I regimi senza diritti sono un passato del quale non ci si può dimenticare», Cármen Lúcia, Brasilia, 30 maggio 2018.\n\nSe il presidente della Repubblica e la presidente della Corte Suprema sono costretti, pubblicamente, a rassicurare il Paese che non ci sarà un golpe militare, significa che qualcosa si è inceppato nell’ingranaggio democratico brasiliano.\n\nA oltre 10 giorni dall’inizio dello sciopero degli auto-trasportatori, che hanno paralizzato le strade protestando per il rincaro dei combustibili, il Paese è con i nervi a fior di pelle. Molti camionisti vorrebbero abbandonare la protesta, ma soffrono le ritorsioni dei colleghi oltranzisti. Il governo denuncia un’infiltrazione politica, mentre su ponti e autostrade appaiono frasi a sostegno di un golpe delle forze armate. La popolazione, invece, reagisce in maniera quasi schizofrenica: appoggia la protesta, ma non vuole pagarne le conseguenze economiche e sociali.\n\nCome si è giunti a una crisi così acuta in pochi giorni? La protesta dei camionisti inizia il 21 maggio. La categoria rivendica una revisione dei prezzi del diesel, saliti del 50% negli ultimi 12 mesi. In totale, la polizia stradale registra 1300 blocchi. Le trattative con il governo sono difficili. Temer ricorre all’intervento delle forze armate per sgomberare le vie, ottenendo, tramite la Corte Suprema, una misura straordinaria per disporre multe salatissime.\n\nI camionisti dovranno pagare 10.000 reais (2348 euro) per ogni ora di blocco, mentre per le associazioni sindacali si arriva fino a 100.000 reais (23.500 euro circa). Temer sceglie la linea dura perché sospetta che non si tratti di una rivendicazione spontanea, ma di una serrata dei distributori. Più tardi si farà spazio l’idea di una strumentalizzazione politica ancora non definita.\n\nLa situazione si normalizza a fatica, ma i camionisti non si sentono liberi di abbandonare la protesta. Denunciano le pressioni di gruppi esterni. Alcuni sfuggono alle sassaiole dei colleghi grazie alla scorta della polizia. Nello Stato di Rondonia un camionista perde la vita dopo essere stato colpito alla testa da una pietra. Le ultime ore di sciopero servono per fare i primi bilanci. La categoria strappa una riduzione di 0,46 reais al litro per 60 giorni oltre all’esenzione del pedaggio per i veicoli senza carica. Un provvedimento che, secondo il ministero dell’economia, costerà almeno 9,5 miliardi di reais (2,1 mld euro). Si stima invece che la crisi abbia provocato danni per 50 miliardi (11 mld euro) ai diversi settori.\n\nL’impopolarità di Michel Temer, il presidente meno amato dalla fine del regime militare, è stata cruciale nell’escalation della crisi. Le politiche economiche hanno fatto il resto. «La Petrobras (la compagnia petrolifera statale) è passata dall’assistenzialismo dei governi di sinistra all’esatto opposto, consegnandosi alla volatilità dei mercati», spiega in un post Laura Carvalho, economista e professoressa all’Università di São Paulo.\n\nAll’implosione del settore dei trasporti ha inoltre contribuito una situazione di crisi profonda in tutto il Paese. La categoria, infatti, non è in grado di trasferire il rincaro del carburante sul prezzo delle merci trasportate. C’è infine un problema generale di tassazione, che si riversa eccessivamente su consumi, produzione e redditi anziché su capitali e patrimoni.\n\nLa reazione dei brasiliani, come detto, può sembrare insensata a una prima analisi. Secondo un sondaggio dell’istituto Datafolha, l’87% dei cittadini è a favore delle manifestazioni, ma sempre l’87% non è disposto a pagarne le conseguenze con l’aumento delle imposte. Marcos Nobre, filosofo e autore brasiliano, ha elaborato una teoria interessante sull’argomento: «La società ha accettato il proprio soffocamento per dimostrare la sua rivolta contro il sistema politico», ha spiegato alla BBC Brasil.\n\nEffettivamente i brasiliani hanno avuto enormi disagi in questi giorni: voli cancellati, mezzi di trasporto assenti, carburante alle stelle, supermercati senza prodotti e altro. «Gli striscioni a favore dei militari durante lo sciopero confermano una mia sensazione: i golpisti in Brasile sono sempre stati i civili», ha denunciato su Twitter Laurentino Gomes, giornalista e storico brasiliano.\n\n«Non è come nel 2013 quando la società minacciava il sistema politico di soffocamento. Qui è un soffocamento della società, che rimane senza alimenti, medicine, lavoro. Nonostante ciò, la società ha deciso di strangolarsi pur di far capire ai politici quanto sia grave il livello di soffocamento», ha detto Nobre.
