Atlantis,</em> in which he outlined his overall plan for liberty and called out for a new generation of libertarians to join him. [5]  He also started <em>The Atlantis News,</em> a newsletter platform designed to describe and report on Atlantis’ activities. In March of 1969, a number of young libertarians were beginning to join Stiefel’s community at the motel. Meanwhile, Stiefel himself was able to fly down to the Caribbean in search of a possible island to settle.Given a 1967 court ruling, which barred a Floridian company from building atop coral reefs on the shores of Florida, [6] Stiefel feared the federal government would interfere if Atlantis was founded too close to the United States.</p> <p>He would go on to report in <em>The Atlantis News</em> about the promise of the Prickly Pear Cays. These seamounts, located six miles northwest of Anguilla in the British West Indies, would serve as a possible site for Atlantis. [7] Stiefel was also able to meet with the Anguillan authorities, who were at least open to leasing the territory at that time. Nevertheless, by November 1969, the Anguillan bureaucrats in charge of issuing the necessary purchase permit were actively stalling Stiefel’s attempts to purchase the relatively small strips of land. Despite the Atlantis Development Corporation’s agreement with the five local village elders to pay $100,000 for ownership of the Prickly Pear Cays, the Anguillan government under Ronald Webster was at that time more focused on its secession from Saint Kitts and Nevis.[8]</p> <p>Unfazed, Stiefel and his growing libertarian community at the motel proceeded to search for new real estate. Specifically, they sought a location where they would be able to begin the construction of a shoal landfill and, eventually, a habitable floating platform. By February 1970, Operation Atlantis had identified a couple of suitable shallow areas for the building of a platform. In May of that same year, Stiefel made a survey trip to take aerial photographs of this area, the Silver Shoals Cays. Satisfied with the location, he hired a local charter captain capable enough to navigate the treacherous waters which surrounded them. [10] This boat carried the designation “Atlantis II” and would become the main focus of Operation Atlantis over the course of the next year.</p> <p>For the duration of 1971, the members of Operation Atlantis continued their work on<em>Atlantis II</em>. Stiefel meanwhile continued to make plans for their eventual voyage to the Caribbean and minted Atlantis’ first <a href="http://www.coinbooks.org/esylum_v12n27a24.html" rel="noopener">silver coins</a>. According to Erwin Strauss, who visited the motel in September 1971, it was clear to the community at Atlantis I that professional help was needed to complete the ferrocement ship before the seasonal freezing of the Hudson River. Its first launch ended with the ship lying sideways in the mud, partially aflame from a kerosene lamp which had broken inside. Thankful for the inflammability of cement and steel, the Atlanteans were able to right the boat and begin their voyage south to the Caribbean. [12] After a few more close-calls, the Atlanteans were forced to make a series of jury-rigged optimizations which were meant to prevent the boat from sinking.  Still, they could not stop the overall degradation of <em>Atlantis II</em>, which broke a propeller shaft off the coast of South Carolina. Nearly incapacitated, <em>Atlantis II</em> succeeded in making its way to the Bahamas, but was unable to survive a subsequent hurricane, after which it sank. [13]</p> <p>After losing the boat, Stiefel and his team refused to give up their plans. Stiefel was quickly able to purchase a new ship to replace Atlantis II. He also managed to acquire land on Tortuga Island, a territory of Haiti off its north coast. From there, Operation Atlantis would be able to prepare its landfill operations on the Silver Shoals. Stiefel’s troubles would not end, however. The Haitian government eventually learned of the Operation’s libertarian designs and then forced the Atlanteans off of Tortuga. [14] In doing so, <a href="https://en.wikipedia.org/wiki/Jean-Claude_Duvalier" rel="noopener">Duvalier’s</a> government was accelerating Operation Atlantis’ planned migration to Silver Shoals, where they had already begun the actual construction of Atlantis III. Four sea walls were built and they were already dredging sand for the creation of a new island. [15] They were even able to retrieve some silver coins from a nearby shipwreck. After years of planning and work, Operation Atlantis was approaching the point of actual realization.</p> <p>Unfortunately for Stiefel, the Silver Shoals area was considered contested territory by both the Bahamas and Haiti. Given the treasure-laden shipwrecks which give the Silver Shoals it its name, there were a number interested groups operating in the area. One private excavation team was able to organize a deal with the Haitian navy for protection from pirates. Once the Haitian navy began patrolling those waters, it did not take long for a Haitian gunboat to happen upon Operation Atlantis. The naval captain in charge had no idea what Stiefel and the Atlanteans were doing with the landfill, and, taking them for a pirate crew, forced the entire operation off the Silver Shoals. With safety of his community at risk, Stiefel had no choice but to evacuate.[16] At this point, Operation Atlantis’ situation appeared less than hopeful.</p> <p>Atlantis had been troubled since the start of phase II, and the Haitians’ show of force was just a tightening of the metaphorical noose. In a final attempt to revive the Operation, Stiefel bought a towable oil rig, which he attempted to deposit on the Misteriosa Banks between Cuba and Honduras. Regrettably, the oil rig was blown into the open sea by a hurricane and destroyed before it could be properly entrenched. [17] Thus, the final nail was hammered in Operation Atlantis’ coffin.</p> <p>Operation Atlantis was an unfortunate failure. At each turn, Stiefel and the Atlanteans faced direct opposition, whether it was natural disaster or the barrel of a gun. This opposition proved to be too great for Atlantis, and its existence soon faded into obscurity. Undoubtedly, its story serves as a historical example of the hardships in store for any new country project. Beyond this failure, however, Operation Atlantis succeeded in showing that a group of libertarians could form and stand as a model for future free societies. These individuals were sadly only able to create something which survived for a few years. However, the idea they sought to embody in their struggle for liberty is age-old. By the time Operation Atlantis was underway, the United States was in the middle of the Vietnam conflict, and many of the Atlanteans were draft-eligible. Simply by sailing to the Caribbean, they were refusing to comply with the status quo of their day. From their perspective, it was completely unrealistic to wait for millions of Americans to shift their political views. They wanted liberty <em>now</em>, not somewhere in the shrouded future. Such pursuits will never be simple, but in an age where private entities <a href="https://en.wikipedia.org/wiki/SpaceX_reusable_launch_system_development_program" rel="noopener">are disrupting</a> previously government-dominated industries, they are becoming more and more feasible.       "body": "<p><img src=\"//www.startupsocieties.com/wp-content/uploads/2015/12/Screen-Shot-2015-12-19-at-6.12.10-AM.png\" /></p>\n<p>By Preston Martin of Startup Societies  </p>\n<p>In 1968, entrepreneur Werner Stiefel set out to form an independent libertarian nation in the Caribbean: Operation Atlantis.</p>\n<p>The roots of Stiefel’s libertarian outlook stemmed from his experience around the rise of Nazism in Germany during the 1930s. Fortunately, he and his family were spared the horrors of war when they migrated to the United States. However, in the years after the Second World War, Stiefel feared the rise of different national socialists, this time in America. He quickly came to the realization that the free men and women of the United States ultimately lacked a true safe haven to which they could flee. [2] If there was to be a libertarian future for anyone, it would have to be built by those most able to do so.</p>\n<p>Stiefel was firm in his belief that a human’s desire for freedom of choice immediately comes from their nature as a thinking, rational being. His attempt to form a free country is testament to what he called “the philosophic struggle for liberty.” [1] The idea for an exit from the framework of the US government was heavily inspired by <a href=\"http://www.conservapedia.com/Galt's_Gulch\" rel=\"noopener\">Galt’s Gulch</a>. Made up of individuals who went “on strike”, or off-grid in the world of Ayn Rand’s <em>Atlas Shrugged</em>, Galt’s Gulch was a hidden refuge for discontented entrepreneurs. Its inhabitants were witnessing the growing collectivization of American society and simply decided to separate from it. Not a rigid <a href=\"https://en.wikipedia.org/wiki/Objectivism_(Ayn_Rand)\" rel=\"noopener\">objectivist </a>himself, Stiefel aimed instead to create the first explicitly libertarian country in the spirit of Rand’s idea.</p>\n<p>Based in Saugerties, New York, Stiefel formed the Atlantis Development Company, and bought the Sawyerkill Motel near one of his soap-making factories. [2][3] It would serve as a home base and a proxy community for Operation Atlantis, which he was planning to found on the high seas. [4] This community was to be formed with a three step plan in mind:</p>\n<p>1). Gather Libertarians in a single location where they can work together to build an integrated community (Motel = <strong>Atlantis I</strong>).</p>\n<p>2). Acquire an ocean vessel and declare it to be an independent craft sailing under the flag of this new country while in international waters (Ship = <strong>Atlantis II</strong>).</p>\n<p>3). Using this vessel and possibly an island, create a sovereign country as close to US shores as possible. (Ship + Island = <strong>Atlantis III</strong>)</p>\n<p>Under the pseudonym Werner K. Stevens, Stiefel wrote the book <em>The Story of Operation Atlantis,</em> in which he outlined his overall plan for liberty and called out for a new generation of libertarians to join him. [5]  He also started <em>The Atlantis News,</em> a newsletter platform designed to describe and report on Atlantis’ activities. In March of 1969, a number of young libertarians were beginning to join Stiefel’s community at the motel. Meanwhile, Stiefel himself was able to fly down to the Caribbean in search of a possible island to settle.Given a 1967 court ruling, which barred a Floridian company from building atop coral reefs on the shores of Florida, [6] Stiefel feared the federal government would interfere if Atlantis was founded too close to the United States.</p>\n<p>He would go on to report in <em>The Atlantis News</em> about the promise of the Prickly Pear Cays. These seamounts, located six miles northwest of Anguilla in the British West Indies, would serve as a possible site for Atlantis. [7] Stiefel was also able to meet with the Anguillan authorities, who were at least open to leasing the territory at that time. Nevertheless, by November 1969, the Anguillan bureaucrats in charge of issuing the necessary purchase permit were actively stalling Stiefel’s attempts to purchase the relatively small strips of land. Despite the Atlantis Development Corporation’s agreement with the five local village elders to pay $100,000 for ownership of the Prickly Pear Cays, the Anguillan government under Ronald Webster was at that time more focused on its secession from Saint Kitts and Nevis.[8]</p>\n<p>Unfazed, Stiefel and his growing libertarian community at the motel proceeded to search for new real estate. Specifically, they sought a location where they would be able to begin the construction of a shoal landfill and, eventually, a habitable floating platform. By February 1970, Operation Atlantis had identified a couple of suitable shallow areas for the building of a platform. In May of that same year, Stiefel made a survey trip to take aerial photographs of this area, the Silver Shoals Cays. Satisfied with the location, he hired a local charter captain capable enough to navigate the treacherous waters which surrounded them.
