The difference with a smart contract is that it is a self-executing computer protocol that makes the exchange of value more transparent and safer (i.e. assets, property, anything involving contractual agreement) while removing the need of a middleman. This makes it difficult for bad actors to manipulate block production, since it would require them to have the original hash of every block produced. Under the DPoS model, the longest chain is the original chain.
